The Nutrition unit <strong>of</strong> <strong>the</strong> MOH (part <strong>of</strong> <strong>the</strong> Family Health Department) lacks<br />
resources and empowerment, with limited opportunity to improve nutrition. Most nutrition<br />
activities are <strong>in</strong>cluded with<strong>in</strong> <strong>the</strong> broader scope <strong>of</strong> child survival, health promotion, or<br />
micronutrient deficiencies control. On <strong>the</strong> o<strong>the</strong>r hand, <strong>the</strong> more visible Food Security Bureau<br />
<strong>of</strong> <strong>the</strong> MOARD has failed to address nutrition beyond production and food aid dimensions.<br />
The DPPC has developed over <strong>the</strong> years an emergency response system that ma<strong>in</strong>ly focuses<br />
on logistics, with little or no understand<strong>in</strong>g <strong>of</strong> nutrition. No comprehensive framework for<br />
nutrition encompass<strong>in</strong>g promotive, preventive, and curative needs exists <strong>in</strong> <strong>the</strong> country.<br />
With<strong>in</strong> <strong>the</strong> non-governmental sector, a number <strong>of</strong> national and <strong>in</strong>ternational NGOs<br />
implement small-scale nutrition activities through self-stand<strong>in</strong>g nutrition projects or nutrition<br />
components <strong>of</strong> health or food security projects. Their activities cover both preventive and<br />
curative needs. As <strong>in</strong> <strong>the</strong> state sector, <strong>the</strong>re is limited coord<strong>in</strong>ation and <strong>in</strong>tegration across <strong>the</strong><br />
various projects, although a number address nutrition <strong>in</strong> l<strong>in</strong>e with exist<strong>in</strong>g health services and<br />
food security strategies. Bi-lateral and multilateral UN agencies are supportive <strong>of</strong> nutritional<br />
programs implemented by both government and NGOs. Additional details on <strong>the</strong> nutrition<br />
activities <strong>of</strong> <strong>the</strong>se non-governmental bodies are provided <strong>in</strong> Table 6.3. (Table 6.6 conta<strong>in</strong>s a<br />
non-exhaustive overview <strong>of</strong> nutrition <strong>in</strong>terventions <strong>in</strong> <strong>Ethiopia</strong>, <strong>in</strong>clud<strong>in</strong>g those carried out by<br />

CARE CARE is implement<strong>in</strong>g <strong>the</strong> Essential Nutrition Actions and micronutrient projects as part<br />
<strong>of</strong> <strong>the</strong> MICAH network (see World Vision below). The aim is to reduce both prote<strong>in</strong> and<br />
micronutrient <strong>malnutrition</strong> <strong>in</strong> women and children under 15 through cost-effective<br />
<strong>in</strong>terventions – Vitam<strong>in</strong> A and iron/folic acid supplementation, deworm<strong>in</strong>g, and food<br />
diversification. CARE also implements emergency relief activities <strong>in</strong>clud<strong>in</strong>g nutritional<br />
surveillance, food distribution, and community <strong>the</strong>rapeutic centers for under-fives and<br />
o<strong>the</strong>r vulnerable groups.<br />
Concern Concern manages community <strong>the</strong>rapeutic centers for <strong>the</strong> severely malnourished.<br />
Treatment protocols <strong>in</strong>clude distribution <strong>of</strong> ready-to-use <strong>the</strong>rapeutic food, supplementary<br />
feed<strong>in</strong>g through outpatient <strong>the</strong>rapeutic program, and nutritional surveillance.<br />

The focus <strong>of</strong> <strong>the</strong> ESHE project is on child survival and health system streng<strong>the</strong>n<strong>in</strong>g. It<br />
supports government health service efforts to develop a cadre <strong>of</strong> community health<br />
promoters. Plans are <strong>in</strong> place for <strong>in</strong>troduc<strong>in</strong>g community nutrition volunteers.<br />
The ’Improv<strong>in</strong>g Nutrition and Household Food Security’ project is <strong>in</strong> several food<br />
<strong>in</strong>secure woredas <strong>in</strong> Amhara, Tigray and Oromia. Among <strong>the</strong> objectives are to improve<br />
nutrition through food-based approaches and enhanc<strong>in</strong>g access to sanitation and safe<br />
water. This is be<strong>in</strong>g done <strong>in</strong> a community-led manner.<br />
GOAL GOAL recently began manag<strong>in</strong>g community <strong>the</strong>rapeutic centers to treat acute<br />
<strong>malnutrition</strong>, as well as work<strong>in</strong>g to build capacity <strong>of</strong> formal health <strong>in</strong>stitutions for <strong>the</strong><br />
prevention and treatment <strong>of</strong> <strong>malnutrition</strong>.<br />
L<strong>in</strong>kages L<strong>in</strong>kages is a technical NGO collaborat<strong>in</strong>g with government and non-government<br />
agencies to conduct advocacy and tra<strong>in</strong><strong>in</strong>g on <strong>the</strong> Essential Nutrition Actions. Its<br />
emphasis has been <strong>in</strong> work<strong>in</strong>g with and streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> capacity <strong>of</strong> local partners<br />
throughout <strong>the</strong> national health system, particularly through an extensive tra<strong>in</strong><strong>in</strong>g program<br />
built on a Tra<strong>in</strong><strong>in</strong>g-<strong>of</strong>-Tra<strong>in</strong>ers (TOT) model.<br />
Micronutrient<br />
Initiative<br />
The Micronutrient Initiative is a technical agency that provides advisory services and<br />
supports f<strong>in</strong>anc<strong>in</strong>g for <strong>the</strong> procurement and distribution <strong>of</strong> micronutrient supplements<br />
and fortificants, with a focus on vitam<strong>in</strong> A and salt iodization.<br />
