Genesis<br />

In the first phase of financial sector reforms, a need was<br />

felt to develop an Institute of Higher Learning, which<br />

could also provide Operational Service Support in<br />

Information Technology to Banks and Financial<br />

Institutions.<br />

In 1994, the Reserve Bank of India, formed the<br />

Committee on Technology Upgradation in Payment<br />

Systems. This committee recommended the setting up<br />

of an Information Technology Institute for Research and<br />

Development as well as providing Advisory Services in<br />

the Application of Technology to the Indian Banking<br />

and Financial sector.<br />

As recommended by the Committee, the Reserve Bank<br />

of India, established the Institute for Development and<br />

Research in Banking Technology (<strong>IDRBT</strong>), in 1996, as<br />

an autonomous centre for Development and Research in<br />

Banking Technology. The Institute is governed by a<br />

Governing Council, consisting of the top management<br />

of Reserve Bank of India, Academic Experts and<br />

Industry Leaders.<br />

<strong>IDRBT</strong> Initiatives<br />

<strong>IDRBT</strong> has pioneered technology absorption in the<br />

Indian Banking and Financial Sector. The Institute has<br />

taken the lead in every aspect of Banking Technology,<br />

DISCUSSING STRATEGIES: Dr. Y.V. Reddy, Governor,<br />

Reserve Bank of India, with Dr V.P. Gulati, Director, <strong>IDRBT</strong><br />

right from Technology Infrastructure Creation, Research<br />

and Development to moulding the Technology Talent<br />

for the Sector.<br />

In a short span, <strong>IDRBT</strong> has taken a series of<br />

major initiatives such as setting up the INdian FInancial<br />

NETwork (INFINET) - the nationwide communication<br />

backbone for the Industry, becoming a Certifying<br />

Authority under the IT Act 2000, launching the<br />

Structured Financial Messaging System (SFMS) for<br />

secure flow of financial messages across the industry and<br />

implementing the Mail Messaging System for enabling<br />

secure communication within and among organisations.<br />

In the academic arena, the Institute started a unique<br />

M.Tech. course in Banking Technology and Information<br />

Security, a fast-track Post Graduate Programme in<br />

Banking Technology Management and a Ph.D<br />

Programme in the areas of Information Technology and<br />

Management in association with reputed<br />

Universities/Institutes. <strong>IDRBT</strong> also offers a bouquet of<br />

highly customised Executive Development Programmes<br />

to keep the sector abreast with the latest.


The Institute is actively engaged in a number of Research<br />

Projects, aimed at developing the standards and systems<br />

of Banking Technology at the industry and national<br />

levels. <strong>IDRBT</strong> also provides Advisory Services to Banks<br />

and Financial Institutions on various Technology related<br />

issues.<br />

Technology Initiatives<br />

INdian FInancial NETwork<br />

<strong>IDRBT</strong> made history by launching the INdian FInancial<br />

NETwork (INFINET) - the nationwide Closed User<br />

Group Communication Backbone for the Banks and<br />

Financial Institutions in India. Commissioned on June<br />

19, 1999, the INFINET uses a blend of<br />

communication technologies such as VSATs, Terrestrial<br />

Leased Lines and ISDN Lines. Presently, it operates on<br />

INSAT 3A and has over 2000 VSATs in 300<br />

locations including major cities and important towns<br />

across the country. The Leased Line Network (LLN)<br />

connects 21 major cities, through redundant 2 Mbps<br />

Leased Lines. The VSAT Network is also broadbandenabled<br />

with high bandwidth outroute and inroutes.<br />

Various inter-bank and intra-bank applications ranging<br />

from Simple Messaging, MIS, EFT (Retail), Electronic<br />

Clearing Service (ECS) for both Credits and Debits,<br />

Online dealing and trading in Government Securities,<br />

Centralised Funds Management System (CFMS) for<br />

Banks and FIs, Anywhere/Anytime Banking, Inter-<br />

Branch Reconciliation, Structured Financial Messaging<br />

System (SFMS) and Real Time Gross Settlement<br />

(RTGS) System are ported on the INFINET. The<br />

Network has maintained 99.99% uptime right since its<br />

inception.<br />

Certifying Authority<br />

<strong>IDRBT</strong> is a Certifying Authority (CA) licensed by the<br />

Controller of Certifying Authorities (CCA), Ministry<br />

of Communication and Information Technology,<br />

Government of India, under the IT Act 2000. With<br />

TALKING TECHNOLOGY: Dr. C. Rangarajan, Founder-Chairman<br />

of the Institute, is all ears as Dr. V.P. Gulati, Director, <strong>IDRBT</strong>,<br />

makes a point<br />

the Digital Certificates issued by <strong>IDRBT</strong>, Banks and FIs<br />

can build-in full-fledged security including digital<br />

signatures and data encryption in their electronic<br />

communications, transactions and applications.<br />

The <strong>IDRBT</strong> CA Services are aimed at facilitating<br />

speedy, authentic, secure and cost-effective electronic<br />

financial transactions, thereby paving the way for<br />

improved customer service and satisfaction and also<br />

ensuring economic development at a faster pace.<br />

The <strong>IDRBT</strong> Digital Certificates are being used for<br />

various applications including CFMS, RTGS, PDO-<br />

NDS, SFMS, RBI NCC EFT, Corporate E-mail,<br />

Online Tax Assessment System (OLTAS) NSDL<br />

Application, STEPS of SBI, and Collateralised<br />

Borrowing & Lending Obligation (CBLO) of the<br />

CCIL.


Structured Financial Messaging System<br />

The Structured Financial Messaging System (SFMS) is a<br />

secure and common messaging platform for intra-bank<br />

and inter-bank applications. A SWIFT-like system to<br />

fulfill the needs of domestic financial messaging, the<br />

SFMS can be used for all purposes of secure<br />

communication within and between banks.<br />

The SFMS is a modularised and web enabled software,<br />

with a flexible architecture facilitating centralised or<br />

distributed deployment. The access control is through<br />

Smart Card based user access and messages are secured<br />

by means of standard encryption and authentication<br />

services conforming to ISO standards (PKI). Special<br />

features like Secure File Transfer, useful for transferring<br />

any data/information in a secure manner and easy-to-use<br />

Application Programming Interfaces to integrate with<br />

other applications, are exclusive to the SFMS.<br />

Various RBI applications like Real Time Gross Settlement<br />

(RTGS), Integrated Accounting System (IAS),<br />

Currency Chest Operations, and Government<br />

Transactions have interface with the SFMS for<br />

messaging. Moreover, use of SFMS is not restricted<br />

only to computerised or partially computerised<br />

branches.<br />

Mail Messaging System<br />

<strong>IDRBT</strong>'s Mail Messaging System (IMMS) is another<br />

major industry-level initiative that provides the best<br />

option for easy and secure communication within the<br />

bank and between banks with seamless integration to the<br />

Internet with appropriate and adequate security.<br />

The IMMS provides a unique corporate<br />

e-mail facility to the Banks that enables the<br />

users to have a <strong>single</strong>, permanent e-mail<br />

address, like designation@bankname.co.in or<br />

username@bankname.co.in. The designation-based<br />

official e-mail addresses provide instant access to the<br />

new incumbent and the user-name-based demi-official e-<br />

mail address provides instant access to a particular<br />

person, wherever s/he goes, without the need for<br />

changing the e-mail address.<br />

WALKING THE TALK: Dr. Bimal Jalan, arriving at the Institute<br />

for presenting the <strong>IDRBT</strong> Banking Technology Awards<br />

With over 20,000 mails passing through the system on<br />

weekdays and 20 Public Sector Banks, including the<br />

Reserve Bank of India making use of it, the IMMS is<br />

one of the largest Messaging Systems in the country.<br />

Banking Technology Awards<br />

In order to infuse a spirit of healthy competition among<br />

the Public Sector Banks of the country, <strong>IDRBT</strong> instituted<br />

the Banking Technology Awards in the year 2001.<br />

These Awards are meant to act as catalysts by<br />

recognising and rewarding the efforts of banks aimed at<br />

better use of technology, greater levels of technology<br />

absorption and improved levels of customer service and<br />

satisfaction.<br />

The Awards are given away in five categories:<br />

Best Bank Award - Back Office Applications<br />

Best Branch Award - Techno-Savvy and<br />

These Awards, the best indicators of the rate of<br />

technology implementation and absorption in the Public<br />

Sector Banks, are presented at the Annual Conference<br />

of Chairman and Managing Directors (CMDs) and<br />

Executive Directors (EDs) of all Public Sector Banks in<br />

India, held at <strong>IDRBT</strong>, Hyderabad.<br />

Counselling the Captains<br />

The Institute organises the <strong>IDRBT</strong> Annual Conference<br />

to focus the personal attention of the CEOs of banks on<br />

the important issues in technology upgradation and<br />

innovation in the Sector. This conference, provides a<br />

forum for the captains of public sector banks, to share<br />

their experiences and concerns on various matters<br />

relating to technology adoption and absorption. It is<br />

addressed by the Governor of Reserve Bank of India,<br />

Secretaries from the Union Ministry of Communication<br />

and Information Technology, renowned Academicians<br />

and eminent leaders from the Industry.<br />

<strong>IDRBT</strong> also organises workshops, seminars and<br />

conferences for the benefit of IT Chiefs of Banks<br />

regularly. These meets focus on the entire gamut of<br />

economic and managerial issues in implementing<br />

technology initiatives in banks. Focussed presentations,<br />

debates and deliberations on crucial applications like<br />

Core Banking, ATM Services and Messaging Solutions<br />

form the basic agenda for these meets.<br />

Research and Development<br />

The Research and Development activities of the Institute<br />

are aimed at expanding the frontiers of knowledge to<br />

meet the specific needs of the Banking and Financial<br />

Sector. While addressing the immediate concerns of the<br />

Banking Sector, the Research at the Institute is focused<br />

towards anticipating the future needs and requirements<br />

of the sector and developing technologies to address<br />

them.<br />

A galaxy of focused Research Projects, which include<br />

long-term basic, developmental, application-oriented<br />

and industry-oriented projects form the crust of our<br />

Research activities. The Institute has already completed<br />

quite a few Research Projects and the results of this<br />

Research are being implemented in the Indian Banking<br />

and Financial Sector.<br />

<strong>IDRBT</strong> is also involved in nationally important Research<br />

Projects in association with the Ministry of<br />

Communication and Information Technology,<br />

Government of India; Reserve Bank of India; and other<br />

reputed organisations.


Ph.D Programme<br />

The Institute is a recognised centre for pursuing Research<br />

leading to Ph.D. in the areas of Information Technology<br />

and Management Studies. <strong>IDRBT</strong> started this<br />

Collaborative Research Fellow Programme with reputed<br />

Universities/Institutes from the academic year 1999-<br />

2000.<br />

The Research Fellows work at the Institute on projects<br />

related to Banking Technology, specifically in the focal<br />

Research areas of the Institute and simultaneously get<br />

registered for the Ph.D Programme of the<br />

University/Institute after fulfilling their respective<br />

admission requirements.<br />

M.Tech. in Information Technology<br />

<strong>IDRBT</strong> offers a unique two-year M.Tech in Information<br />

Technology (with specialisation in Banking Technology<br />

and Information Security) in collaboration with the<br />

University of Hyderabad. The programme derives its<br />

strength from the fact that the Banking Industry is<br />

becoming increasingly dependent on Information<br />

Technology to retain its competitiveness and adapt to<br />

the ever-evolving business environment.<br />

The course is designed to impart in-depth knowledge<br />

and expertise to the students through innovative<br />

learning, supported by high calibre research and<br />

technology leadership. This multi-disciplinary<br />

programme merges the new and emerging Information<br />

Technologies with the domain expertise in the evolving<br />

field of Banking and Financial Services.<br />

The curriculum, spread over four semesters, consists of<br />

courses on Core Computer Science, Banking<br />

Technology and Information Security, which provide a<br />

right mix of various aspects of Computer and Information<br />

Security, and a year-long Project. Admissions to the<br />

M.Tech are made on an all-India basis in order of merit in<br />

the nationwide entrance examination.<br />

The Post Graduate Programme in Banking Technology<br />

Management (PGPBTM) is a fast-track Programme<br />

designed to provide to the Banking and Financial Sector<br />

in India, regularly, a pool of talented professionals with<br />

technology expertise and managerial excellence to<br />

strongly support the technology deployment initiatives<br />

from key managerial positions in senior and top<br />

management levels.<br />

This one-year programme provides essential learning<br />

inputs on technology implementation, integration and<br />

management to the candidates to help them meet the<br />

changing requirements of the Sector. The focus of the<br />

programme is more on Management Issues and<br />

Concepts involved in Implementing Technology than on<br />

the core Technology Issues themselves.<br />

The PGPBTM is envisaged to produce all-round<br />

professionals of the highest-calibre on par with the<br />

products of the Best Business Schools in India and<br />

abroad. Admissions to the course are based on<br />

CAT/ATMA scores, group discussions and interview.


Executive Development Programmes<br />

The Institute conducts short-term programmes<br />

frequently for the top-level executives and professionals<br />

from Banks, Financial Institutions, IT Institutes, etc.<br />

These programmes are aimed at providing specialised<br />

exposure and training in various areas of immediate<br />

relevance to the Banking and Financial Industry such as<br />

Payment Systems, Security Technologies, Smart Cards,<br />

Cyber Crimes, Data Warehousing, Data Mining,<br />

Emerging Trends in Banking Technology, Information<br />

System Audit, E-Learning, Software Engineering,<br />

Decision Support Technologies, Open Source<br />

Technologies and Internet Banking.<br />

Extensive hands-on experience is an integral part of<br />

these programmes. The Institute also conducts<br />

customised programmes to meet the specific needs of<br />

individual banks and financial institutions.<br />

Facilities<br />

The Institute has in place excellent infrastructural<br />

facilities and labs equipped with the most modern<br />

systems to aid high quality Research and Development<br />

and to provide the right ambience for Academic and<br />

Executive Development Programmes. These facilities are<br />

being constantly upgraded with the latest systems,<br />

devices and tools to keep pace with the ever-changing<br />

technology trends.<br />

Presently, the Institute has a Security Technology<br />

Lab, Network Lab, Business Intelligence Lab, E-Check<br />

Lab, Linux Lab, Multimedia Lab, and two Computer<br />

TECH-KNOWLEDGE FIRST: Bharat Ratna Dr. A.P.J. Abdul Kalam<br />

scans a book at the <strong>IDRBT</strong> Library<br />

Labs for focused research, development and training.<br />

The Institute also has a fully computerised Library, which<br />

has a carefully chosen collection of very rich and<br />

valuable resources focusing on technology and<br />

management.<br />

The <strong>IDRBT</strong> campus consists of an Academic Block, an<br />

Executive Facility Centre equipped with a state-ofthe-art<br />

gymnasium and an Executive Development<br />

Centre. A landscape garden with a wide variety of<br />

flower plants and fountains lends a touch of tranquility<br />

and natural splendour to the campus. The Smart Card<br />

Enabled Access Control Mechanism, which regulates<br />

entry, exit and movement within the Institute helps<br />

provide a conducive atmosphere for Research and<br />

Academics.<br />
