be subject to the disapproval of the General Executive<br />

Board, but such disapproval shall not be retroactive.<br />

Travel Provisions<br />

Section 2. The General President may travel<br />

within North America and abroad for the purpose of<br />

promoting the interests and welfare of the International<br />

Union and the making of diplomatic contacts with<br />

other organizations and institutions. The General<br />

Executive Board shall provide for all expenses and<br />

allowances of the General President when performing<br />

the services mentioned herein. Travel abroad shall be<br />

considered a special assignment and the General<br />

Executive Board shall have authority to determine the<br />

allowances and expenses afforded to the General<br />

President, notwithstanding any other provision of this<br />

Article.<br />

All the provisions of this Section shall be applicable<br />

to the General Secretary-Treasurer.<br />

GENERAL PRESIDENT—DUTIES<br />

AND POWERS<br />

General Duties<br />

Section 1(a). The General President shall preside at<br />

the Convention of the International Brotherhood of<br />

<strong>Teamsters</strong> and conduct the same in conformity with this<br />

<strong>Constitution</strong>. He shall have the deciding vote in case of<br />

a tie on any question that is being voted on by the<br />

Convention. He shall act to the best of his ability in fur-<br />
