Gluckin noted that area<br />
school districts of Eastwood,<br />
<strong>Perrysburg</strong>, Elmwood<br />
and North Baltimore receive<br />
funding from school income<br />
tax levies.<br />

The work ahead for the<br />
financial analysis subcommittee<br />
is <strong>to</strong> identify funding<br />
options and have a 10-year<br />
forecast created of district<br />
finances.<br />
The subcommittee also<br />
would like <strong>to</strong> gather information<br />
from the community,<br />
and “develop financing<br />
options <strong>to</strong> fit the community’s<br />
needs for facilities.”<br />
Mrs. Gluckin invited<br />
area residents <strong>to</strong> express<br />
their opinions on how <strong>to</strong><br />
finance school facilities and<br />
<strong>to</strong> attend the finance subcommittee<br />
meetings.<br />
“We can’t put <strong>to</strong>gether a<br />
financial package until the<br />
community tells us what it<br />
wants,” she said.<br />

Residents of Rossford School District<br />
are still invited <strong>to</strong> be involved in planning<br />
for new school facilities.<br />
A series of public input meetings in<br />
February continues <strong>to</strong> discuss the results of<br />
the recent needs and condition assessments<br />
of school facilities.<br />
“Most important will be <strong>to</strong> share your<br />
ideas about our schools and community,”<br />
said John Appt, chairman of the master<br />
plan steering committee.<br />
“It is in the best interest of the students<br />
and community <strong>to</strong> embrace the goal of<br />
enhancing and updating their academic<br />
programs and facilities,” he said.<br />
“The keys <strong>to</strong> success are continuing <strong>to</strong><br />
provide information <strong>to</strong> the community and<br />
having involved residents provide feedback.”<br />

and hamburgers because<br />
we’re not meeting current<br />
health code regulations for<br />
those,” he said.<br />
Concessions are limited <strong>to</strong><br />
prepackaged goods, such as<br />
chips, candy, pop, water.<br />
Microwaves are used for coffee<br />
and popcorn.<br />
Better concessions would<br />
serve baseball, softball, flag<br />
football and soccer games, as<br />
well as the marina, he said.<br />
He proposed a new building<br />
for the park featuring<br />
ADA unisex restrooms; a<br />
concession stand with an<br />
attached kitchen; a room <strong>to</strong><br />
seat 50 people or <strong>to</strong> house a<br />
summer day camp program<br />
for children, arts and crafts<br />
classes, or yoga or other exercise<br />
classes without equipment;<br />
and exterior s<strong>to</strong>rage for<br />
ball field equipment.<br />
The multi-purpose room<br />
could be similar <strong>to</strong> the senior<br />
center room at the Rossford<br />
Community Recreation Center<br />
that holds about 50 people.<br />
“We can use it for rentals<br />
for birthday parties, showers,<br />
wedding receptions, Scout<br />
events, marina events, senior<br />
activities and fitness classes<br />
that don’t require equipment,”<br />
he said.<br />
Also if one side of the<br />
building is plain, it could<br />
serve as a screen for outdoor<br />
movies in the park.<br />
“The park does get a<br />
decent amount of utilization<br />
throughout the year,” he<br />
added.<br />
Mr. Kovacevic also<br />
described the current park<br />
restrooms, which were built<br />
before the Americans with<br />
Disabilities Act.<br />
“And they’re on <strong>to</strong>p of the<br />
hill and not convenient for<br />
everything going on,” he<br />
added.<br />

violation risk the city being<br />

Councilman Duricek<br />
recalled that “the restrooms<br />
up there were bad when I was<br />
a kid.”<br />
He suggested a temporary<br />
option of a portable restroom<br />
trailer that could be connected<br />
<strong>to</strong> city water and sewer lines.<br />
“It’s a way <strong>to</strong> move forward<br />
that’s actually decent,”<br />
he said.<br />
Mr. Marquette noted that<br />
long-term plans for the park<br />
could include more than one<br />
restroom, perhaps by the<br />
marina and by the playground.<br />
Council member Eckel<br />
said she envisions new buildings<br />
in the park with a boathouse<br />
design “<strong>to</strong> fit with the<br />
marina and waterfront park<br />
façade.”<br />
Mrs. Eckel reviewed the<br />
FEMA floodplain maps and<br />
determined that the flood line<br />
reaches in<strong>to</strong> the ballfield.<br />
“A future building would<br />
have <strong>to</strong> go by the tennis<br />
courts,” she said.<br />
She provided council with<br />
some cost estimates, but<br />
noted “a lot of variables fac<strong>to</strong>r<br />
in<strong>to</strong> the cost of the building.”<br />
She estimated the cost<br />
would be about $100 <strong>to</strong> $120<br />
per square foot, but could<br />
increase <strong>to</strong> $140 <strong>to</strong> $160 per<br />
square foot.<br />
For instance, the City of<br />
Oregon built a 1,500-squarefoot<br />
concession stand that<br />
cost $155 per foot, plus<br />
design work.<br />
So the final costs could be<br />
$176,000 for an economical<br />
building <strong>to</strong> $240,000 for an<br />
“upscale version,” Mrs. Eckel<br />
said.<br />
“Partnering with NWSD,<br />
a lot of the those costs would<br />
be shared,” she added.<br />
She believes many people<br />
in the community would benefit<br />
from a new park facility.<br />
“I think this project would<br />
encompass lots of different<br />
facets,” she said. “Rec would<br />

center with programs, so it’s<br />
the extra space that has been<br />
talked about. Summer day<br />
camp kids would be down at<br />
the park.<br />
“It would benefit parkgoers<br />
<strong>to</strong> have clean nice restrooms,<br />
and marina boaters<br />
have been asking for something<br />
other than a porta-potty<br />
for a long time. I think the<br />
opportunities are endless.”<br />
While serving on the marina<br />
committee, Councilman<br />
Mike Scott said he has been<br />
interested in improving “the<br />
desirability and look of that<br />
area.”<br />
The new guard shack and<br />
finger docks have improved<br />
the marina, he said, but “this<br />
is a bit of an underutilized<br />
jewel down here, and we<br />
have an opportunity now.”<br />
He noted that community<br />
wide events such as the living<br />
his<strong>to</strong>ry Chautauqua events<br />
would benefit from better<br />
facilities.<br />
“This could lend itself<br />
really well <strong>to</strong> bringing people<br />
in<strong>to</strong> Rossford,” he said.<br />
Councilman Robert Ruse<br />
cautioned that a long-term<br />
plan for the park should be<br />
established before any buildings<br />
are constructed.<br />
“I wholeheartedly support<br />
the parks, but I think we need<br />
<strong>to</strong> go in<strong>to</strong> this with a plan,” he<br />
said.<br />
Mr. Ruse also suggested<br />
contracting the concessions <strong>to</strong><br />
a private vendor instead of<br />
keeping it as a city responsibility.<br />
Council President Oberdorf<br />
believes the most immediate<br />
need is <strong>to</strong> move the<br />
pump station in<strong>to</strong> the park,<br />
and at a minimal cost.<br />
“We certainly need some<br />
type of building down there,”<br />
he said. suggesting further<br />
planning and ascertaining<br />
costs.<br />
“That’s going <strong>to</strong> take some<br />
time, but I’m in favor of a<br />
building down there,” he<br />
said.<br />

2012 was the deadliest<br />
year in our nation due <strong>to</strong><br />
mass shootings, since<br />
1982 when records began<br />
<strong>to</strong> be kept. Seven mass<br />
shootings left 72 people<br />

When Adam Lanza<br />
allegedly decided <strong>to</strong> enter<br />
Sandy Hook School and<br />
gun down 20 first graders<br />
and six school officials,<br />
something happened in the<br />
heart of America. To kill a<br />
classroom of innocent 6-<br />
year-old children left a<br />
wound in our hearts that<br />

Recently the owner of<br />
the Bulldog Diner appeared<br />
before city council <strong>to</strong><br />
express his concern about<br />
parking near his establishment,<br />
particularly on high<br />

His true complaint<br />
should have been directed at<br />
the BZA for approving a<br />
driveway cut directly across<br />
