DHCP performance problems
Most implementations of DHCP do a duplicate address detection (DAAD) test
after they have picked an address to assign.
An alternative approach to speed up the DHCP process does the duplicate address
detection process in the background (in advance) so that you will have a set of
recently tested addresses to hand out:

The result is that a DHCP request can be answered in less than 100ms.
