Operating rules for moni<strong>to</strong>ring and maintenance.<br />

Based on those documents being delivered by <strong>the</strong> opera<strong>to</strong>r, ASN determines whe<strong>the</strong>r <strong>the</strong> technical<br />

scenario, <strong>the</strong> organisation and methods adopted by <strong>the</strong> opera<strong>to</strong>r are sufficient <strong>to</strong> guarantee <strong>the</strong><br />

safety of <strong>the</strong> facility in <strong>the</strong> dismantling process and workers radiation protection. ASN can set<br />

conditions in <strong>the</strong> license or add recommendations in <strong>the</strong> form of 'technical prescriptions'.<br />

Safety license during decommissioning<br />

ASN summarizes all <strong>the</strong> requirements in <strong>the</strong> decree for dismantling and in <strong>the</strong> technical prescript. The<br />

licensing documents have <strong>to</strong> exactly reflect <strong>the</strong> current state of <strong>the</strong> facility and must be evolved along<br />

<strong>the</strong> whole decommissioning phase. The evolutions can be done by <strong>the</strong> opera<strong>to</strong>r, who has <strong>the</strong>n <strong>to</strong><br />

submit <strong>the</strong>m <strong>to</strong> ASN and ask for a license amendment (according <strong>to</strong> <strong>the</strong> Article 26 or 31 TSN<br />

law - TSN 2006) or ask for an internal authorization (according <strong>to</strong> <strong>the</strong> Article 27 TSN law - TSN 2006).<br />

The evolutions are indispensable before starting every significant step stated in <strong>the</strong> decree and<br />

additionally every 10 years.<br />

EDF’s internal authorisation system<br />

EDF has established an own internal authorisation system that is based upon an independent<br />

commission on <strong>the</strong> national level and managed by <strong>the</strong> Engineering Centre in charge of all <strong>the</strong> studies<br />

for Decommissioning (CIDEN). The commission consists of EDF experts as well as non-EDF experts<br />

that are not involved in <strong>the</strong> plants’ operation. The validation process of <strong>the</strong> internal authorisation<br />

system was proposed by ASN in April 2002, was subjected <strong>to</strong> a testing period of 18 months and finally<br />

approved in February 2004. The organisation is being upgraded according <strong>to</strong> <strong>the</strong> ASN requirements.<br />

Assurance of decommissioning costs<br />

To cover <strong>the</strong> decommissioning costs an internal company fund is required. The opera<strong>to</strong>r is<br />

responsible for all decommissioning costs so all <strong>the</strong> decisions are made under its own competence<br />

and <strong>to</strong> be discussed with <strong>the</strong> regula<strong>to</strong>r. The regula<strong>to</strong>ry body requires that <strong>the</strong> funds for<br />

decommissioning are both sufficient and available when needed.<br />

3.2.6. Cost estimates<br />

The <strong>to</strong>tal costs of <strong>the</strong> immediate decommissioning programme and <strong>the</strong> long-term changes<br />

in <strong>the</strong> estimations<br />

The estimations for <strong>the</strong> decommissioning costs were firstly calculated within <strong>the</strong> overall<br />

decommissioning projects for all <strong>the</strong> 9 nuclear power plants <strong>to</strong> be decommissioned (first-generation<br />

fleet) plus three o<strong>the</strong>r additional facilities shut down, under construction or still being operated -<br />

St. Laurent silos for s<strong>to</strong>rage of low level radioactive wastes (LLW), <strong>the</strong> fuel s<strong>to</strong>rage workshop (APEC)<br />

and <strong>the</strong> activated waste conditioning and s<strong>to</strong>rage facility (ICEDA).<br />
