tled to all of the privileges of regularly credentialed delegates,<br />
but shall not be permitted to nominate or vote for<br />
officers at the Special Convention unless they have been<br />
elected as delegates, pursuant to Article III, Section 5.<br />
Employment of Clerical, Technical and<br />
P rofessional Assistance<br />
Section 8. The General President and General<br />
Secretary-Treasurer, respectively, shall have the power<br />
to employ or retain such clerical, technical, and professional<br />
assistance for their respective departments as each<br />
may from time to time determine. Such persons shall be<br />
paid reasonable salaries or professional fees from the<br />
general fund; salaries shall be appropriately classified so<br />
as to provide for uniformity of compensation for the<br />
general type of work in both departments.<br />
The Executive Officers shall also have the authority<br />
to establish the conditions of employment and fringe<br />
benefits for such persons. All of the foregoing shall be<br />
subject to the disapproval of the General Executive<br />
Board, but such disapproval shall not be retroactive.<br />
Legal Expenses<br />
Section 9(a). The International Union is authorized to<br />
pay all the expenses for investigating services, employment<br />
of all counsel and other necessary expenditures in<br />
any cause, matter, case, or cases where an officer, representative,<br />
employee, agent, or one charged with acting<br />
on behalf of the International Union and/or its affiliates<br />
is charged with any violation or violations of any law or<br />
is sued in any civil actions (1) if a majority of the<br />
General Executive Board in its sole discretion determines<br />
that said charges or lawsuits (a) are unfounded, or<br />
