Link Crew brings<br />

students <strong>to</strong>gether<br />

In the aftermath of school<br />

violence, many districts are<br />

focused on tighter security<br />

and <strong>to</strong>ugher enforcement.<br />

However, Rossford High<br />

School has been working <strong>to</strong><br />

bring students <strong>to</strong>gether <strong>to</strong> try<br />

<strong>to</strong> avoid problems from the<br />

beginning.<br />

RHS Assistant Principal<br />

Pat Murtha recently gave a<br />

report <strong>to</strong> the Rossford Board<br />

of Education on the success<br />

of the Link Crew program.<br />

“This is a men<strong>to</strong>rship program<br />

run by students that’s<br />

very unique,” he said.<br />

The program divides up<br />

freshmen in<strong>to</strong> groups or<br />

“crews,” each led by an<br />

upperclassman.<br />

The groups bond <strong>to</strong>gether,<br />

participate in activities and<br />

tu<strong>to</strong>ring, and start their high<br />

school experience in a positive<br />

way.<br />

“There’s more social<br />

interaction,” said Mr.<br />

Murtha, who serves as a Link<br />

Crew advisor, along with<br />

teachers Tim Edmond, Kellie<br />

Hawk and Kadee Poiry.<br />

Classes for freshmen<br />

begin one day early at RHS,<br />

so the new students gain confidence<br />

in themselves, learning<br />

their schedules and the<br />

building.<br />

“It makes the first week<br />

or two easier for them,” the<br />

assistant principal added.<br />

The crew leaders check in<br />

regularly with freshmen and<br />

assist with tu<strong>to</strong>ring.<br />

They also decorate freshmen<br />

lockers for the holidays<br />

and send them small gifts.<br />

This winter there will be a<br />

food drive war and a kickball<br />

<strong>to</strong>urnament between the<br />

individual crews.<br />

“Hopefully, it pays off<br />

academically and socially,”<br />

Mr. Murtha said.<br />

Although rare in Ohio, he<br />

said the program is very popular<br />

in Michigan, California<br />

and Canada where there are<br />

more than 1,000 participating<br />

high schools.<br />

This year, there are 26<br />

student Link Crew leaders<br />

assisting 124 freshmen at<br />

RHS.<br />

These leaders are “a good<br />

cross-section of the school”<br />

New restrooms, rec building<br />

postponed for Veterans Park<br />

New handicap accessible<br />

restrooms, a concession stand<br />

and recreation building for<br />

Veterans Memorial Park will<br />

remain–for now–part of the<br />

city’s long-range plans.<br />

Rossford City Council<br />

delayed those projects and<br />

decided Monday <strong>to</strong> move<br />

ahead only with a new sewer<br />

pump station at the park.<br />

Council debated the project<br />

at a committee-of-thewhole<br />

meeting last week and<br />

again at a regular meeting<br />

Monday evening.<br />

When the Northwestern<br />

Water and Sewer District<br />

announced the upcoming<br />

replacement of the Jennings<br />

Road pump station, residents<br />

on Riverside Drive complained<br />

about its location.<br />

Riverside Drive, <strong>to</strong>ld council<br />

that NWSD plans showed the<br />

new pump station <strong>to</strong> be built<br />

only 17 feet from her house<br />

and blocking her view of the<br />

Maumee River.<br />

Council had been discussing<br />

an option <strong>to</strong> locate the<br />

pump station in Veterans Park<br />

as part of a building with a<br />

concession stand and new<br />

restrooms <strong>to</strong> serve the park<br />

and marina. The current restrooms<br />

at the <strong>to</strong>p of the hill do<br />

not meet ADA standards.<br />

However, by a 5-2 vote<br />

Monday, council decided <strong>to</strong><br />

limit the project <strong>to</strong> the pump<br />

station. Council members<br />

Caroline Zuchowski Eckel<br />

and Jerry Staczek voted no.<br />

The two options presented<br />

by the NWSD were:<br />

•Site A–locating the pump<br />

station between the tennis<br />

courts and ball diamond,<br />

about 50 feet north of the<br />

existing restrooms.<br />

The cost would be $1.29<br />

million with the city responsible<br />

for $284,654. The district<br />

would finance the project, and<br />

Rossford cus<strong>to</strong>mers would<br />

pay 75 cents per month for 20<br />

years.<br />

This option would provide<br />

a connection for a future<br />

multi-purpose and restroom<br />

facility.<br />

•Site B–locating the pump<br />

station <strong>to</strong> the west of the tennis<br />

courts at a cost of $1.09<br />

million and no additional cost<br />

<strong>to</strong> the city or Rossford cus<strong>to</strong>mers.<br />

This option will include a<br />

12 by 14 structure for the<br />

pump station in an aesthetically<br />

pleasing building. A genera<strong>to</strong>r<br />

<strong>to</strong> operate the system<br />

would be placed above<br />

ground, in a locked, fenced<br />

area, and insulated so noise is<br />

minimal.<br />

The existing pump station<br />

on Ms. Cuprys property will<br />

be abandoned.<br />

Council President Larry<br />

Oberdorf walked through the<br />

park last week with NWSD<br />

engineer Bill Barber and City<br />

Administra<strong>to</strong>r Ed Ciecka <strong>to</strong><br />

view the sites.<br />

“Site B makes the most<br />

financial sense,” he said. “The<br />

cost outweighs the benefit [for<br />

site A].”<br />

Councilman Chuck<br />

Duricek agreed, suggesting<br />

that the restroom, concessions<br />

and rec building projects be<br />

separated from the decision<br />

and discussed more by the<br />

finance committee and<br />

parks/recreation committee.<br />

However, Council member<br />

Eckel urged council <strong>to</strong><br />

support site A so the plumbing<br />

would be available for restrooms<br />

<strong>to</strong> be added.<br />

Councilman Staczek noted<br />

that the cost would be “about<br />

$9 a year <strong>to</strong> beautify one of<br />

our assets.”<br />

“Site A prepares us for our<br />

future down there,” he added.<br />

Councilman Staczek<br />

added that his “no” vote on<br />

the project was meant <strong>to</strong><br />

express his support for a<br />

building <strong>to</strong> which restrooms<br />

may be added–not <strong>to</strong> keep the<br />

pump station in Ms. Cuprys’<br />

yard.<br />

Councilman Robert Ruse<br />

said he believes the restroom<br />

facility could be built later at<br />

much less than the $284,654<br />

cost of site A.<br />

He also noted that site A<br />

would place the building in<br />

the middle of the hill, preventing<br />

sledding by<br />

children–whereas site B<br />

places it more discreetly<br />

among the trees.<br />

Mayor Neil MacKinnon<br />

III suggested council continue<br />

<strong>to</strong> discuss the projects because<br />

“at minimum we need ADA<br />

bathrooms there.”<br />

NWSD officials were<br />

eager for council <strong>to</strong> make an<br />

immediate decision because<br />

construction on the connected<br />

forced sewer main began this<br />

week.<br />

“We have a situation<br />

where we’re bypassing raw<br />

sewage daily in<strong>to</strong> the<br />

Maumee River, and we have<br />

<strong>to</strong> s<strong>to</strong>p that. That’s what’s<br />

really driving this,” Mr.<br />

Barber <strong>to</strong>ld council at the<br />

committee-of-the-whole.<br />

The inadequate pump station<br />

causes daily overflows<br />

in<strong>to</strong> the river and the marina,<br />

he said.<br />

“There’s a problem with<br />

sanitary sewer overflows in<br />

this community in<strong>to</strong> the rivers<br />

and streams,” Mr. Barber<br />

added.<br />

An overflow along<br />

Glenwood Road at the bridge<br />

recently was eliminated and<br />

that progress was reported <strong>to</strong><br />

the EPA, he said.<br />

“You have other ones in<br />

the community that we’re trying<br />

<strong>to</strong> eliminate,” he said.<br />

“And so our goal is we’re trying<br />

<strong>to</strong> get that taken care of<br />

immediately and keep from<br />

getting EPA orders and fines.”<br />

He said NWSD and the<br />

city “have a general understanding<br />

with the EPA that as<br />

long as the city is making<br />

progress we won’t be issued<br />

orders.”<br />

Park Improvements<br />

Ivan Kovacevic, parks and<br />

recreation direc<strong>to</strong>r, described<br />

benefits and uses of a new<br />

concession stand and rec<br />

building at the February 4<br />

committee-of-the-whole<br />

meeting.<br />

He reviewed buildings in<br />

use at area parks in Oregon<br />

and Bowling Green and at<br />

Rossford and Clay schools.<br />

Mr. Kovacevic contrasted<br />

those buildings with current<br />

facilities at Veterans Park.<br />

“We’re kind of limited on<br />

what we can serve from the<br />

health department because of<br />

the design of the concession<br />

stand,” he said.<br />

It has formica instead of<br />

stainless steel counter <strong>to</strong>ps<br />

and concrete not finished<br />

floors. Also there is only a single<br />

sink–not a three compartment<br />

sink separate for washing.<br />

great deal of time before the<br />

school year begins preparing<br />

“We want the kids who’ll<br />

give of themselves,” Mr.<br />

Murtha said.<br />

“It does take a lot of<br />

time,” he acknowledged.<br />

“And it can be all-consuming<br />

for the advisors.”<br />

This is the second year of<br />

the program, and each year,<br />

the advisors and leaders<br />

review their work.<br />

“We talk about how <strong>to</strong><br />

make it better for the freshmen,”<br />

Mr. Murtha said.<br />

Two Rossford Record readers shared<br />

their pho<strong>to</strong>s of a bald eagle perched<br />

high above Rossford last week.<br />

“We think he was checking out his<br />

namesake street and neighborhood,”<br />

Mr. Ekey said.<br />

John Lemay of Jennings Road sighted<br />

the eagle from his kitchen window as<br />

it was perched in the first tree north of<br />

Eagle Point on Colony.<br />

“This stately creature has been there<br />

for at least the past half-hour and shows<br />

no signs of leaving anytime soon,” Mr.<br />

Lemay said.<br />

“One is truly blessed <strong>to</strong> see one of<br />

these birds in the wild, but <strong>to</strong> see one<br />

outside the window of your own home is<br />

an incredible treat!”<br />

Major project will require a levy in November<br />

Financing options for new school facilities discussed<br />

This is the fourth of a fourpart<br />

series reporting the findings<br />

of the Rossford Schools<br />

master plan steering committee.<br />

This week focuses on<br />

school finances and an analysis<br />

of funding for facilities.<br />

In the midst of making<br />

major decisions on new or<br />

renovated buildings,<br />

Rossford School officials<br />

must tackle another vexing<br />

problem: an annual $1.4 million<br />

budget shortfall for the<br />

next several years.<br />

A report on school<br />

finances was given by the<br />

master plan steering committee<br />

at a January 17 forum<br />

with about 80 area residents<br />

attending.<br />

John Appt, chairman of<br />

the master plan steering committee,<br />

explained that the district<br />

has saved a “rainy day”<br />

fund creating some stability,<br />

but he warned that it will not<br />

last.<br />

“The district is starting <strong>to</strong><br />

go in the red,” he said. “The<br />

cash balance–we’re starting<br />

<strong>to</strong> eat in<strong>to</strong> that. And by 2015,<br />

we’ll use it up.<br />

“Even if we do nothing<br />

[on facilities], there is a future<br />

cost down the road.”<br />

Phasing out the tangible<br />

personal property taxes on<br />

Ohio businesses has been a<br />

detriment <strong>to</strong> Ohio schools.<br />

State officials pledged <strong>to</strong><br />

“make good” on the tax loss<br />

for several years, but as that<br />

amount decreases, Rossford<br />

will lose about $400,000<br />

annually.<br />

In addition, the school district<br />

faces a loss of $600,000<br />

of property taxes due <strong>to</strong> the<br />

decrease in real estate values,<br />

he said.<br />

In 2010, property tax revenues<br />

for the school district<br />

were $6.5 million, but<br />

dropped <strong>to</strong> $6 million last<br />

year, and this year are expected<br />

<strong>to</strong> be $5.8 million.<br />

Sue Gluckin said the<br />

financial analysis subcommittee,<br />

which she chairs, was<br />

formed <strong>to</strong> determine how<br />

much money may be available<br />

<strong>to</strong> fund school facilities.<br />

Their work includes<br />

exploring school funding<br />

options and reviewing the<br />

school district’s financial<br />

health, she said.<br />

are Al Espen,<br />

Kevin Weaks, Eric Hutchins<br />

and school board member<br />

Jackie Brown.<br />

They are assisted by<br />

David Conley and Emily<br />

Cannon, financial consultants<br />

from R.W. Baird, and James<br />

Rossler Jr., school district<br />

treasurer.<br />

Mrs. Gluckin presented a<br />

spreadsheet showing a fiveyear<br />

financial forecast for the<br />

school district.<br />

The financial subcommittee<br />

asked Mr. Rossler <strong>to</strong> create<br />

the five-year forecast for<br />

expenses that allows for no<br />

salary increases except “step<br />

increases” in pay for employees<br />

due <strong>to</strong> longevity and<br />

advanced education.<br />

Even limited <strong>to</strong> those<br />

increases, the district’s expenditures<br />

still jump from $23.48<br />

million last year <strong>to</strong> $24.19<br />

million this year, $25.46 million<br />

in 2015, and $27.23 million<br />

by 2017. [see box]<br />

Mrs. Gluckin said the subcommittee<br />

is examining<br />

many options for financing<br />

new or renovated buildings,<br />

and these options follow.<br />

Funds With No New Taxes<br />

“We’re looking for the<br />

easiest way <strong>to</strong> obtain money,”<br />

she said.<br />

These options would<br />

include:<br />

•Cash reserves.<br />

•Permanent Improvement<br />

Funds set aside by the school<br />

board for facilities.<br />

•Corporate Contributions/<br />

Grants such as naming rights<br />

for a sports arena.<br />

•Performance Audit by the<br />

State Audi<strong>to</strong>r, which is set <strong>to</strong><br />

begin soon and be completed<br />

by May. It will evaluate the<br />

economy and efficiency of<br />

financial systems, human<br />

resources, facilities and transportation.<br />

•Energy Savings based on<br />

the feasibility study started in<br />

March 2012.<br />

A plan <strong>to</strong> close Indian<br />

Hills Elementary, cluster the<br />

elementary grades in two<br />

buildings and move sixthgraders<br />

<strong>to</strong> the junior high has<br />

been approved by the<br />

Rossford Board of<br />

Education.<br />

But the board agreed at a<br />

February 5 meeting not <strong>to</strong><br />

make the changes until the<br />

2014-15 school year.<br />

“We felt this is something<br />

we need <strong>to</strong> do in our district<br />

<strong>to</strong> be successful,” said Dawn<br />

Burks, school board president.<br />

Before a crowd of more<br />

than 120 parents and school<br />

employees, Interim Superintendent<br />

Bill McFarland<br />

explained the proposal.<br />

Pre-kindergarten through<br />

grade 2 students will attend<br />

Glenwood Elementary, while<br />

grades 3 <strong>to</strong> 5 will attend<br />

Eagle Point Elementary. All<br />

sixth grades will move <strong>to</strong><br />

RJHS <strong>to</strong> create a middle<br />

school.<br />

There would be 23 teachers<br />

at Glenwood with 437<br />

students, and 18 teachers at<br />

Eagle Point with 425 students,<br />

he said.<br />

At RJHS, there will be<br />

400 students with some overflow<br />

of eighth graders in<strong>to</strong><br />

the high school.<br />

Among the benefits he<br />

noted are improved collaboration<br />

among teachers of the<br />

same grades and better<br />

preparation for new state curriculum<br />

standards such as the<br />

third grade reading mandate.<br />

“And we can more easily<br />

balance class sizes without<br />

bussing,” he added.<br />

Mr. McFarland acknowledged<br />

that financial savings<br />

from the new plan are<br />

unknown and have yet <strong>to</strong> be<br />

calculated.<br />

A minimum of two teachers<br />

from kindergarten<br />

through fifth grades will be<br />

reduced, likely through attrition.<br />

“We have quite a few<br />

prospective retirements,” the<br />

superintendent said.<br />

The effect on classified<br />

staff “is another situation,”<br />

he said.<br />

With the closing of Indian<br />

Hills, one cafeteria will be<br />

eliminated, reducing staff;<br />

although, the sixth grade<br />

presence will add another<br />

lunch <strong>to</strong> the RHS cafeteria,<br />

which is shared with the junior<br />

high.<br />

Mr. McFarland noted that<br />

that sixth graders will enjoy a<br />

better lunch at that cafeteria<br />

since they currently “are eating<br />

what the kindergartners<br />

eat.”<br />

Transportation changes<br />

also will be significant, and<br />

sixth graders will ride the<br />

first run busses.<br />

Remodeling of the junior<br />

high and high schools will be<br />

necessary <strong>to</strong> accommodate<br />

the number of rooms needed.<br />

Because Indian Hills is<br />

the only ADA compliant elementary<br />

school, he expressed<br />

some concern that handicap<br />

access renovations will be<br />

needed at Glenwood and<br />

Eagle Point.<br />

“Obviously, this is a huge<br />

undertaking,” Mr. McFarland<br />

said.<br />

Board members heard<br />

from about 15 parents and<br />

teachers, asking questions<br />

about the plan.<br />

Several parents questioned<br />

the closing of Indian<br />

Hills with its handicap<br />

access, while using<br />

Glenwood, which is located<br />

adjacent <strong>to</strong> the busy State<br />

Route 795 in a building with<br />

many repairs needed.<br />

“Your youngest community<br />

members will be housed<br />

in a building with the most<br />

needs,” Indian Hills parent<br />

Dave Misko said.<br />

Parent Nicole Roe also<br />

pointed out that students with<br />

medical conditions benefit<br />

from the air conditioning at<br />

Indian Hills.<br />

In response <strong>to</strong> concerns<br />

about handicap access, Mr.<br />

McFarland said students<br />

could be scheduled for<br />

ground floor classes or chair<br />

lifts could be added <strong>to</strong> stairways.<br />

“Band-aid approaches<br />

have been used all along at<br />

all these facilities,” he said.<br />

Larry Shaw noted that<br />

even if Indian Hills is closed,<br />

the grass will still need <strong>to</strong> be<br />

cut and boilers maintained.<br />

“There’s a lot of costs for<br />

that building <strong>to</strong> sit vacant,”<br />

he said.<br />

Ms. Burks said the board<br />

has discussed closing Indian<br />

Hills <strong>to</strong> classes, but moving<br />

in all administrative offices.<br />

Then the board of education<br />

office, student services<br />

building and Bulldog Center<br />

could be closed, rented or<br />

sold.<br />

“That allows the administration<br />

<strong>to</strong> all be in one<br />

area,” she said.<br />

Several other parents<br />

encouraged the board <strong>to</strong><br />

make the decisions as part<br />

of a long-term plan for<br />

school facilities.<br />

“It’s obvious something<br />

needs <strong>to</strong> be done,” Amy<br />

Adams said. “But this doesn’t<br />

solve the overall problem<br />

of these aging facilities<br />

in different locations.”<br />

She questioned the wisdom<br />

of “making such a huge<br />

change and not knowing the<br />

costs.”<br />

Melanie Whitaker mentioned<br />

the problem of<br />

crowded facilities at the elementaries<br />

such as “standing<br />

room only for music programs”<br />

when parents attend.<br />

She inquired as <strong>to</strong> why<br />

the board seems <strong>to</strong> be acting<br />

quickly without a long-term<br />

plan.<br />

Board of ed: Indian Hills <strong>to</strong> close,<br />

grades <strong>to</strong> be clustered in 2014-15<br />

For nearly 50 years, candidates<br />

for <strong>Perrysburg</strong> Municipal<br />

Court have run for office<br />

without declaring a<br />

Republican or Democratic<br />

party affiliation. But the Wood<br />

County Board of Elections is<br />

considering a change of procedure<br />

for the race.<br />

If that decision is made, a<br />

primary election in May will<br />

narrow the field of candidates.<br />

Board of Elections members<br />

were scheduled <strong>to</strong> meet<br />

yesterday morning, February<br />

13, <strong>to</strong> make the decision and<br />

approve petitions of candidates<br />

in the race.<br />

Debbie Hazard, direc<strong>to</strong>r of<br />

the Wood County Board of<br />

Elections, said the question<br />

was raised as <strong>to</strong> why Bowling<br />

Green Municipal Court judicial<br />

races are partisan, but the<br />

<strong>Perrysburg</strong> court’s are not.<br />

“His<strong>to</strong>rically, <strong>Perrysburg</strong><br />

has run non-partisan,” she<br />

said.<br />

The Board of Elections<br />

maintains <strong>Perrysburg</strong> court<br />

election records back <strong>to</strong> the<br />

mid-1960s, which indicate<br />

that a partisan race has never<br />

occurred.<br />

When the question was<br />

raised, Ms. Hazard said neither<br />

the Ohio Revised Code<br />

nor the <strong>Perrysburg</strong> city charter<br />

could clarify the matter.<br />

It was referred <strong>to</strong> the<br />

Board of Elections board<br />

members: Republicans Mike<br />

Marsh and Matt Reger and<br />

Democrats Richard Newlove<br />

and Mike Zickar.<br />

“We’ve never had this situation<br />

Max Rayle <strong>to</strong> provide a<br />

legal interpretation from the<br />

Ohio Revised Code, and he<br />

determined that the code<br />

“does provide for a partisan<br />

primary” in this case.<br />

Mr. Zickar agreed, “My<br />

reading of the Ohio Revised<br />

Code is that if the<br />

Republicans want <strong>to</strong> have a<br />

primary that the law allows<br />

for that.”<br />

A primary race is needed if<br />

more than two candidates in a<br />

party file <strong>to</strong> run. The deadline<br />

for the May primary was<br />

grade configuration is “a<br />

really good idea.”<br />

However, he believes the<br />

board should not “dump<br />

money in<strong>to</strong> something and<br />

eventually bulldoze it <strong>to</strong> the<br />

ground.”<br />

“Facilities should be the<br />

lead,” he added.<br />

Another RHS teacher,<br />

Michael Krieger, asked how<br />

the addition of sixth graders<br />

in<strong>to</strong> the junior high/high<br />

school complex will affect<br />

scheduling.<br />

“When will the sixth<br />

graders eat lunch–when they<br />

get off the bus in the morning?”<br />

he said.<br />

Ms. Burks attempted <strong>to</strong><br />

answer the parents’ questions<br />

and concerns, explaining<br />

that the plan for grade<br />

reconfiguration is based on<br />

the board’s goal of “reducing<br />

costs and improving<br />

academic performance.”<br />

She added that Rossford<br />

has one of the highest costsper-pupil<br />

in the area.<br />

The school board has<br />

been discussing options<br />

since last fall, and the<br />

majority of school staff<br />

members support this proposal.<br />

“We don’t feel we’ve<br />

rushed this,” she said.<br />

Even if voters approve a<br />

levy in November <strong>to</strong> build<br />

new schools or renovate<br />

current facilities, Ms. Burks<br />

said that process would take<br />

three <strong>to</strong> four years.<br />

A long-term plan currently<br />

is being developed by<br />

the master plan steering<br />

committee with input from<br />

the public, she said.<br />

Board member Jackie<br />

Brown noted that $1.4 million<br />

in budget cuts must be<br />

made each year for several<br />

years–and this option will<br />

help achieve those cuts.<br />

Mr. McFarland said other<br />

cost-cutting measures being<br />

adopted by the district are<br />

not filling positions left<br />

vacant by retirements and<br />

negotiation of labor contracts.<br />

Board member Bev Koch<br />

said she is confident in the<br />

process that led <strong>to</strong> this proposal.<br />

“A lot of time and effort<br />

and consideration have gone<br />

in<strong>to</strong> these decisions,” she<br />

said.<br />

Board member Doug<br />

Miller said he supported the<br />

plan, but emphasized the<br />

need for savings <strong>to</strong> be determined.<br />

“The driving force is the<br />

cost savings–we need <strong>to</strong> nail<br />

that down,” he said.<br />

The board had discussed<br />

implementing changes this<br />

fall, but voted unanimously<br />

<strong>to</strong> wait until 2014-15.<br />

Sutter agreed, “I want this<br />

transition <strong>to</strong> be smooth for<br />

teachers and staff, for kids<br />

and for transportation, and<br />

for you, as parents.”<br />

and North Baltimore receive<br />

funding from school income<br />

A series of public input meetings in<br />

February continues <strong>to</strong> discuss the results of<br />

the recent needs and condition assessments<br />

of school facilities.<br />

“Most important will be <strong>to</strong> share your<br />

ideas about our schools and community,”<br />

said John Appt, chairman of the master<br />

plan steering committee.<br />

“It is in the best interest of the students<br />

and community <strong>to</strong> embrace the goal of<br />

enhancing and updating their academic<br />

programs and facilities,” he said.<br />

“The keys <strong>to</strong> success are continuing <strong>to</strong><br />

provide information <strong>to</strong> the community and<br />

having involved residents provide feedback.”<br />

Concessions are limited <strong>to</strong><br />

prepackaged goods, such as<br />

chips, candy, pop, water.<br />

Microwaves are used for coffee<br />

and popcorn.<br />

Better concessions would<br />

serve baseball, softball, flag<br />

football and soccer games, as<br />

well as the marina, he said.<br />

He proposed a new building<br />

for the park featuring<br />

ADA unisex restrooms; a<br />

concession stand with an<br />

attached kitchen; a room <strong>to</strong><br />

seat 50 people or <strong>to</strong> house a<br />

summer day camp program<br />

for children, arts and crafts<br />

classes, or yoga or other exercise<br />

classes without equipment;<br />

and exterior s<strong>to</strong>rage for<br />

ball field equipment.<br />

The multi-purpose room<br />

could be similar <strong>to</strong> the senior<br />

center room at the Rossford<br />

Community Recreation Center<br />

that holds about 50 people.<br />

“We can use it for rentals<br />

for birthday parties, showers,<br />

wedding receptions, Scout<br />

events, marina events, senior<br />

activities and fitness classes<br />

that don’t require equipment,”<br />

he said.<br />

Also if one side of the<br />

building is plain, it could<br />

serve as a screen for outdoor<br />

movies in the park.<br />

“The park does get a<br />

decent amount of utilization<br />

throughout the year,” he<br />

added.<br />

Mr. Kovacevic also<br />

described the current park<br />

restrooms, which were built<br />

before the Americans with<br />

Disabilities Act.<br />

“And they’re on <strong>to</strong>p of the<br />

hill and not convenient for<br />

everything going on,” he<br />

added.<br />

Councilman Duricek<br />

recalled that “the restrooms<br />

up there were bad when I was<br />

a kid.”<br />

He suggested a temporary<br />

option of a portable restroom<br />

trailer that could be connected<br />

<strong>to</strong> city water and sewer lines.<br />

“It’s a way <strong>to</strong> move forward<br />

that’s actually decent,”<br />

he said.<br />

Mr. Marquette noted that<br />

long-term plans for the park<br />

could include more than one<br />

restroom, perhaps by the<br />

marina and by the playground.<br />

Council member Eckel<br />

said she envisions new buildings<br />

in the park with a boathouse<br />

design “<strong>to</strong> fit with the<br />

marina and waterfront park<br />

façade.”<br />

Mrs. Eckel reviewed the<br />

FEMA floodplain maps and<br />

determined that the flood line<br />

reaches in<strong>to</strong> the ballfield.<br />

“A future building would<br />

have <strong>to</strong> go by the tennis<br />

courts,” she said.<br />

She provided council with<br />

some cost estimates, but<br />

noted “a lot of variables fac<strong>to</strong>r<br />

in<strong>to</strong> the cost of the building.”<br />

She estimated the cost<br />

would be about $100 <strong>to</strong> $120<br />

per square foot, but could<br />

increase <strong>to</strong> $140 <strong>to</strong> $160 per<br />

square foot.<br />

For instance, the City of<br />

Oregon built a 1,500-squarefoot<br />

concession stand that<br />

cost $155 per foot, plus<br />

design work.<br />

So the final costs could be<br />

$176,000 for an economical<br />

building <strong>to</strong> $240,000 for an<br />

“upscale version,” Mrs. Eckel<br />

said.<br />

“Partnering with NWSD,<br />

a lot of the those costs would<br />

be shared,” she added.<br />

She believes many people<br />

in the community would benefit<br />

from a new park facility.<br />

“I think this project would<br />

encompass lots of different<br />

center with programs, so it’s<br />

the extra space that has been<br />

talked about. Summer day<br />

camp kids would be down at<br />

the park.<br />

“It would benefit parkgoers<br />

<strong>to</strong> have clean nice restrooms,<br />

and marina boaters<br />

have been asking for something<br />

other than a porta-potty<br />

for a long time. I think the<br />

opportunities are endless.”<br />

While serving on the marina<br />

committee, Councilman<br />

Mike Scott said he has been<br />

interested in improving “the<br />

desirability and look of that<br />

area.”<br />

The new guard shack and<br />

finger docks have improved<br />

the marina, he said, but “this<br />

is a bit of an underutilized<br />

jewel down here, and we<br />

have an opportunity now.”<br />

He noted that community<br />

wide events such as the living<br />

his<strong>to</strong>ry Chautauqua events<br />

would benefit from better<br />

facilities.<br />

“This could lend itself<br />

really well <strong>to</strong> bringing people<br />

in<strong>to</strong> Rossford,” he said.<br />

Councilman Robert Ruse<br />

cautioned that a long-term<br />

plan for the park should be<br />

established before any buildings<br />

are constructed.<br />

“I wholeheartedly support<br />

the parks, but I think we need<br />

<strong>to</strong> go in<strong>to</strong> this with a plan,” he<br />

said.<br />

Mr. Ruse also suggested<br />

contracting the concessions <strong>to</strong><br />

a private vendor instead of<br />

keeping it as a city responsibility.<br />

Council President Oberdorf<br />

believes the most immediate<br />

need is <strong>to</strong> move the<br />

pump station in<strong>to</strong> the park,<br />

and at a minimal cost.<br />

“We certainly need some<br />

type of building down there,”<br />

he said. suggesting further<br />

planning and ascertaining<br />

costs.<br />

“That’s going <strong>to</strong> take some<br />

time, but I’m in favor of a<br />

building down there,” he<br />

said.<br />

Sandy Hook School and<br />

something happened in the<br />

heart of America. To kill a<br />

Dear Rossford Board of<br />

Zoning Appeals:<br />

Recently the owner of<br />

the Bulldog Diner appeared<br />

before city council <strong>to</strong><br />

express his concern about<br />

parking near his establishment,<br />

particularly on high<br />

volume nights at the casino.<br />

His true complaint<br />

should have been directed at<br />

the BZA for approving a<br />

driveway cut directly across<br />

the street, thus permanently<br />

eliminating three very<br />

important spots, very critical<br />

<strong>to</strong> the existence of the<br />

businesses in that area.<br />

Why have signs not been<br />

installed and warnings<br />

issued? And are s<strong>to</strong>ne driveways<br />

permitted in the city?<br />

Rossford resident indicted<br />

by a grand jury for burglary<br />

On February 6, a Wood<br />

County grand jury indicted<br />

a Rossford resident for burglary.<br />

Andrew R. Okonski, 32,<br />

of Valley Drive, has been<br />

indicted on one count of<br />

burglary, a felony of the<br />

second degree, in an incident<br />

which allegedly<br />

occurred on January 16.<br />

If convicted, he faces<br />

fines of up <strong>to</strong> $15,000 and<br />

eight years in prison.<br />

His case has been<br />

assigned <strong>to</strong> Wood County<br />

Common Pleas Judge<br />

Reeve Kelsey.<br />

A Rossford man was<br />

arrested last week for his<br />

alleged involvement in a<br />

“chop shop” ring operated<br />

in east Toledo.<br />

Gary Wymer Sr., 55, of<br />

Hillside Avenue was taken<br />

in<strong>to</strong> cus<strong>to</strong>dy at his home<br />

February 7, by FBI agents<br />

and Rossford police.<br />

Also arrested were<br />

Mike Wymer, Mike<br />

Deutsch, Terry Wymer Jr.<br />

and Shawn Wymer, based<br />

on a federal complaint<br />

filed in U.S. Court, Northern<br />

District of Ohio for<br />

their involvement in a<br />

scheme involving stealing<br />

cargo and dismantling<br />

semi-trucks and trailers.<br />

An arrest warrant also<br />

was issued for Robert<br />

Debolt.<br />

“These<br />

defendants<br />

operated a truck and cargo<br />

theft ring, stealing from<br />

Ohio, Michigan and Indiana,<br />

which resulted in<br />

multi-million-dollar losses,”<br />

said Stephen Anthony,<br />

special agent in charge of<br />

the FBI’s northern district<br />

of Ohio, in a statement<br />

released last week.<br />

U.S. At<strong>to</strong>rney Steven<br />

Dettelbach added, “This<br />

was a highly organized<br />

group that s<strong>to</strong>le from people<br />

throughout the region.<br />

The FBI, Ohio State Patrol<br />

and all the law enforcement<br />

partners involved in<br />

this investigation have<br />

done a tremendous job<br />

shutting down this ring.”<br />

Three search warrants<br />

were executed at 642 Sterling<br />

and 2322 Consaul in<br />

Toledo, two suspected<br />

chop shop locations, and at<br />

661 Sterling in Toledo, the<br />

home of Mike Wymer,<br />

according <strong>to</strong> the FBI press<br />

statement.<br />

Items<br />

confiscated<br />

include keys, titles, license<br />

plates, paperwork from<br />

s<strong>to</strong>len semi-trucks and<br />

trailers, ATVs, mo<strong>to</strong>rcycles,<br />

crushers, front end<br />

loaders and dump trucks.<br />

In September, the Ohio<br />

Highway<br />

Patrol<br />

approached the FBI about<br />

joining forces <strong>to</strong> investigate<br />

reports of semi-trucks<br />

and trailers with contained<br />

cargo being s<strong>to</strong>len. The<br />

joint investigation revealed<br />

an extensive scheme that<br />

reached in<strong>to</strong> Ohio’s neighboring<br />

states.<br />

The individuals arrested<br />

are suspected of being<br />

involved in a conspiracy <strong>to</strong><br />

steal trailers in as many as<br />

nine Ohio <strong>to</strong>wns, six <strong>to</strong>wns<br />

in Indiana, and three in<br />

Michigan from September<br />

<strong>to</strong> December 2012, resulting<br />

in an estimated loss of<br />

more than $2 million,<br />

according <strong>to</strong> the FBI.<br />

Items within those trailers<br />

included ATVs, rolled<br />

copper wire, thousands of<br />

pounds of aluminum scrap<br />

metal, aluminum shavings,<br />

diamond plate sheets and<br />

spools of metal.<br />

Some of these items<br />

were trafficked <strong>to</strong> New<br />

Castle, Pennsylvania, and<br />

sold as scrap or were listed<br />

on the Internet for sale, as<br />

in the case of the diamond<br />

plate sheets, the FBI stated.<br />

The case is being prosecuted<br />

by the U.S. at<strong>to</strong>rney’s<br />

office following a<br />

joint investigation by Ohio<br />

State Highway Patrol, Federal<br />

Bureau of Investigation,<br />

Toledo Police Department,<br />

National Insurance<br />

Criminal Bureau, and the<br />

Ohio Bureau of Mo<strong>to</strong>r<br />

on July 7, 2012, at Williamsburg Winery in Williamsburg,<br />

Virginia. The ceremony was performed by Ben<br />

Banasiak, brother of the bride.<br />

The bride is the daughter of Thomas and Sandra Banasiak<br />

of <strong>Perrysburg</strong>. The bridegroom is the son of Daniel and Lisa<br />

Facemire of Virginia Beach, Virginia.<br />

Bridesmaids were Meredith Banasiak of Bloomfield, Colorado,<br />

and a 2003 graduate of James Madison University,<br />

where he received a bachelor of arts degree in international<br />

affairs. He is employed by Cape Henry Collegiate as a<br />

teacher of Global Affairs/Model UN and junior varsity soccer<br />

Kirin, along with his<br />

family, attended Lighthouse<br />

Christian Church of Walbridge.<br />

Harley-Davidson fan and he<br />

enjoyed Rock ‘n Roll, trips<br />

the animals, especially the<br />

William J. “Bill”<br />

Ceparski, 92, of Rossford,<br />

died Saturday, February 9,<br />

2013, at Ridgewood Manor.<br />

The youngest of six children,<br />

he was born on March<br />

15, 1920, in Rossford, <strong>to</strong><br />

Stephen and Mary (Malik)<br />

Ceparski. As a young man,<br />

he joined the Civilian Conservation<br />

Corps in Libby,<br />

Montana, clearing trails in a<br />

national forest there. During<br />

World War II, he enlisted in<br />

the U.S. Coast Guard, serving<br />

on the USS Sheliak, an<br />

attack cargo ship, and served<br />

in both the Atlantic and Pacific<br />

theaters of operation.<br />

Back home, he worked at<br />

the Libbey-Owens-Ford<br />

Glass Co., retiring in 1976.<br />

Along with his wife,<br />

Josephine, they traveled the<br />

country, exploring 48 states<br />

along the way. Besides<br />

travel, Mr. Ceparski enjoyed<br />

woodworking and gardening.<br />

He was a member of<br />

Rossford American Legion<br />

Post 533, and All Saints<br />

Catholic Church.<br />

He is survived by his<br />

daughter, Kathleen<br />

(Michael) Schaffer; grandsons,<br />

Chris<strong>to</strong>pher and David;<br />

sister-in-law, Mary Ellen<br />

Ceparski, and many nieces,<br />

nephews and cousins. He<br />

was preceded in death by his<br />

wife Josephine; infant son,<br />

William; brothers, John,<br />

Walter and Joe Ceparski, and<br />

sisters, Sadie Przybyl and<br />

Stella Ceparski.<br />

Center program, held at the<br />

WCESC on Monday, February<br />

for completing<br />

WCESC’s Living Classroom<br />

program by Belinda Rhoads,<br />

direc<strong>to</strong>r of special needs;<br />

Diane Witt, special needs<br />

coordina<strong>to</strong>r; and Kelly<br />

Vanorder, WCESC instruc<strong>to</strong>r,<br />

as well as the WCESC<br />

superintendent and school<br />

Ashley has been part of<br />

the Wood County ESC’s<br />

“Living Classroom,” a bestpractice,<br />

community-based<br />

instructional model developed<br />

<strong>to</strong> serve students with<br />

disabilities. Instructional<br />

programming occurs in a<br />

local apartment at the local<br />

university and community<br />

establishments. The goals of<br />

the program are <strong>to</strong> provide<br />

each student with the foundation<br />

of skills for independent<br />

living, employment,<br />

an extensive course in<br />

the natural sciences in exchange<br />

for a donation of volunteer<br />

others through OCVN sponsored<br />

The Wood County OCVN<br />

program is a cooperative venture<br />
