An analysis of cost development is shown in <strong>the</strong> Figure 44. The opera<strong>to</strong>r expects an increase of costs<br />
for <strong>the</strong> period 2016-2020 which is comparable <strong>to</strong> all expenses spent until 2014 (see Figure 44).<br />

4.7.2. Comparison and evaluation of cost estimates<br />
The listed cost estimates for all three countries are performed with state-of-<strong>the</strong>-art methodology.<br />
They are all based on <strong>the</strong> recent decommissioning plan, on project management plans and<br />
underlying material and work structures. They are state-of-<strong>the</strong>-art and comparable <strong>to</strong> <strong>the</strong><br />
methodology used in <strong>the</strong> two identified best practices.<br />
Two issues are best addressed in <strong>the</strong> Lithuania example:<br />
Cost escalation is calculated, like identified as important in <strong>the</strong> EDF case;<br />
Risks are accounted for and <strong>the</strong>ir influence on <strong>to</strong>tal costs is estimated.<br />
4.7.3. Recommendations on cost estimates<br />
Cost estimates are based on state-of-<strong>the</strong>-art. To fur<strong>the</strong>r increase <strong>the</strong>ir reliability and usefulness, cost<br />
escalation and risks should be included in future estimates.<br />
4.8. WORKFORCE<br />
As identified in <strong>the</strong> two best practice examples, <strong>the</strong> issues concerning <strong>the</strong> workforce have <strong>to</strong> be<br />
included in an assessment because of <strong>the</strong> influence of psychological fac<strong>to</strong>rs, <strong>the</strong> long-term<br />
perspective and <strong>the</strong> issues of knowledge and skills management.<br />
