• Accept that agricultural development is <strong>the</strong> lead<strong>in</strong>g sector for <strong>the</strong> <strong>in</strong>dustrial<br />

development strategy;<br />

• Accept <strong>the</strong> importance <strong>of</strong> export-led <strong>in</strong>dustrialization as <strong>the</strong> primary direction <strong>of</strong><br />

growth;<br />

• Jo<strong>in</strong>t ventures based on <strong>the</strong> <strong>in</strong>tegration <strong>of</strong> local and external <strong>in</strong>vestors is essential for<br />

<strong>the</strong> realization <strong>of</strong> <strong>the</strong> <strong>in</strong>dustrial development strategy;<br />

• Accept <strong>the</strong> promotion <strong>of</strong> labor <strong>in</strong>tensive <strong>in</strong>dustries as <strong>the</strong> primary direction for<br />

<strong>in</strong>dustrialization;<br />

• Accept <strong>the</strong> leadership role <strong>of</strong> government <strong>in</strong> guid<strong>in</strong>g <strong>the</strong> <strong>in</strong>dustrialization process; and<br />

• Mobilize society for its collective participation <strong>in</strong> <strong>the</strong> <strong>in</strong>dustrial development strategy.<br />

Due to <strong>the</strong> special consideration paid to <strong>the</strong> private sector as <strong>the</strong> driv<strong>in</strong>g force <strong>in</strong> <strong>the</strong><br />

<strong>in</strong>dustrial development strategy, <strong>the</strong> follow<strong>in</strong>g elements are envisaged as creat<strong>in</strong>g a hospitable<br />

environment for <strong>the</strong> private entrepreneur. Thus, <strong>in</strong> order successfully to promote <strong>in</strong>dustry <strong>in</strong><br />

<strong>Ethiopia</strong>, <strong>the</strong>se public goods must be put <strong>in</strong> place to create a conducive environment for<br />

<strong>in</strong>dustry.<br />

• Macro-economic stabilization that will <strong>in</strong>clude monetary and fiscal, balance <strong>of</strong><br />

payment, and <strong>in</strong>flation policies;<br />

• Promot<strong>in</strong>g modern f<strong>in</strong>ancial services, balanc<strong>in</strong>g public and private borrow<strong>in</strong>g,<br />

improv<strong>in</strong>g access to foreign currency transactions, etc.;<br />

• Provid<strong>in</strong>g reliable <strong>in</strong>frastructure;<br />

• Development <strong>of</strong> educated and skilled manpower;<br />

• Creat<strong>in</strong>g an efficient and supportive adm<strong>in</strong>istration; and<br />

• Creat<strong>in</strong>g an efficient judicial system.<br />

In addition, major <strong>in</strong>dustrial projects and sectors identified by government to receive<br />

direct government support and assistance <strong>in</strong>clude <strong>the</strong> follow<strong>in</strong>g: <strong>the</strong> textile and garment<br />

<strong>in</strong>dustry; <strong>the</strong> meat, hides, sk<strong>in</strong>s, and animal products <strong>in</strong>dustries; agro-process<strong>in</strong>g <strong>in</strong>dustries;<br />

<strong>the</strong> construction <strong>in</strong>dustry; <strong>the</strong> streng<strong>the</strong>n<strong>in</strong>g <strong>of</strong> micro and small-scale <strong>in</strong>dustries, <strong>the</strong><br />

promotion <strong>of</strong> technological capacity build<strong>in</strong>g <strong>in</strong> Information and Communication Technology<br />

(ICT) and biotechnology. These <strong>in</strong>dustrial sectors have strong backward and forward l<strong>in</strong>kages<br />

with <strong>the</strong> agricultural, trade, and export sectors and a high employment multiplier effect.<br />

Ultimately, each has important l<strong>in</strong>ks to mechanisms for reduc<strong>in</strong>g poverty and <strong>malnutrition</strong> <strong>in</strong><br />

<strong>the</strong> country.<br />

These areas, <strong>in</strong> addition to contribut<strong>in</strong>g to overall economic growth, will also provide<br />

employment opportunities, thus improv<strong>in</strong>g <strong>the</strong> nutrition condition <strong>of</strong> children and women.<br />

The private sector will also have space to grow and expand <strong>in</strong> agro-based process<strong>in</strong>g and<br />

manufactur<strong>in</strong>g enterprise development, fur<strong>the</strong>r improv<strong>in</strong>g <strong>in</strong>comes <strong>of</strong> many malnourished<br />

households.<br />

2.3.1.3. Sub-national level - household, community, and woreda<br />

The third major set <strong>of</strong> macro and cross-cutt<strong>in</strong>g issues or basic determ<strong>in</strong>ants presented<br />

below are clustered at <strong>the</strong> household, community, and woreda levels. These determ<strong>in</strong>ants are<br />

basic <strong>causes</strong> <strong>of</strong> <strong>malnutrition</strong>, which are presumed to <strong>in</strong>teract substantially with <strong>the</strong> underly<strong>in</strong>g<br />

<strong>causes</strong> <strong>of</strong> <strong>malnutrition</strong> – <strong>the</strong> Food-Health-Care trio.<br />

a) Household characteristics<br />

The household and its members are <strong>the</strong> most extensively used units <strong>of</strong> analysis<br />

concern<strong>in</strong>g <strong>the</strong> various dimensions <strong>of</strong> well-be<strong>in</strong>g, particularly <strong>in</strong> areas <strong>of</strong> nutritional status.<br />
