Council, or other subordinate body against a <strong>Local</strong><br />
Union, Joint Council, or other subordinate body, the<br />
foregoing provision in respect to the payment of costs<br />
and expenses shall be applicable in favor of the <strong>Local</strong><br />
Union, Joint Council, or other subordinate body proceeded<br />
against in court.<br />
(c). The trial and appeals procedure provided herein<br />
is also available to and must be followed by any active<br />
or inactive member who is aggrieved by any decision,<br />
ruling, opinion, or action of the <strong>Local</strong> Union, membership,<br />
officers, or Executive Board, excluding collective<br />
bargaining matters and decisions issued under a dispute<br />
resolution procedure established in a collective bargaining<br />
agreement.<br />
Independent Review Board<br />
Section 14(a). Following the certification of the<br />
results of the 1991 election of International Union officers,<br />
there shall be established an Independent Review<br />
Board consisting of three members. The General<br />
President, with General Executive Board approval, shall<br />
appoint a member of the Review Board. Another member<br />
shall be appointed by the Attorney General of the United<br />
States. The third member shall be selected by the<br />
International Union’s and Attorney General’s<br />
appointees. The initial term of office of each Review<br />
Board member shall be until the completion of the 1996<br />
International Convention, and thereafter the term of<br />
office shall be five years. Each Review Board member<br />
may be reappointed to additional terms by that member’s<br />
appointing entity. No Review Board member may<br />
be removed from office except upon application to a federal<br />
court of competent jurisdiction alleging malfeasance<br />
or dereliction of duty. In the event of a vacancy<br />
