ART. XXII, SEC. 3-4<br />

(c). A member may hold office in more than one<br />

<strong>Local</strong> Union only with the approval of the General<br />

President, even though the person involved has not been<br />

a member of the second <strong>Local</strong> Union prior to holding<br />

office. Such officer shall be entitled to be a Joint Council<br />

delegate representing each <strong>Local</strong> Union in which he is<br />

an officer and shall be entitled to cast a vote on all matters<br />

on behalf of each <strong>Local</strong> Union. International Union<br />

officers and International Union Trustees who are<br />

receiving retirement benefits based solely on their services<br />

as such officers may hold a salaried office in a subordinate<br />

body.<br />

(d). During the term of office of any officer of a <strong>Local</strong><br />

Union or other subordinate body, no action under any circumstances<br />

may be taken to affect or modify the basic<br />

powers and duties of the incumbent officer, as established<br />

by the Bylaws or past practice. During the term of office of<br />

any officer or elected Business Agent of a <strong>Local</strong> Union or<br />

subordinate body, his salary may not be reduced an unreasonable<br />

amount as a subterfuge to force his resignation.<br />

Any reduction in salary during a term of an elected officer<br />

in a <strong>Local</strong> Union or subordinate body shall be made only<br />

on the basis of adverse change in financial condition as<br />

attested to by the General Secretary-Treasurer of the<br />

International Union.<br />

Any modification of the basic duties and powers of<br />

an office, and any reduction in salary of an officer,<br />

except as provided above, may be made effective only as<br />

of the beginning of the next term of office.<br />

Nominations and Election of Officers<br />

Section 4(a). Nominations of officers and elected<br />

Business Agents shall take place in September, October,<br />
