Evaluate IT infrastructure (DCS, web site): capabilities of<br />

current versions regarding <strong>BCBP</strong>, selected vendors<br />

Evaluate processes and staff (check-in, boarding): training<br />

organisation, internal procedures, expertise and resources<br />

available<br />

Assess readiness of external stakeholders (vendors, airports,<br />

ground handlers): list of stations, CUTE, readiness<br />

Calculate cost-benefit: market and usage growth<br />

assumptions, quotations from vendors or internal department<br />

4.5.2. Plan<br />

The second phase consists of translating the evaluation into an action plan. The key elements of<br />

the action plan are:<br />

Define the objectives the airline wants to achieve in order of<br />

priority. It could be cost reduction or improved passenger<br />

service for example.<br />

Define the timing the airline is targeting. Time constraints<br />

may come from airport infrastructure, decisions from alliance<br />

partners or implementation of e-ticket.<br />

Assess the benefits expected from the project. It could be<br />

facilitation of through check-in or traffic growth at spaceconstrained<br />

airports.<br />

Assess the costs related to the project. The upgrade of the<br />

departure and control system is a potential source of cost if<br />

not included in a larger migration process.<br />

Assess the risks caused by the project. For example,<br />

throughput may be slow at the gate if the print quality is not<br />

adequate<br />

Consider the consequences of the airline not following the<br />

mandate: compatibility issues in airports, through check-in<br />

problems and poor customer service are likely to occur.<br />

Define the type of team required for the project. Involve IT<br />

and web resources, as well as coordinators with airports,<br />

ground handlers and governments.<br />
