CONCLUSION<br />

164. <strong>The</strong> length of time, control of terri<strong>to</strong>ry and responsibility for protecting a considerable section of the<br />

<strong>Sudan</strong>ese population are some of the fac<strong>to</strong>rs which impose certain standards of conduct on SPLA as<br />

the de fac<strong>to</strong> public authority. <strong>The</strong> movement inherited weak public institutions in southern <strong>Sudan</strong><br />

and operates in an environment where the rudimentary infrastructure has virtually collapsed. <strong>The</strong><br />

early indifference <strong>to</strong> changing this situation by laying down correct basis for civil structures, had<br />

exposed the civil populations in many areas of SPLA <strong>to</strong> mal-administration. However, local pressure<br />

and the insistence of humanitarian organisations on regulated relationship and specified working<br />

environment prompted the SPLA <strong>to</strong> set the reform process apace. <strong>The</strong> occasional reporting on the<br />

human rights situation in SPLA areas has also contributed <strong>to</strong> speeding up the movement’s efforts <strong>to</strong><br />

check the conduct of its rank and file. Of course, more reforms await the SPLA.<br />

165. <strong>The</strong> ambition of the SPLA <strong>to</strong> establish a credible alternative public authority in the New <strong>Sudan</strong> is<br />

discernible in the attempts <strong>to</strong> introduce some form of democracy <strong>to</strong> its structures and allow the<br />

civilian institutions <strong>to</strong> take over the ultimate political authority from the military. <strong>The</strong> SPLA<br />

reforms, though in context of a liberation movement, have been met with support by some agencies<br />

which are generally interested in issues of good governance and building the capacity of such<br />

institutions relating <strong>to</strong> the welfare of civil populations.<br />
