tions, which shall be submitted to the <strong>Constitution</strong><br />

Committee when it meets. This shall not deprive delegates<br />

to the Convention of their right to propose amendments<br />

or additions to the <strong>Constitution</strong> during the<br />

Convention or to submit resolutions or amend resolutions<br />

during the Convention in accordance with the<br />

rules governing the Convention. However, in all instances<br />

a proposed amendment or addition to the<br />

<strong>Constitution</strong>, or a resolution or amendment to a resolution<br />

shall be referred to the <strong>Constitution</strong> Committee.<br />

The International Union and the United States of<br />

America intend the provisions set forth in the Consent<br />

Decree entered in United States v. International<br />

Brotherhood of <strong>Teamsters</strong>, et al., 88 Civ. 4486<br />

(S.D.N.Y.) (LAP), to govern future International Union<br />

practices in those areas, to the extent paragraph L.17<br />

of said Consent Decree remains in effect. To the extent<br />

the International Union wishes to make any changes,<br />

constitutional or otherwise, in those provisions, the<br />

International Union shall give prior written notice to the<br />

United States of America through the Office of the<br />

United States Attorney for the Southern District of` New<br />

York. If the United States of America then objects to<br />

the proposed change(s) as inconsistent with the terms<br />

and objectives of the Consent Decree, the change(s)<br />

shall not occur; provided, however, that the International<br />

Union shall then have the right to seek a determination<br />

from the United States District Court for the<br />

Southern District of New York, or, after the entry of<br />

judgment dismissing the action entitled United States<br />

v. International Brotherhood of <strong>Teamsters</strong>, et. al., 88<br />

Civ. 4486 (S.D.N.Y.) (LAP) from the United States<br />

District Court for the Southern District of New York or<br />

any other federal court of competent jurisdiction as<br />

to whether the proposed changes(s) is consistent with<br />
