Minutes of <strong>the</strong> meeting in Ignalina nuclear power plant on 19 July 2013<br />

The conceptual planning within <strong>the</strong> project<br />
<strong>the</strong> overall plan of <strong>the</strong> project, it’s major packages, it’s serial flow, etc.<br />
<strong>the</strong> identified decision breakpoints in that plan (technical, regula<strong>to</strong>ry and financial dependencies, decision<br />
base, etc.)<br />
<strong>the</strong> time planning in that concept (What were <strong>the</strong> major set-backs in <strong>the</strong> time plans so far? What measures<br />
were taken <strong>to</strong> remove obstacles? Etc.)<br />

Presently, <strong>the</strong> revision of planning system is being performed at <strong>the</strong> INPP. It includes enhancement of<br />
planning procedures, revision of decommissioning schedule for its synchronization with <strong>the</strong><br />
decommissioning projects management system. This system also is being enhanced at <strong>the</strong> moment<br />
(all INPP decommissioning projects are integrated in<strong>to</strong> one 'Megaproject'). It is planned that <strong>the</strong><br />
whole complex of activities will be accomplished until <strong>the</strong> end of 2013.<br />
For <strong>the</strong> purpose of planning of <strong>the</strong> decommissioning process <strong>the</strong> following levels of planning are<br />
identified at <strong>the</strong> INPP:<br />
Strategic planning is intended for <strong>the</strong> entire decommissioning period. According <strong>to</strong> <strong>the</strong> existing<br />
current version of Final Decommissioning Plan (FDP), <strong>the</strong> decommissioning should be finished until<br />
2029 and ends with a brown field (buildings assigned for later re-use still existing).<br />
Perspective planning is intended for specific 7-year periods pursuant <strong>to</strong> <strong>the</strong> decommissioning<br />
activity financing perspectives provided by <strong>the</strong> <strong>European</strong> Union (2000-2006, 2007-2013, 2014-2020,<br />
etc.) and for 3-year periods with annual review of <strong>the</strong> Megaproject schedule for subsequent 3 years;<br />
