For each of <strong>the</strong> key phases sub-tasks of second level are defined (work packages) as well as <strong>the</strong>ir sequence of<br />
implementation. Third and lower level activities are defined, as well as <strong>the</strong> time and <strong>the</strong> terms of <strong>the</strong>ir<br />
implementation. A detailed schedule is developed. Analysis of <strong>the</strong> necessary human resources and expenditures<br />
has been done.<br />
According <strong>to</strong> <strong>the</strong> Work Breakdown Structure, dismantling activities start in <strong>the</strong> 'observed area' (OA) and end in<br />
<strong>the</strong> 'controlled area' (CA). The international experience <strong>to</strong> start <strong>the</strong> dismantling from <strong>the</strong> non-contaminated<br />
systems and equipment is followed. The dismantling of systems by category of contamination follows <strong>the</strong> next<br />
sequence: category I, category II, category III. Due <strong>to</strong> <strong>the</strong> accepted acceleration of <strong>the</strong> decommissioning process<br />
<strong>the</strong> dismantling of <strong>the</strong> activated equipment will be implemented in parallel with <strong>the</strong> III category equipment<br />
dismantling in <strong>the</strong> CA.<br />
Dismantling in <strong>the</strong> OA: In early 2004 <strong>the</strong> Nuclear regula<strong>to</strong>ry Agency (NRA) issued <strong>to</strong> Kozloduy NPP a license<br />
series Е, № 00613 for Unit 2 and license series Е № 00707 for Unit 1 operation in operational status E of <strong>the</strong><br />
reac<strong>to</strong>r – without production of energy. This reac<strong>to</strong>r status is characterized by absence of fuel in <strong>the</strong> core and<br />
s<strong>to</strong>rage of <strong>the</strong> fuel in <strong>the</strong> at-reac<strong>to</strong>r pools. In <strong>the</strong> beginning of December 2006 NRA introduced changes in <strong>the</strong><br />
operational licenses of Units 1 and 2, thus permitting dismantling of systems and equipment, not related <strong>to</strong><br />
<strong>the</strong> safety and not containing radioactive substances over <strong>the</strong> regula<strong>to</strong>ry clearance levels. Kozloduy NPP<br />
developed and started <strong>to</strong> implement a 'Dismantling program', which scope is <strong>the</strong> dismantling of constructions<br />
and system’s components конструкциите of Units 1 and 2, characterized as III-d category for<br />
decommissioning (unnecessary systems that may be isolated and/or dismantled). Since Oc<strong>to</strong>ber 2010 NRA<br />
issued <strong>to</strong> SERAW licenses for operation of Units 1 and 2 as radioactive waste management facilities, subject <strong>to</strong><br />
decommissioning. The licenses include activities for dismantling and regula<strong>to</strong>ry clearance of materials. In<br />
2011-2013 SERAW has dismantled large-dimension equipment in Units 1 and 2 Turbine hall, amounting <strong>to</strong> over<br />
3000 <strong>to</strong>ns from critical groups by Radiological inven<strong>to</strong>ry: І – clean materials without potential contamination<br />
and ІІ – clean material with potential contamination, for which clearance criteria are met based on approved by<br />
NRA radionuclide vec<strong>to</strong>r.<br />
Dismantling in <strong>the</strong> CA: The dismantling in <strong>the</strong> CA will start after obtaining a license for decommissioning of<br />
Units 1 and 2. The development of a project for dismantling of <strong>the</strong> equipment and systems in <strong>the</strong> CA is<br />
forthcoming. The project will include reac<strong>to</strong>r vessels and o<strong>the</strong>r internal equipment dismantling as well.<br />
