o Commissioning of all liquid RAW treatment facilities by <strong>the</strong> end of 2015. The facilities are supplied from<br />

different contrac<strong>to</strong>rs, and some of <strong>the</strong> projects have a significant delay:<br />

Facility for treatment of low-level liquid waste – Supplier: A<strong>to</strong>mstroyexport. The project was<br />

finished in 2012 with 4 years of delay,<br />

Facility for retrieval and treatment of spent ion-exchange resins - Supplier: ENSA (Italy). After<br />

interruption <strong>the</strong> work on <strong>the</strong> project is restarted in June 2012. It is expected <strong>to</strong> be finished in 2017<br />

against in Oc<strong>to</strong>ber 2007 as it was initially scheduled;<br />

Plasma melting facility – Supplier: Consortium Iberdrolla Ingeneria and Belgoprocess. It is expected<br />

<strong>to</strong> be finished in November 2015 against in July 2013 as it was initially scheduled;<br />

Facility for retrieval and treatment of <strong>the</strong> solid phase of evapora<strong>to</strong>r concentrate tanks – Supplier:<br />

ONET Technologies Nuclear International. It is expected <strong>to</strong> be finished in January 2016 against in<br />

September 2012 as it was initially scheduled.<br />

Commissioning of <strong>the</strong> National disposal facility for LILW – 2015.<br />

The significant delays in <strong>the</strong> implementation of some of <strong>the</strong> projects for supply of RAW treatment facilities, as<br />

well as in <strong>the</strong> implementation of projects of <strong>the</strong> decommissioning support programme for Units 1-4 of Kozloduy<br />

NPP, may compromise <strong>the</strong> accepted and declared <strong>to</strong> EC terms for acceleration of <strong>the</strong> decommissioning process<br />

of Units 1-2. To overcome <strong>the</strong> problems working meetings are organized on regular basis between <strong>the</strong> Supplier,<br />

<strong>the</strong> Client and <strong>the</strong> Consultant of D-R PMU.<br />

In <strong>the</strong> time planning <strong>the</strong> main limitation is <strong>the</strong> initial prepara<strong>to</strong>ry period of 5 years for release of <strong>the</strong> Units from<br />

spent fuel. The initially foreseen period was of 8 years, 3 years of <strong>the</strong>m for s<strong>to</strong>rage of <strong>the</strong> assemblies in <strong>the</strong> atreac<strong>to</strong>r<br />

ponds and 5 years for prepara<strong>to</strong>ry decommissioning activities. The Consortium 'BELGATOM - EWN –<br />

ENERGOPROEKT' reduced <strong>the</strong> period from 8 <strong>to</strong> 5 years. Afterwards it was realized that <strong>the</strong> period is<br />

unrealistically shortened. The main delay in <strong>the</strong> spent fuel removal from at-reac<strong>to</strong>r ponds was due <strong>to</strong> <strong>the</strong> delay<br />

in Project 1 – Dry Spent Fuel S<strong>to</strong>rage Facility (DSFSF). The project was completed with some years of delay, due<br />

<strong>to</strong> different technical difficulties, encountered during foundation of <strong>the</strong> loess cushion under <strong>the</strong> facility and<br />

during <strong>the</strong> supply of s<strong>to</strong>rage casks for <strong>the</strong> spent fuel assemblies from Units 1-4 of <strong>the</strong> NPP. The problems were<br />

resolved in Oc<strong>to</strong>ber 2010. Licenses for Units 1 and 2 as Radioactive waste management facilities were issued <strong>to</strong><br />

SERAW. The prepara<strong>to</strong>ry decommissioning activities and <strong>the</strong> conditions for <strong>the</strong>ir implementation are part of <strong>the</strong><br />

scope of <strong>the</strong> license and are defined by <strong>the</strong> Bulgarian regula<strong>to</strong>ry body – <strong>the</strong> NRA.<br />
