Nuclear Decommissioning: Management of Costs and Risks<br />

As new technical challenges are identified:<br />
<br />
Completion of <strong>the</strong> radiological inven<strong>to</strong>ry of Units 3 and 4 – Turbine hall and Reac<strong>to</strong>r hall;<br />
Verification of <strong>the</strong> radiological inven<strong>to</strong>ry for Reac<strong>to</strong>r hall of Units 1 and 2;<br />
<br />
<br />
Completion of <strong>the</strong> projects such as: Decontamination and Defragmentation Workshop, sites for temporary<br />
s<strong>to</strong>rage of RAM and RAS and upgrade of <strong>the</strong> facility for regula<strong>to</strong>ry control clearance;<br />
Completion of <strong>the</strong> projects for removal of his<strong>to</strong>rical RAW, ion-exchange resins and boron concentrate from<br />
ECT.<br />
Waste management aspects:<br />
Waste management is a<br />
necessary prerequisite for a<br />
smooth decommissioning. Do<br />

wastes from decommissioning<br />
internally or externally?<br />
Did missing waste management<br />
means delay or obstruct your<br />
technical or regula<strong>to</strong>ry<br />
timeframe?<br />
As a result of <strong>the</strong> decommissioning non-radioactive materials (scrub) are expected <strong>to</strong> be generated, as well as<br />
radioactive materials (RAM), radioactive waste (RAW) and non-radioactive waste. Four open sites are planned <strong>to</strong><br />
be built for <strong>the</strong> s<strong>to</strong>rage of radioactive and non-radioactive materials. RAM will be s<strong>to</strong>red in 20’ISO containers,<br />
and non-radioactive materials – in skip containers. RAM treatment aiming regula<strong>to</strong>ry clearance is planned <strong>to</strong> be<br />
done in <strong>the</strong> Decontamination and Defragmentation Workshop. Treatment of <strong>the</strong> decommissioning RAW will be<br />
implemented in <strong>the</strong> existing RAW Treatment Workshop, situated on <strong>the</strong> Kozloduy NPP site. New depot for<br />
s<strong>to</strong>rage of non-radioactive household and industrial waste is planned <strong>to</strong> be built.<br />
At <strong>the</strong> moment <strong>the</strong> construction of Decontamination and Defragmentation Workshop is at technical design<br />
elaboration level. After its commissioning <strong>the</strong> enterprise will be able <strong>to</strong> accomplish all <strong>the</strong> activities related <strong>to</strong><br />
collection, treatment, conditioning and s<strong>to</strong>rage of RAW at <strong>the</strong> respective sites.<br />
In <strong>the</strong> near future - in 2015 <strong>the</strong> commissioning of National Disposal Facility for LILW is foreseen and <strong>the</strong> biggest<br />
part of <strong>the</strong> RAW generated from <strong>the</strong> decommissioning and dismantling activities on Units 1-4 , will be disposed<br />
in it. In this way all <strong>the</strong> RAW management process will be considered as closed.<br />
Non-radioactive and radioactive waste management is a prerequisite for <strong>the</strong> good planning of <strong>the</strong><br />
decommissioning process. The delay in <strong>the</strong> construction of whatever facility, included in <strong>the</strong> waste<br />
management process will lead <strong>to</strong> delay in <strong>the</strong> decommissioning process. The lapse of some of <strong>the</strong> facilities<br />
needed will lead <strong>to</strong> impeding of <strong>the</strong> decommissioning process and non-adherence <strong>to</strong> <strong>the</strong> planned terms of<br />
implementation.<br />
