ART. XIX, SEC. 14-ART. XX<br />
shall be directed to the General President for payment.<br />
(h). The Independent Review Board will operate from<br />
offices as close as practicable to the International<br />
Union’s headquarters in Washington, D.C. It shall have<br />
the authority to conduct hearings, at such locations as<br />
the members deem appropriate.<br />
(i). All officers, members, employees, and representatives<br />
of the International Union and its affiliated bodies<br />
shall cooperate fully with the Independent Review Board<br />
in the course of any investigation or proceeding undertaken<br />
by it. Unreasonable failure to cooperate with the<br />
Review Board shall be deemed to be conduct which brings<br />
reproach upon the Union, and which is thereby within the<br />
Review Board’s investigatory and decisional authority.<br />
Article XX<br />
DISSOLUTION<br />
No <strong>Local</strong> Union can dissolve, secede, or disaffiliate<br />
without the approval of the General Executive Board while<br />
there are seven (7) dissenting members; no Joint Council<br />
can dissolve, secede, or disaffiliate without the approval of<br />
the General Executive Board while there are two (2) dissenting<br />
<strong>Local</strong> Unions; nor can this International Union dissolve<br />
while there are seven (7) dissenting <strong>Local</strong> Unions. In<br />
the event of secession, dissolution, or disaffiliation, all<br />
properties, funds and assets, both real and personal, of<br />
such <strong>Local</strong> Union or Joint Council or other subordinate<br />
body shall become the property of the International Union<br />
as specified in Sections 13 and 14 of Article X hereof.<br />
Under no circumstances shall any <strong>Local</strong> Union or Joint<br />
Council distribute its funds, assets, or properties, or any<br />
part thereof, individually among its membership. To ascer-<br />
