ART. IX, SEC. 1-3<br />
General Executive Board. The General Executive Board<br />
shall have the authority to interpret and apply the<br />
<strong>Constitution</strong> and laws of the International Union and to<br />
decide all questions of law thereunder subject to appeal<br />
to the next Convention. The General Executive Board<br />
shall have governing authority over the International<br />
Union and its subordinate bodies to the end of upholding<br />
the laws and policies of the Brotherhood as expressed in<br />
this <strong>Constitution</strong>.<br />
Revocation and Suspension<br />
Section 2(a). Unless otherwise provided in this<br />
<strong>Constitution</strong>, the General President or the General<br />
Secretary-Treasurer, when he deems it necessary to suspend<br />
or revoke a charter, shall immediately notify the<br />
members of the General Executive Board for their<br />
approval of same. Such action shall not be taken without<br />
notice to and hearing for the affiliate involved.<br />
(b). Any <strong>Local</strong> Union suspended by the General<br />
Executive Board shall lose, for the period of its suspension,<br />
all privileges of the International Union.<br />
Power to Debar From Membership<br />
Section 3(a). In the case of the revocation or forfeiture<br />
of a charter of a <strong>Local</strong> Union, the members thereof,<br />
without loss of continuous good standing, may be transferred<br />
to another <strong>Local</strong> Union in the area or such <strong>Local</strong><br />
Union may be reorganized and such members may be<br />
transferred thereto. Upon such transfer the General<br />
Executive Board shall have the power, following notice<br />
and a hearing, to exclude from membership in the new<br />
<strong>Local</strong> Union persons who were in any way responsible<br />
for the revocation or forfeiture of the charter or who the<br />
