several factors:
• Livestock build-up both within and outaide of the InIud
Delta Region as a result of the recent progreee in diaeue controlj
• The government policy of abolishing the right of ownershp
for the grazing lands, which allowed pastoralists who were strangers
to the areas not to respect the system ud even u. areas reserved
for milch COWSj
• The development of nonintegrated projects that give higher
priority to rice production and thus decrease the area designated
for grazing and the migratory route (resulting in conflicts between
pastoralists and peasanta)j
• The deterioration of unflooded rangelands surrounding the
Inland Delta Region, which reduces the animal waiting period before
entering the region upon returning from the Sahelj and
• The 1968 drought, which substantially reduced the forage
potential of the flooded region. As a result, many pastoralists left
their traditional grazing areas.
In summary, the laenmtJ system can be considered to be an effective
system for the natural resources of this area. Its success can be
explained by ita relevance to the social, religious, and environmental
systems of the area.
