Converting Multicast Group to Ethernet

Could have been a simple mapping of the 28 bits of multicast group to 28 bits of
Ethernet multicast space (which is 2 27 in size), but this would have meant that
IEEE would have to allocate multiple blocks of MAC addresses to this purpose,
but:
• they didn’t want to allocate multiple blocks to one organization
• a block of 2 24 addresses costs $1,000 ==> $16K for 2 27 addresses
