NearMiss <strong>EMS</strong> focused Articles Request<br />

Thursday, <strong>July</strong> 9, <strong>2009</strong>, 1500 ET<br />

Amy Holtman, Near-Miss Program Manager, asked the group if they could provide guidance<br />

for the JEM article in the form of a strategic vision/ top 5 <strong>EMS</strong> concerns, etc. Chief Ludwig<br />

noted that reflective vests are a big issue now and that Ms. Holtman might talk to Chief<br />

Chris Shimer about this issue.<br />

TargetSafety CEU Outreach<br />

The group noted that they had not had a chance to look at the website. Chief Sinclair<br />

recommended going slow on the issue and keeping the IAFC <strong>Executive</strong> Director informed.<br />

<strong>Section</strong> Communications Committee Report<br />

The group noted that the third edition of the podcast was released Monday and that it<br />

contained 52 minutes on the METRO crash. There is a link to it on the IAFC homepage. <strong>EMS</strong><br />

<strong>Section</strong> Communications Committee is working to enhance the podcast clarity through the<br />

use of Skype. The group discussed revamping the website and discussed the new <strong>EMS</strong><br />

<strong>Section</strong> Facebook group.<br />

<strong>EMS</strong> <strong>Section</strong> Meritorious Service Awards<br />

The group discussed the awards and their presentation at the <strong>Section</strong> Business meeting at<br />

FRI.<br />

<strong>EMS</strong> Pre-Con at FRI<br />

Chief Ludwig noted a possible Q & A session where people cold ask the group questions<br />

regarding various pertinent issues.<br />

FRI <strong>Section</strong> Business Meeting<br />

The group asked IAFC staff to send the FRI <strong>Section</strong> Business Meeting time in an e-blast to<br />

members. Deaton will coordinate. The meeting will be on August 27 at 1:00 at the Dallas<br />

Convention Center.

FRM 2010 brochure for FRI distribution<br />

The group decided it will not be able to meet this summer to develop an educational<br />

program business plan for FRM. The group discussed future FRM date and time options and<br />

for the meeting in the fall of <strong>2009</strong> (possible meeting in Denver or St. Louis was debated).<br />

The group also discussed speakers, mentioning that they would schedule a call with Chief<br />

Riddle, FRM <strong>Conference</strong> Manager, on the issue. The FRM educational program should reflect<br />

the fact that municipal and volunteer departments are expecting a continued economic<br />

downturn in 2010.<br />

<strong>Section</strong> Projects:<br />

China <strong>EMS</strong> <strong>Conference</strong> / GMU <strong>2009</strong><br />

The group decided that they would look into another program such as the Eisenhower<br />

Program. The ability of the China conference to occur in <strong>2009</strong> has been questioned.<br />

<strong>EMS</strong> Helicopter regulations<br />

Pasco relayed notes provided by Lucian Deaton, GR Manager and section staff liaison.<br />

Deaton reported that Chief Metro and Bob Bass (MD State <strong>EMS</strong> Director) spoke on Tuesday<br />

about <strong>Section</strong>s 313 and 315 in HR 915. These sections focus on <strong>EMS</strong> air medical safety<br />

research and FAA regulation. The IAFC supports these sections of the bill. HR 915 passed the<br />

House and Deaton is speaking with the Senate Commerce Committee about next steps. Chief<br />

Metro and Dr. Bass also spoke about S. 848 which would specify state regulation authority<br />

over <strong>EMS</strong> air medical pertaining to geographic distribution, volume considerations, etc.<br />

Dr. Bass is getting Chief Metro information on the recent court case dealing with<br />

CAMTS that explains the state regulation limitations to accreditation in favor of Part 91 and<br />

others. Both agreed that HR 1201/S1199 (which would call for Part 135 compliance for all<br />

<strong>EMS</strong> air medical) was not of interest to either.<br />

Both also discussed bringing representatives of the municipal FAA Part 91 community<br />

together to discuss air medical issues of mutual concern.<br />

Summer <strong>EMS</strong> Chief Advisor<br />

The UVC Article was discussed, as was the google group and podcast. It was mentioned that<br />

a draft should be out by the end of the week.<br />

<strong>2009</strong> National <strong>EMS</strong> Education Standards Gap Analysis Template<br />

It was mentioned that the Gap Analysis basically highlights the differences between national<br />

standards and new educational standards. The group decided not to formally comment on<br />

the document, noting that it will simply be used as a resource for teaching.

Chief Ludwig requested that Deaton handle the appointment letters for COA<strong>EMS</strong>P and<br />

CAAHEP.<br />

The group discussed the membership numbers for the google group (143) and made sure<br />

that only members are signing up. <strong>Section</strong> membership is up to 1323, and Chief Sinclair<br />

thanked Chief Ludwig for all of his hard work.<br />

The group also asked Deaton to confirm the FRI section hotel block and that he provides<br />

Chief Ludwig with booth give-away options and costs.
