The yearly costs displayed here add up <strong>to</strong> roughly DM 2 billion or EUR 1 billion over <strong>the</strong> complete<br />

time. Compared <strong>to</strong> preliminary cost estimates performed by <strong>the</strong> nuclear opera<strong>to</strong>rs RWE and E.ON (see<br />

chapter 2.3) for <strong>the</strong>ir facilities <strong>the</strong>se costs are comparatively small.<br />

3.4.7. Workforce needs and qualifications<br />

Practice<br />

The following decisions governed EWN’s approach (EWN 2012a):<br />

Personnel reduction at <strong>the</strong> start of decommissioning is necessary for budget optimization; social<br />

aspects should be taken in<strong>to</strong> account.<br />

The former opera<strong>to</strong>r's personnel should manage <strong>the</strong> decommissioning project and perform tasks<br />

itself, as far as possible.<br />

No main contrac<strong>to</strong>r for <strong>the</strong> overall project implementation is necessarily required – contrac<strong>to</strong>rs<br />

only for special technical cases.<br />

Timely site remediation for unused areas as a precondition for future reuse.<br />

Creation of new projects/jobs improves personnel motivation and outlook.<br />

EWN has established from its beginning <strong>the</strong> following basic rules:<br />

The project planning <strong>to</strong>ol has a module that translates work steps in<strong>to</strong> needs for workforce and<br />

<strong>the</strong>ir necessary qualifications. Amount and qualification profiles of employees were planned on<br />

that basis.<br />

Employees seeking continued employment had <strong>to</strong> apply for those jobs and had <strong>to</strong> complete <strong>the</strong><br />

necessary qualification courses.<br />

As work scope, qualifications and job profiles change over time, <strong>the</strong> necessary extent and<br />

qualifications of <strong>the</strong> workforce must be planned ahead and qualification measures initiated in a<br />

timely manner.<br />

Figure 28 illustrates <strong>the</strong> employed workforce at EWN over time.<br />
