vided in Section 5(a) of this Article relative to hearings<br />

on initial appointment of Trustees.<br />

(i). When it is determined by the General President or<br />

the General Executive Board that self-government be<br />

restored, the Trustee shall direct an election at such time as<br />

he may designate, any other provision of this <strong>Constitution</strong><br />

or <strong>Local</strong> Union rules or Bylaws to the contrary notwithstanding.<br />

The Trustee shall not install the officers elected<br />

at such election until directed to do so by the General<br />

President. Upon such installation the Trusteeship shall terminate<br />

and the Trustee shall return all remaining funds,<br />

property, books, and papers to the appropriate officers of<br />

the <strong>Local</strong> Union or other subordinate body. Subsequent to<br />

the release of the <strong>Local</strong> from Trusteeship a terminal audit<br />

shall be prepared. The term of office of the newly elected<br />

officers shall be for not more than three (3) years in the<br />

case of a <strong>Local</strong> Union, or four (4) years in the case of any<br />

other subordinate body, and the next election for officers<br />

shall take place in compliance with the provisions of<br />

Article XXII, Section 4 in the October, November, or<br />

December closest to and preceding the expiration of the<br />

three-year or four-year period, as the case may be following<br />

the initial election.<br />

(j). During any Trusteeship, the affairs of the <strong>Local</strong><br />

Union shall be administered in accordance with the<br />

existing Bylaws of the <strong>Local</strong> Union, to the extent those<br />

provisions are consistent with the <strong>Constitution</strong> and do<br />

not prevent the Trustee from accomplishing the objectives<br />

of the Trusteeship. The General President shall<br />

have the authority to approve a recommendation of the<br />

Trustee that a provision of the <strong>Local</strong> Union Bylaws be<br />

suspended in order to redress the problems that caused<br />

the Trusteeship.<br />
