1995-96 revealed that ‘<strong>the</strong> greatest differences <strong>in</strong> <strong>in</strong>come target<strong>in</strong>g performance were<br />

observed between regions ra<strong>the</strong>r than between food aid programme types’ (Jayne, Strauss,<br />

Yamano, & Molla 2001).<br />

Many successful programs, particularly those focus<strong>in</strong>g on diversified <strong>in</strong>come<br />

generat<strong>in</strong>g activities, have employed <strong>the</strong> community-managed revolv<strong>in</strong>g fund mechanism,<br />

and this has proved practical and empower<strong>in</strong>g for <strong>the</strong> community. A revolv<strong>in</strong>g fund represents<br />

a system whereby <strong>the</strong> credit is extended to a specific group with<strong>in</strong> <strong>the</strong> community for a<br />

specific purpose. The group undertakes to repay <strong>the</strong> capital <strong>in</strong> to a common fund, similar to<br />

<strong>the</strong> idir system, and recycles <strong>the</strong> capital for re<strong>in</strong>vestment <strong>in</strong> additional <strong>in</strong>come-generat<strong>in</strong>g<br />

activities. The group can accept members, who must contribute <strong>the</strong>ir own resources to <strong>the</strong><br />

fund before <strong>the</strong>y can ga<strong>in</strong> access to credit opportunities.<br />

3.5.3. Institutions<br />

Institutions are key elements <strong>of</strong> <strong>the</strong> policy formulation and implementation process.<br />

The NNS shall conta<strong>in</strong> a clear <strong>in</strong>stitutional arrangement that explicitly identifies and lists <strong>the</strong><br />

functional details <strong>of</strong> agencies work<strong>in</strong>g to coord<strong>in</strong>ate and implement nutrition centered<br />

development programs. It has to evaluate <strong>the</strong> mandates and past structural and functional<br />

relationships with<strong>in</strong> and outside <strong>the</strong> m<strong>in</strong>istries <strong>of</strong> agriculture, health, water resources,<br />

education, labor and social affairs, and o<strong>the</strong>rs related. S<strong>in</strong>ce <strong>the</strong> overall responsibility for food<br />

security <strong>in</strong>tervention implementation is that <strong>of</strong> <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Agriculture and Rural<br />

Development (MOARD), a brief review <strong>of</strong> it <strong>in</strong>stitutional set up is given below. In prepar<strong>in</strong>g<br />

<strong>the</strong> NNS, <strong>the</strong> current structure <strong>of</strong> o<strong>the</strong>r concerned m<strong>in</strong>istries needs to be assessed <strong>in</strong> order to<br />

identify <strong>the</strong> best possible <strong>in</strong>stitutional locations for <strong>the</strong> nutrition coord<strong>in</strong>ation body and to<br />

identify those <strong>in</strong> charge <strong>of</strong> exist<strong>in</strong>g nutrition security-related programmes.<br />

The policies that are stated <strong>in</strong> RDPS and SDPRP have brought changes <strong>in</strong><br />

<strong>in</strong>stitutional arrangements <strong>in</strong> <strong>the</strong> agriculture and food sector <strong>of</strong> <strong>Ethiopia</strong>. The new MOARD<br />

replaced <strong>the</strong> former separate M<strong>in</strong>istries and Authorities namely M<strong>in</strong>istries <strong>of</strong> Agriculture and<br />

<strong>of</strong> Rural Development, C<strong>of</strong>fee and Tea Authority and <strong>the</strong> Livestock Market<strong>in</strong>g Authority,<br />

which were under <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Trade and Industry; as well as <strong>the</strong> National Agricultural<br />

Input Authority and <strong>the</strong> Wildlife Conservation and Development Authority. In addition to<br />

comb<strong>in</strong><strong>in</strong>g <strong>the</strong>se <strong>in</strong>stitutions, <strong>the</strong> proclamation transferred to MOARD a set <strong>of</strong> functions that<br />

were formerly <strong>the</strong> responsibility <strong>of</strong> o<strong>the</strong>r m<strong>in</strong>istries, most notably <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Trade and<br />

Industry (MOTI). MOARD is now responsible for <strong>the</strong> full agricultural value cha<strong>in</strong>, from <strong>the</strong><br />

supply <strong>of</strong> <strong>in</strong>puts to <strong>the</strong> sale <strong>of</strong> processed agricultural commodities. This expansion <strong>of</strong><br />

functions and responsibilities was accompanied by an <strong>in</strong>crease <strong>in</strong> <strong>the</strong> executive organs and<br />

public enterprises for which <strong>the</strong> M<strong>in</strong>istry is responsible. The Disaster Prevention and<br />

Preparedness Commission (DPPC) <strong>the</strong> <strong>Ethiopia</strong>n Gra<strong>in</strong> Trad<strong>in</strong>g Enterprise (EGTE), and <strong>the</strong><br />

<strong>Ethiopia</strong>n Agricultural Research Organization (EARO) are now accountable to MOARD.<br />

EGTE was accountable to MOTI. The Cooperative Commission is still accountable to<br />

MOARD. The powers and duties vested <strong>in</strong> <strong>the</strong> MOTI relat<strong>in</strong>g to <strong>the</strong> planned system <strong>of</strong><br />

tradable warehouse receipts have also been re–allocated to MOARD. MOARD is also<br />

required, <strong>in</strong>ter alia, to direct and coord<strong>in</strong>ate <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> food security<br />

programme, to monitor events affect<strong>in</strong>g agricultural development, and to develop an early–<br />

warn<strong>in</strong>g system.<br />

At <strong>the</strong> federal level, MOARD is divided <strong>in</strong>to three sections, each headed by a State<br />

M<strong>in</strong>ister. The sections are Agricultural Market<strong>in</strong>g and Inputs, Agricultural Development, and<br />

Natural Resources. The Food Security and <strong>the</strong> Plann<strong>in</strong>g, Adm<strong>in</strong>istration and F<strong>in</strong>ance<br />

Coord<strong>in</strong>ation Bureaus report directly to <strong>the</strong> M<strong>in</strong>ister <strong>of</strong> Agriculture and Rural Development.<br />

Regions have more or less a similar organizational set up.<br />
