actions, <strong>in</strong>terventions, or issues <strong>the</strong> top three priorities to be addressed dur<strong>in</strong>g <strong>the</strong> draft<strong>in</strong>g <strong>of</strong><br />

<strong>the</strong> NSS are <strong>the</strong> follow<strong>in</strong>g:<br />

1) Improve <strong>in</strong>stitutional arrangements;<br />

2) Advocacy and awareness to address <strong>the</strong> severe <strong>malnutrition</strong> <strong>of</strong> <strong>in</strong>fants, children and<br />

women, as well as to elim<strong>in</strong>ate <strong>the</strong> food-bias; and<br />

3) The need to plan toge<strong>the</strong>r with communities and execute <strong>in</strong>terventions through<br />

community participation.<br />

3.7.1. Institution (organization and relationship) related <strong>in</strong>terventions/issues<br />

3.7.1.1. Improve <strong>in</strong>stitutional arrangements<br />

The challenge <strong>of</strong> build<strong>in</strong>g a nutrition-secure society can only be met through a multidimensional<br />

and multi-<strong>in</strong>stitutional approach. This means that efforts and resources <strong>in</strong> all<br />

sectors must be <strong>in</strong>tegrated through well-formulated and coord<strong>in</strong>ated plans and programs.<br />

Efforts to improve agricultural production to improve food security and, <strong>the</strong>reafter, nutrition<br />

can be successful only to <strong>the</strong> extent that efforts <strong>in</strong> <strong>the</strong> sector can benefit from collaboration,<br />

support, and parallel efforts <strong>in</strong> o<strong>the</strong>r sectors. These <strong>in</strong>clude <strong>the</strong> availability <strong>of</strong> tra<strong>in</strong>ed and<br />

skilled human resources, road and transport services, effective and timely health delivery<br />

services, effective markets and remunerative prices, and effective l<strong>in</strong>kages with agro<strong>in</strong>dustries<br />

and <strong>in</strong>ternational markets.<br />

In particular, <strong>Ethiopia</strong> needs a clear and comprehensive nutrition policy with a<br />

supportive <strong>in</strong>stitutional framework for its implementation. For <strong>the</strong> successful formulation and<br />

implementation <strong>of</strong> <strong>the</strong> <strong>Ethiopia</strong>n NNS, <strong>the</strong>re has to be clear political support, guaranteed<br />

resource availability, good coord<strong>in</strong>ation, implementation capacity, and work ethic. To develop<br />

programs and projects that fit <strong>in</strong>to <strong>the</strong> NNS, a multidiscipl<strong>in</strong>ary and multi-<strong>in</strong>stitutional<br />

approach is needed. Effective partnership should be <strong>in</strong> place between relevant m<strong>in</strong>istries, as<br />

well as among UN agencies, o<strong>the</strong>r bilateral and multilateral <strong>in</strong>ternational organizations, as<br />

well as domestic and <strong>in</strong>ternational NGOs. Effective reduction <strong>of</strong> <strong>malnutrition</strong> requires action<br />

across multiple sectors. The rout<strong>in</strong>e operations <strong>of</strong> government through sectorally specific<br />

action are unlikely to lead to success <strong>in</strong> comprehensively elim<strong>in</strong>at<strong>in</strong>g <strong>malnutrition</strong>. Unlike<br />

food security, nutrition security is <strong>the</strong> concern <strong>of</strong> many more <strong>in</strong>stitutions, sectors, and actors<br />

than those typically found <strong>in</strong> <strong>the</strong> food sector.<br />

Unless <strong>the</strong> <strong>in</strong>stitutional arrangements are clear, and <strong>the</strong> agency for coord<strong>in</strong>at<strong>in</strong>g is<br />

well <strong>in</strong>tegrated with those implement<strong>in</strong>g food, care, and health programs, with all be<strong>in</strong>g<br />

systematically <strong>in</strong>ter-l<strong>in</strong>ked, <strong>the</strong> country may have an NNS <strong>of</strong> high standard and large-scale<br />

programs under <strong>the</strong> NNS that have wide coverage, but programs will prove to be poorly<br />

targeted and not effective or even implementable. To avoid such problems, implementation<br />

may be effective if a proper division <strong>of</strong> activity is made among different implement<strong>in</strong>g<br />

agencies under <strong>the</strong> umbrella <strong>of</strong> one coord<strong>in</strong>at<strong>in</strong>g body with<strong>in</strong> <strong>the</strong> government. This body<br />

should also <strong>in</strong>clude <strong>the</strong> participation <strong>of</strong> NGOs, and <strong>the</strong> private sector. The NGOs can cater for<br />

small-scale activities, <strong>of</strong>ten conta<strong>in</strong>ed at woreda or even at village level <strong>in</strong> close cooperation<br />

with and jo<strong>in</strong>tly planned and executed technology promotion activities. With<strong>in</strong> <strong>the</strong><br />

government system <strong>the</strong> agriculture extension service provid<strong>in</strong>g m<strong>in</strong>istry, which is MOARD,<br />

has to work closely with o<strong>the</strong>r m<strong>in</strong>istries, such as MOH, MOE, MoWR, MoLSA, MOFED<br />

and authorities, such as <strong>the</strong> <strong>Ethiopia</strong>n Quality and Standards Authority (EQSA). EQSA has to<br />

streng<strong>the</strong>n its work with respect to regulat<strong>in</strong>g <strong>the</strong> nutrient content <strong>of</strong> processed food both<br />

produced locally and imported. Food label<strong>in</strong>g and controls on supplements and additives and<br />

process<strong>in</strong>g shall be under strict scrut<strong>in</strong>y and surveillance.<br />

Dur<strong>in</strong>g <strong>the</strong> regional consultative meet<strong>in</strong>gs, experts <strong>in</strong> <strong>the</strong> regions made it clear that <strong>in</strong><br />

order to susta<strong>in</strong>ably reduce <strong>malnutrition</strong> <strong>in</strong> <strong>Ethiopia</strong> <strong>the</strong>re is need for an agency that<br />
