The Science &Technology Department invites application for the post of Project
Scientist to be filled up on contractual basis for the Patent Information Centre under Science
& Technology Department, Govt. of Odisha.
The Last date for Receipt of the Application - 16 th December, 2013 by 5.00 P.M.
Project Scientist for Patent Information Centre.
1. A Patent Information Centre (PIC) has been established in Science & Technology
Department, Govt. of Odisha with financial assistance from the Department of Science
& Technology (DST), Government of India.
2. The project will run for a maximum period of 5 years.
3. The selection criteria for the post of Project Scientist are indicated below.
i. The Project Scientist shall be recruited on contractual basis by the S&T
Department, Odisha
ii. Consolidated salary of Project Scientist: Rs.20, 000/- pm.
iii. The appointment of the Project Scientist shall be co-terminus with the project
period of 5 years.
iv. The continuance of the Project Scientist beyond five years shall be considered,
subject to satisfactory performance of the person concerned and after taking
approval of Finance Department, Govt. of Odisha.
v. Qualification: 1 st Class B.Tech in any branch of Engineering or 1 st Class Master’s
Degree in any Science subject.
vi. Experience desirable: Knowledge on IPR. Preference will be given to those having
certificate in IPR/Diploma/PG Diploma in IPR.
vii. Age: Below 35 years as on 01.11. 2013.
viii. Candidates will not have any right or any claim for absorption in S&T Department
or in PIC, Odisha on the basis of this contractual recruitment. The successful
candidate has to give an undertaking on this score as per stipulation of Govt. in
Finance Department.
ix. The Appointing Authority has the right to accept / reject any application without
assigning any reason thereof.
x. No TA / DA will be paid for attending the Interview.

4. Duties and Responsibilities of Project Scientist
i. To create awareness and understanding relating to patents and the challenges and
opportunities in the State by arranging of workshops, seminars, conferences etc.
ii. To guide the inventors in respect of patenting their inventions.
iii. To maintain a separate account for the expenditure. A statement of accounts duly
certified by the accounts authority has to be submitted to DST,Govt. of India after
each financial year.
iv. To provide patenting facilities to scientists and technologists in the State.
v. To keep a watch on developments in the area of IPR.
vi. To maintain a register for patent searches and collection of fees / charges.
vii. To send Search records to PFC, DST, Govt. of India every quarter.
viii. To submit the Quarterly reports on the works, especially related to awareness,
carried out by the PIC to PFC, DST, Govt. of India
ix. To assist in procuring the necessary hardware of the require configuration, install
the same and have the Annual Maintenance Contracts (AMCs) duly executed.
x. To procure the CD-ROMs patent databases and have them installed and make use
of the same for patent search purposes.
xi. To seek the advice of PFC, DST, Govt. of India wherever necessary and proceed
for PIC related training as and when required and with the approval of authority.
xii. To create platform for interaction of patent holders & potential investors
xiii. To document IP knowledge &Traditional Knowledge of the state.
xiv. To celebrate World IP day on the 26 th April of every year
xv. To take step for recognition to Student’s Innovation by felicitating student’s project
and Summer / Winter Programme on IPR for UG / PG students
xvi. To design and development of quality literature: booklet, leaflet, poster, exhibition
materials for broader outreach
xvii. To encourage faculties and young researchers for publishing research papers on
IPR at national and international conferences
xviii. To release newsletter in IPR in the state.
xix. To propagate IPR knowledge in school level.
xx.
Any other duties assigned by the Authority.
