For Units 1-4 of KNPP decommissioning cost appraisals <strong>the</strong> Work Breakdown Structure approach has been used.<br />

From <strong>the</strong> standardized list of activities in <strong>the</strong> 'International Structure for Decommissioning Costing (ISDC) of<br />

Nuclear Installations, NEA7088, OECD 2012' 8 main groups of activities have been chosen and Units 1-4<br />

decommissioning activities are grouped in <strong>the</strong>m. For each main group of activities <strong>the</strong> following groups of costs<br />

are discussed and evaluated: Labor costs; Investment costs; Operating costs; Incidental costs.<br />

With Grand Agreement 038/June 1, 2012 <strong>the</strong> Units 1-4 decommissioning projects with <strong>the</strong> respective KIDSF<br />

financing were transferred <strong>to</strong> SERAW as. The necessary co-financing for some projects is ensured by RAW Fund,<br />

within <strong>the</strong> annual general budget of SERAW. The financing process from <strong>the</strong> RAW Fund follows <strong>the</strong> state budget<br />

structuring procedure and according <strong>to</strong> <strong>the</strong> requirements of <strong>the</strong> ASUNE and <strong>the</strong> respective Regulations on RAW<br />

and Decommissioning Funds accumulation and expenditure. The salaries of <strong>the</strong> personnel directly involved in<br />

<strong>the</strong> decommissioning activities are financed by KIDSF under Grant Agreement 016 E.<br />

The main reasons for <strong>the</strong> divergence in <strong>the</strong> forecast cost appraisals and <strong>the</strong> real ones are due <strong>to</strong> <strong>the</strong> changes<br />

made in <strong>the</strong> initial schedule and in <strong>the</strong> terms for implementation of <strong>the</strong> main activities, ensuring <strong>the</strong><br />

implementation of <strong>the</strong> Decommissioning plan for Units 1-4.<br />

The highest costs from <strong>the</strong> 4 groups (38 %) are labor costs. Labor costs are predictable and within <strong>the</strong> estimated<br />

values.<br />

Project 27 (KIDSF financed) had as main aim <strong>the</strong> acknowledgment and <strong>the</strong> initial training of Kozloduy NPP<br />

personnel in <strong>the</strong> area of decommissioning of nuclear units. The project is accomplished in 3 main directions:<br />

Training courses following a programme developed and approved by Kozloduy NPP;<br />

Training in external organizations, specialized in decommissioning;<br />

Training in EU member states’ facilities, where decommissioning is implemented, including Greifswald.<br />
