ART. VII, SEC. 2<br />
(b). All expenditures from the general fund, other<br />
than those provided in 2(a) above, relating to the operation<br />
of the International Union, including, but not limited<br />
to, expenditures to further the Objects of this<br />
International Union as set forth in Article I, Section 2<br />
herein, shall be approved by the General President and<br />
the General Secretary-Treasurer. Checks in payment of<br />
such expenditures shall be signed by the General<br />
President and the General Secretary-Treasurer. In the<br />
event of disagreement between the General President<br />
and the General Secretary-Treasurer concerning the<br />
making of any payment, the matter shall be submitted to<br />
the General Executive Board for determination, which<br />
determination shall be final and binding.<br />
(c). The General President and General Secretary-<br />
Treasurer and all other representatives or employees of<br />
the International Union who handle any funds of the<br />
International Union or subordinate body thereof or are<br />
involved in the making of any expenditures from the<br />
general funds shall be bonded in an amount sufficient to<br />
protect the International Union.<br />
(d). In the event that the General Secretary-Treasurer<br />
is temporarily unavailable during any period or periods<br />
of time, the General President shall exercise all of the<br />
powers and duties of the office of the General Secretary-<br />
Treasurer during such period or periods of temporary<br />
unavailability, except for his powers to appoint and<br />
remove which, during such period or periods, shall not<br />
be exercised without the prior approval of the General<br />
Executive Board.<br />
(e). In the event of the incapacity or unavailability of<br />
any person authorized by this <strong>Constitution</strong> to sign checks<br />
or documents, the General Executive Board shall desig-<br />
