Nuclear Decommissioning: Management of Costs and Risks<br />

The CIDEN deputy direc<strong>to</strong>r is responsible for <strong>the</strong> strategic program management and reports <strong>to</strong> <strong>the</strong><br />
Engineering division direc<strong>to</strong>r (see also Figure 14 and Figure 16). As Figure 15 shows, <strong>the</strong> liability for<br />
<strong>the</strong> operational project management is located on <strong>the</strong> project manager level. The long and short<br />
term project and data management as well as <strong>the</strong> reporting are organized at several levels<br />
(Laurent 2011):<br />
The long term project vision is focused on <strong>the</strong> scheduling, reference costs, waste and <strong>the</strong><br />
technical reference scenario. It is prepared by <strong>the</strong> programme manager and by <strong>the</strong> project<br />
managers (see Figure 16).<br />
A data book that is updated every three years and contains: strategic scheduling, important<br />
hypo<strong>the</strong>sis, expenses, engineering and operation resources, waste production by project and<br />
sub project and spreading until <strong>the</strong> end of project.<br />
Risk and solution analysis etc.<br />
The mid-term vision (5 years) plan includes key miles<strong>to</strong>nes and allocated resources. It<br />
Holds global indica<strong>to</strong>rs allowing <strong>to</strong> control <strong>the</strong> projects evolution and data book adequacy:<br />
working and financial progress,<br />
Is consolidated by programme management, and<br />
Performs a risk review.<br />
The annual vision 'N+1' (Annual Achievement Contract) includes annual important steps and<br />
allocated resources:<br />
Project weekly meetings <strong>to</strong> coordinate short term operations,<br />
Detailed work scheduling update (site, weekly basis),<br />
Treatment of real time issues as far as necessary (by useful means).<br />
The Planisware (OGOPA) software was introduced as a necessary supporting element for project<br />
planning.<br />
3.2.4. Risk management<br />
Risk management/risk control is located in <strong>the</strong> hierarchical structure by <strong>the</strong> umbrella organisational<br />
unities. EDF general management includes an overall risk management (EDF 2013), based on broad<br />
definition of risks. As described in <strong>the</strong> previous chapter, risk and solution analysis is included within<br />
<strong>the</strong> long term project, while risk review is included within <strong>the</strong> short term project and data<br />
management.<br />
3.2.5. Regula<strong>to</strong>ry approach<br />
As regula<strong>to</strong>ry authority, <strong>the</strong> independent administrative 'Au<strong>to</strong>rité de Sûreté Nucléaire (ASN)' - Nuclear<br />
Safety Authority - was initiated in 2006, mandated by <strong>the</strong> Nuclear Transparency and Safety law<br />
(TSN 2006). ASN is responsible for regulating nuclear safety and radiation protection.<br />
