Genesis
In the first phase of financial sector reforms, a need was
felt to develop an Institute of Higher Learning, which
could also provide Operational Service Support in
Information Technology to Banks and Financial
Institutions.
In 1994, the Reserve Bank of India, formed the
Committee on Technology Upgradation in Payment
Systems. This committee recommended the setting up
of an Information Technology Institute for Research and
Development as well as providing Advisory Services in
the Application of Technology to the Indian Banking
and Financial sector.
As recommended by the Committee, the Reserve Bank
of India, established the Institute for Development and
Research in Banking Technology (IDRBT), in 1996, as
an autonomous centre for Development and Research in
Banking Technology. The Institute is governed by a
Governing Council, consisting of the top management
of Reserve Bank of India, Academic Experts and
Industry Leaders.
Mission
The Mission of the Institute is to:
be a Globally Reckoned Centre for Research,
Development and Advisory Services in Banking
Technology
create a pool of Banking Technology and
Information Security Professionals through
innovative educational initiatives
impart Quality Training to the Banking and
Financial Industry
be the Leading Institute of the Financial Community
on Technology Issues.
IDRBT Initiatives
IDRBT has pioneered technology absorption in the
Indian Banking and Financial Sector. The Institute has
taken the lead in every aspect of Banking Technology,
DISCUSSING STRATEGIES: Dr. Y.V. Reddy, Governor,
Reserve Bank of India, with Dr V.P. Gulati, Director, IDRBT
right from Technology Infrastructure Creation, Research
and Development to moulding the Technology Talent
for the Sector.
In a short span, IDRBT has taken a series of
major initiatives such as setting up the INdian FInancial
NETwork (INFINET) - the nationwide communication
backbone for the Industry, becoming a Certifying
Authority under the IT Act 2000, launching the
Structured Financial Messaging System (SFMS) for
secure flow of financial messages across the industry and
implementing the Mail Messaging System for enabling
secure communication within and among organisations.
In the academic arena, the Institute started a unique
M.Tech. course in Banking Technology and Information
Security, a fast-track Post Graduate Programme in
Banking Technology Management and a Ph.D
Programme in the areas of Information Technology and
Management in association with reputed
Universities/Institutes. IDRBT also offers a bouquet of
highly customised Executive Development Programmes
to keep the sector abreast with the latest.
The Institute is actively engaged in a number of Research
Projects, aimed at developing the standards and systems
of Banking Technology at the industry and national
levels. IDRBT also provides Advisory Services to Banks
and Financial Institutions on various Technology related
issues.
Technology Initiatives
INdian FInancial NETwork
IDRBT made history by launching the INdian FInancial
NETwork (INFINET) - the nationwide Closed User
Group Communication Backbone for the Banks and
Financial Institutions in India. Commissioned on June
19, 1999, the INFINET uses a blend of
communication technologies such as VSATs, Terrestrial
Leased Lines and ISDN Lines. Presently, it operates on
INSAT 3A and has over 2000 VSATs in 300
locations including major cities and important towns
across the country. The Leased Line Network (LLN)
connects 21 major cities, through redundant 2 Mbps
Leased Lines. The VSAT Network is also broadbandenabled
with high bandwidth outroute and inroutes.
Various inter-bank and intra-bank applications ranging
from Simple Messaging, MIS, EFT (Retail), Electronic
Clearing Service (ECS) for both Credits and Debits,
Online dealing and trading in Government Securities,
Centralised Funds Management System (CFMS) for
Banks and FIs, Anywhere/Anytime Banking, Inter-
Branch Reconciliation, Structured Financial Messaging
System (SFMS) and Real Time Gross Settlement
(RTGS) System are ported on the INFINET. The
Network has maintained 99.99% uptime right since its
inception.
Certifying Authority
IDRBT is a Certifying Authority (CA) licensed by the
Controller of Certifying Authorities (CCA), Ministry
of Communication and Information Technology,
Government of India, under the IT Act 2000. With
TALKING TECHNOLOGY: Dr. C. Rangarajan, Founder-Chairman
of the Institute, is all ears as Dr. V.P. Gulati, Director, IDRBT,
makes a point
the Digital Certificates issued by IDRBT, Banks and FIs
can build-in full-fledged security including digital
signatures and data encryption in their electronic
communications, transactions and applications.
The IDRBT CA Services are aimed at facilitating
speedy, authentic, secure and cost-effective electronic
financial transactions, thereby paving the way for
improved customer service and satisfaction and also
ensuring economic development at a faster pace.
The IDRBT Digital Certificates are being used for
various applications including CFMS, RTGS, PDO-
NDS, SFMS, RBI NCC EFT, Corporate E-mail,
Online Tax Assessment System (OLTAS) NSDL
Application, STEPS of SBI, and Collateralised
Borrowing & Lending Obligation (CBLO) of the
CCIL.
Structured Financial Messaging System
The Structured Financial Messaging System (SFMS) is a
secure and common messaging platform for intra-bank
and inter-bank applications. A SWIFT-like system to
fulfill the needs of domestic financial messaging, the
SFMS can be used for all purposes of secure
communication within and between banks.
The SFMS is a modularised and web enabled software,
with a flexible architecture facilitating centralised or
distributed deployment. The access control is through
Smart Card based user access and messages are secured
by means of standard encryption and authentication
services conforming to ISO standards (PKI). Special
features like Secure File Transfer, useful for transferring
any data/information in a secure manner and easy-to-use
Application Programming Interfaces to integrate with
other applications, are exclusive to the SFMS.
Various RBI applications like Real Time Gross Settlement
(RTGS), Integrated Accounting System (IAS),
Currency Chest Operations, and Government
Transactions have interface with the SFMS for
messaging. Moreover, use of SFMS is not restricted
only to computerised or partially computerised
branches.
Mail Messaging System
IDRBT's Mail Messaging System (IMMS) is another
major industry-level initiative that provides the best
option for easy and secure communication within the
bank and between banks with seamless integration to the
Internet with appropriate and adequate security.
The IMMS provides a unique corporate
e-mail facility to the Banks that enables the
users to have a single, permanent e-mail
address, like designation@bankname.co.in or
username@bankname.co.in. The designation-based
official e-mail addresses provide instant access to the
new incumbent and the user-name-based demi-official e-
mail address provides instant access to a particular
person, wherever s/he goes, without the need for
changing the e-mail address.
WALKING THE TALK: Dr. Bimal Jalan, arriving at the Institute
for presenting the IDRBT Banking Technology Awards
With over 20,000 mails passing through the system on
weekdays and 20 Public Sector Banks, including the
Reserve Bank of India making use of it, the IMMS is
one of the largest Messaging Systems in the country.
Banking Technology Awards
In order to infuse a spirit of healthy competition among
the Public Sector Banks of the country, IDRBT instituted
the Banking Technology Awards in the year 2001.
These Awards are meant to act as catalysts by
recognising and rewarding the efforts of banks aimed at
better use of technology, greater levels of technology
absorption and improved levels of customer service and
satisfaction.
The Awards are given away in five categories:
