Integrat<strong>in</strong>g nutrition <strong>in</strong>terventions <strong>in</strong>to broader maternal and child health programs<br />

can be a doubly effective means <strong>of</strong> improv<strong>in</strong>g child health and survival because it can reduce<br />

<strong>malnutrition</strong> among children and simultaneously lessen <strong>the</strong> negative impact <strong>of</strong> illness.<br />

Services with<strong>in</strong> <strong>the</strong> Family Health Department have important implications <strong>in</strong> improv<strong>in</strong>g<br />

women’s nutrition. Among <strong>the</strong>se services are postpon<strong>in</strong>g first pregnancies, ensur<strong>in</strong>g adequate<br />

child spac<strong>in</strong>g and prevent<strong>in</strong>g <strong>the</strong> transmission <strong>of</strong> HIV/AIDS as well as o<strong>the</strong>r sexually<br />

transmitted diseases.<br />

In l<strong>in</strong>e with <strong>the</strong> mandates <strong>of</strong> <strong>the</strong> MOH and <strong>the</strong> FHD, <strong>the</strong> nutrition team is primarily<br />

engaged with coord<strong>in</strong>at<strong>in</strong>g and direct<strong>in</strong>g <strong>the</strong> development <strong>of</strong> national strategies and guidel<strong>in</strong>es<br />

that will be implemented <strong>in</strong> nutrition and o<strong>the</strong>r child health programs. To do this, <strong>the</strong> team<br />

seeks and utilizes f<strong>in</strong>ancial and technical assistance from various sources <strong>in</strong>clud<strong>in</strong>g UNICEF,<br />

WHO, o<strong>the</strong>r governmental agencies, and NGOs.<br />

5.2.1.2. Capacity for nutrition analysis and nutrition education<br />

Historically, <strong>the</strong> <strong>Ethiopia</strong>n Nutrition Institute (ENI), under <strong>the</strong> MOH, had been<br />

responsible for tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> area <strong>of</strong> nutrition, <strong>the</strong> analysis <strong>of</strong> nutritional problems, and<br />

implementation <strong>of</strong> nutrition <strong>in</strong>terventions nationwide. However, <strong>the</strong> mandate <strong>of</strong> <strong>the</strong> present<br />

day <strong>Ethiopia</strong>n Health and Nutrition Research Institute (EHNRI), <strong>in</strong>to which <strong>the</strong> ENI was later<br />

<strong>in</strong>tegrated, seems to have exempted <strong>the</strong> organization from its responsibilities <strong>in</strong> tra<strong>in</strong><strong>in</strong>g and <strong>in</strong><br />

<strong>the</strong> implementation <strong>of</strong> national nutrition programs. The EHNRI has reta<strong>in</strong>ed its research<br />

capabilities <strong>in</strong> <strong>the</strong> area <strong>of</strong> nutrition and o<strong>the</strong>r health problems. The EHNRI is among <strong>the</strong> ma<strong>in</strong><br />

governmental organizations with considerable potential <strong>in</strong> both technical nutrition capabilities<br />

and facilities.<br />

The present day EHNRI was formed through a merger <strong>of</strong> three <strong>in</strong>stitutions, <strong>the</strong> ENI,<br />

<strong>the</strong> National Health Institute (formerly known as Pasteur Institute), and <strong>the</strong> former department<br />

on Traditional Medic<strong>in</strong>e under <strong>the</strong> MOH. The major areas <strong>of</strong> focus for research at EHNRI<br />

<strong>in</strong>clude micronutrients, maternal <strong>malnutrition</strong>, food science and dietetics, cl<strong>in</strong>ical nutrition<br />

and a new activity on HIV/AIDS and nutrition.<br />

The FHD has been able to conduct some nationwide surveys <strong>in</strong> <strong>the</strong> area <strong>of</strong> child<br />

health and nutrition through <strong>the</strong> support <strong>of</strong> UNICEF and WHO. In this regard, <strong>the</strong> multiple<strong>in</strong>dicator-cluster-surveys<br />

(MICS) have contributed to <strong>the</strong> monitor<strong>in</strong>g and evaluation <strong>of</strong> child<br />

health programs that are relevant to nutrition. At present, <strong>the</strong> MOH, through assistance from<br />

UNICEF and o<strong>the</strong>rs, is conduct<strong>in</strong>g nationwide surveys on <strong>the</strong> status <strong>of</strong> micronutrient nutrition<br />

<strong>in</strong> <strong>the</strong> country.<br />

However, <strong>the</strong> ma<strong>in</strong> national undertak<strong>in</strong>gs for <strong>the</strong> analysis <strong>of</strong> <strong>the</strong> magnitude <strong>of</strong><br />

nutritional problems, and <strong>the</strong> measurement <strong>of</strong> <strong>the</strong> prevalence <strong>of</strong> prote<strong>in</strong>-energy-<strong>malnutrition</strong><br />

(PEM) <strong>in</strong> particular, are accomplished by o<strong>the</strong>r sectors outside <strong>of</strong> <strong>the</strong> MOH. To this effect, <strong>the</strong><br />

Central Statistics Authority (CSA) has played a lead<strong>in</strong>g role <strong>in</strong> generat<strong>in</strong>g relevant national<br />

data on <strong>the</strong> prevalence <strong>of</strong> PEM through <strong>the</strong> 2000 <strong>Ethiopia</strong>n Demographic and Health Survey<br />

(DHS) and o<strong>the</strong>r national and sub-national surveys. This has been done with little<br />

<strong>in</strong>volvement <strong>of</strong> <strong>the</strong> MOH (CSA & ORC Macro 2001. The FHD has played an active role <strong>in</strong><br />

<strong>the</strong> design <strong>of</strong> <strong>in</strong>struments for <strong>the</strong> 2000 DHS. However, no fur<strong>the</strong>r attempt was made to<br />

analyze <strong>the</strong> f<strong>in</strong>d<strong>in</strong>gs <strong>of</strong> <strong>the</strong> DHS or <strong>the</strong> earlier studies to enable a better understand<strong>in</strong>g <strong>of</strong> <strong>the</strong><br />

nutritional situation <strong>in</strong> <strong>the</strong> country. In general, <strong>the</strong>re is a gap between <strong>the</strong> sectors that generate<br />

<strong>in</strong>formation on <strong>the</strong> extent <strong>of</strong> <strong>malnutrition</strong>, such as CSA, and o<strong>the</strong>rs that are responsible for<br />

deal<strong>in</strong>g with <strong>the</strong> problem, such as MOH, markedly reduc<strong>in</strong>g <strong>the</strong> optimal utilization <strong>of</strong> such<br />

<strong>in</strong>formation.<br />

The plann<strong>in</strong>g and implementation <strong>of</strong> such large-scale nutrition surveys should give<br />

due emphasis to <strong>the</strong> utilization aspect <strong>of</strong> <strong>the</strong> <strong>in</strong>formation thus generated. Conduct<strong>in</strong>g extensive<br />

or expensive studies should not be regarded as a goal on its own. It is ra<strong>the</strong>r a means <strong>of</strong><br />

assess<strong>in</strong>g and analyz<strong>in</strong>g <strong>the</strong> magnitude and determ<strong>in</strong>ants <strong>of</strong> nutrition problems and can<br />

ultimately be used to <strong>in</strong>form policy and programs. Relevant stakeholders should play active<br />
