ART. IX, SEC. 7<br />
two-thirds (2/3) of all of the members of the General<br />
Executive Board deem it necessary. The General<br />
Executive Board shall establish the rules and procedures<br />
for the calling and holding of Special Conventions,<br />
including the right to determine the issues that may be<br />
considered by the delegates. The General Executive<br />
Board shall identify such issues in the Notice calling a<br />
Special Convention, if appropriate.<br />
If such Special Convention is called more than twelve<br />
(12) months before the next regular Convention, such<br />
Special Convention shall have the power to change any<br />
provision of the <strong>Constitution</strong> (subject to the provisions<br />
of Article III, Section 9 and any limitation determined by<br />
the General Executive Board pursuant to the previous<br />
paragraph) except the provision dealing with the terms<br />
of office for officers set forth in Article IV, Section 1(d)<br />
and the provisions of Article V dealing with salaries and<br />
expenses of officers. The delegates to any such Special<br />
Convention shall be those members who were delegates<br />
to the most recent Convention of the International<br />
Union.<br />
However, if such Special Convention is called within<br />
twelve (12) months of the next regular Convention, such<br />
Special Convention shall be in place and instead of the<br />
next regular Convention, and shall have the power to<br />
take all actions that could be taken at a regularly constituted<br />
Convention. In such event, the delegates shall be<br />
elected in the manner set forth in Article III, Section 5 of<br />
this <strong>Constitution</strong>.<br />
International Union officers, and one (1) delegate<br />
from each Joint Council and State Conference who has<br />
been appointed pursuant to Article III, Section 5(d), shall<br />
be delegates to any Special Convention and shall be enti-<br />
