follow<strong>in</strong>g and <strong>in</strong> alliance with <strong>the</strong> development <strong>of</strong> <strong>the</strong> agricultural sector. The development <strong>of</strong><br />
trade and <strong>in</strong>dustry, <strong>in</strong> turn, guarantees <strong>the</strong> susta<strong>in</strong>able development <strong>of</strong> agriculture. Thus, <strong>the</strong>re<br />
will be an <strong>in</strong>terdependence and <strong>in</strong>tegration between <strong>the</strong> sectors from <strong>the</strong> outset. At later<br />
stages, with <strong>the</strong> formation <strong>of</strong> <strong>in</strong>creased capital stock, it is envisaged that <strong>in</strong>dustry will become<br />
<strong>the</strong> lead<strong>in</strong>g sector <strong>of</strong> <strong>the</strong> economy, replac<strong>in</strong>g agriculture.<br />
ii) Rural development policies, strategies, and <strong>in</strong>struments.<br />
Build<strong>in</strong>g on <strong>the</strong> vision <strong>of</strong> ADLI, <strong>the</strong> key economic development goals <strong>of</strong> <strong>the</strong><br />
government <strong>of</strong> EPRDF are presented <strong>in</strong> <strong>the</strong> Rural Development Policies, Strategies, and<br />
Instruments document (MOI 2001). These are:<br />
• Rapid economic development<br />
• Ensur<strong>in</strong>g that people benefit from <strong>the</strong> development<br />
• Liberat<strong>in</strong>g <strong>the</strong> economy from aid dependency while streng<strong>the</strong>n<strong>in</strong>g its <strong>in</strong>ternational<br />
<strong>in</strong>tegration; and<br />
• Achiev<strong>in</strong>g <strong>the</strong> above through <strong>the</strong> development <strong>of</strong> a free market economy.<br />
It is around <strong>the</strong>se policy goals that all social and economic sectors, <strong>in</strong>clud<strong>in</strong>g those<br />
implicated <strong>in</strong> <strong>the</strong> nutrition policy and strategy, are expected to design <strong>the</strong>ir activities.<br />
S<strong>in</strong>ce <strong>the</strong> overarch<strong>in</strong>g development strategy <strong>of</strong> <strong>the</strong> government is <strong>the</strong> reduction <strong>of</strong><br />
poverty <strong>in</strong> <strong>the</strong> country, <strong>the</strong> development <strong>of</strong> <strong>the</strong> agricultural sector is <strong>the</strong> sensible choice for<br />
pro-poor growth. The basic objectives <strong>of</strong> <strong>the</strong> agricultural development policies and strategies<br />
are outl<strong>in</strong>ed <strong>in</strong> <strong>the</strong> document as follows:<br />
• Build<strong>in</strong>g human resource capacity (especially that <strong>of</strong> farmers) and us<strong>in</strong>g it<br />
extensively;<br />
• Proper use <strong>of</strong> land – secure land hold<strong>in</strong>gs, clear land use policy, improved water use;<br />
• Preparation <strong>of</strong> development packages compatible with each region – diversification<br />
and specialization <strong>in</strong> areas with sufficient ra<strong>in</strong>fall; specific programs for pastoralist,<br />
drought affected, and areas with large areas <strong>of</strong> uncultivated land;<br />
• Creat<strong>in</strong>g market-led agricultural development – production based on market demand;<br />
improvements <strong>in</strong> market<strong>in</strong>g systems;<br />
• Improv<strong>in</strong>g <strong>the</strong> rural f<strong>in</strong>ance system;<br />
• Encourag<strong>in</strong>g private <strong>in</strong>vestment to participate <strong>in</strong> agricultural development;<br />
• Expand<strong>in</strong>g rural <strong>in</strong>frastructure; and<br />
• Streng<strong>the</strong>n<strong>in</strong>g non-agricultural rural development <strong>in</strong>itiatives.<br />
Each <strong>of</strong> <strong>the</strong> <strong>the</strong>mes mentioned above is related to <strong>the</strong> improvement <strong>in</strong> <strong>the</strong> condition <strong>of</strong><br />
<strong>the</strong> malnourished child and women <strong>in</strong> rural <strong>Ethiopia</strong> with<strong>in</strong> a given set <strong>of</strong> <strong>in</strong>stitutional,<br />
human, and f<strong>in</strong>ancial constra<strong>in</strong>ts. 11 However, <strong>the</strong> question <strong>of</strong> whe<strong>the</strong>r opportunities are be<strong>in</strong>g<br />
missed for improv<strong>in</strong>g nutrition <strong>in</strong> some <strong>of</strong> <strong>the</strong> policies and strategies is difficult to assess.<br />
The federal policy and strategy framework is implemented with<strong>in</strong> <strong>the</strong> context <strong>of</strong><br />
regional and woreda adm<strong>in</strong>istrations. Unfortunately, <strong>the</strong> framework is laden with heroic<br />
assumptions. These <strong>in</strong>clude that (1) <strong>the</strong> necessary manpower and resources will be put <strong>in</strong><br />
place at those levels; (2) <strong>the</strong> management <strong>of</strong> agriculture and rural development processes will<br />
