EPRDF, a federal system <strong>of</strong> government was set up <strong>in</strong> 1995. The Federal government and <strong>the</strong><br />
n<strong>in</strong>e Regional States are organized under three branches <strong>of</strong> government – <strong>the</strong> Executive, <strong>the</strong><br />
Legislative, and <strong>the</strong> Judiciary.<br />
The Executive branch is <strong>the</strong> strongest <strong>of</strong> <strong>the</strong> three and is charged with <strong>the</strong> day-to-day<br />
adm<strong>in</strong>istration <strong>of</strong> <strong>the</strong> country. Based on needs and requirements, various m<strong>in</strong>istries,<br />
commissions, authorities and agencies have been established to function as state organs, be<strong>in</strong>g<br />
accountable to <strong>the</strong> constitution and to <strong>the</strong> Office <strong>of</strong> <strong>the</strong> Prime M<strong>in</strong>ister. Institutional<br />
development <strong>in</strong> <strong>Ethiopia</strong> has been blurred and short lived. The reorganization <strong>of</strong> <strong>in</strong>stitutions<br />
has been so rapid that <strong>the</strong>re seems to be no attention given to an <strong>assessment</strong> and evaluation <strong>of</strong><br />
what works and what does not work.<br />
The formal public sector <strong>in</strong>stitutions related to or work<strong>in</strong>g on issues <strong>of</strong> food and<br />
nutrition are numerous and varied. The M<strong>in</strong>istry <strong>of</strong> Health (MOH), as a major organ <strong>of</strong> <strong>the</strong><br />
state, was charged with <strong>the</strong> responsibility for <strong>the</strong> healthcare <strong>of</strong> <strong>the</strong> people through health<br />
ma<strong>in</strong>tenance, control, and prevention <strong>of</strong> communicable diseases. It also served as <strong>the</strong> home<br />
base and overseer <strong>of</strong> nutrition activities s<strong>in</strong>ce <strong>the</strong> 1950s. However <strong>in</strong> <strong>the</strong> 1970s, with<strong>in</strong> <strong>the</strong><br />
structure <strong>of</strong> <strong>the</strong> Office <strong>of</strong> <strong>the</strong> National Committee for Central Plann<strong>in</strong>g (ONCCP), <strong>the</strong> task <strong>of</strong><br />
promot<strong>in</strong>g nutrition-security received prom<strong>in</strong>ence. Under <strong>the</strong> ONCCP’s Department <strong>of</strong><br />
Agriculture, <strong>the</strong> country’s general directives on <strong>the</strong> improvement <strong>of</strong> nutrition was developed<br />
and later <strong>in</strong>corporated <strong>in</strong>to <strong>the</strong> Ten Year Perspective Plan that covered <strong>the</strong> period from 1984<br />
to 1993. Fur<strong>the</strong>r development <strong>of</strong> <strong>the</strong> food and nutrition strategy cont<strong>in</strong>ued <strong>in</strong> 1980s. The first<br />
National Food Security Strategy was prepared and presented to <strong>the</strong> government and was<br />
f<strong>in</strong>ally approved by <strong>the</strong> Council <strong>of</strong> M<strong>in</strong>isters <strong>in</strong> March 1996. A number <strong>of</strong> Regional States<br />
developed <strong>the</strong>ir own versions <strong>of</strong> <strong>the</strong> NFSS to suit <strong>the</strong>ir conditions and started implement<strong>in</strong>g<br />
<strong>the</strong> strategy.<br />
By March 2002, <strong>the</strong> Federal Government published a revised version <strong>of</strong> <strong>the</strong> Food<br />
Security Strategy. In June 2003, <strong>the</strong> Government <strong>of</strong> <strong>Ethiopia</strong> convened a meet<strong>in</strong>g <strong>of</strong> donors<br />
and relevant NGOs and governmental agencies to launch what is known as <strong>the</strong> New Coalition<br />
for Food Security <strong>in</strong> <strong>Ethiopia</strong>. In <strong>the</strong> same l<strong>in</strong>e, <strong>the</strong> MOH published a draft National Nutrition<br />
Policy <strong>in</strong> November 2003 to be considered as part <strong>of</strong> its Health Sector Development Program.<br />
Recently <strong>the</strong> Federal government has reached a decision that all food and nutrition<br />
related strategies and programs should be coord<strong>in</strong>ated through <strong>the</strong> Food Security Bureau <strong>of</strong><br />
<strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Agriculture and Rural Development. This decision provides a home base for<br />
nutrition-related activities with<strong>in</strong> government, while respect<strong>in</strong>g <strong>the</strong> multidimensional and<br />
multi-sectoral characteristics <strong>of</strong> food and nutrition.<br />
d) Development commitments and priorities related to food and nutrition<br />
Soon after <strong>the</strong> take-over <strong>of</strong> government by <strong>the</strong> EPRDF <strong>in</strong> May 1991, a major shift<br />
was <strong>in</strong>troduced <strong>in</strong> <strong>the</strong> economic management <strong>of</strong> <strong>the</strong> country. The new government published<br />
<strong>the</strong> “National Economic Policy” that would br<strong>in</strong>g about a transition from a centrally planned<br />
to a market oriented economy, as articulated <strong>in</strong> <strong>the</strong> policy document <strong>of</strong> <strong>the</strong> Transitional<br />
Government <strong>of</strong> <strong>Ethiopia</strong> (1992). The Economic Reform and Recovery Program (1992/93)<br />
was <strong>in</strong>itiated to rectify factor and product market distortions, and was supported by <strong>the</strong> World<br />
Bank and <strong>the</strong> IMF. Because <strong>of</strong> this structural adjustment program, <strong>the</strong> economy experienced<br />
an upturn (1993-96) and significant growth was registered <strong>in</strong> <strong>the</strong> agricultural and <strong>in</strong>dustrial<br />
sectors.<br />
The EPRDF government has formulated several broader strategies with<strong>in</strong> whic h any<br />
efforts made to susta<strong>in</strong>ably reduce <strong>malnutrition</strong> <strong>in</strong> <strong>the</strong> country must fit.<br />
i) Agricultural Development Led Industrialization (ADLI) strategy<br />
The strategy, which serves as an umbrella for all o<strong>the</strong>r sectoral policies and strategies<br />
s<strong>in</strong>ce its announcement <strong>in</strong> 1994, focuses on agriculture, s<strong>in</strong>ce capital is scarce <strong>in</strong> <strong>Ethiopia</strong><br />
whereas <strong>the</strong> work force is abundant. It is expected that trade and <strong>in</strong>dustry will grow faster<br />
