As a blueprint for <strong>the</strong> organisation of <strong>the</strong> assistance in decommissioning <strong>the</strong> profile of <strong>the</strong> Chernobyl<br />
shelter fund was chosen:<br />
Countries willing <strong>to</strong> contribute <strong>to</strong> <strong>the</strong> fund ('donors') were searched for. Motivation should be <strong>the</strong><br />
commitment <strong>to</strong> support international nuclear safety issues and <strong>the</strong> solidarity with <strong>the</strong> affected<br />
countries.<br />
The fund members contributing at least EUR 1.5 million and <strong>the</strong> affected country constitute a<br />
fund:<br />
IIDSF (Ignalina International Decommissioning Support Fund) for Ignalina/Lithuania 17<br />
members;<br />
KIDSF for Kozloduy/Bulgaria 12 members;<br />
BIDSF for Bohunice 10 members.<br />
Fund members constitute a donor’s assembly for <strong>the</strong> respective fund as <strong>the</strong> highest decisionmaking<br />
body. The assembly decides on projects and funds. The receiving country is a non-voting<br />
member.<br />
The EBRD acts as<br />
a) A secretariat for <strong>the</strong> donor’s assembly, communicating and presenting projects for decisions<br />
<strong>to</strong> be made;<br />
b) A fund manager, it collects money from <strong>the</strong> donors, spends money for <strong>the</strong> projects, and<br />
administers money that was not spent;<br />
c) A financial controller checks and controls money spending;<br />
d) A procurement and implementation controller.<br />
The structure is illustrated in Figure 30.<br />
