ring his membership, either the <strong>Local</strong> Union of which he<br />

is a member or to which he should transfer may bring<br />

charges for violation of this <strong>Constitution</strong> under Article<br />

XIX. Refusal to issue a transfer card or to approve a transfer<br />

may be appealed to the General President and thereafter<br />

to the General Executive Board in accordance with<br />

the appeal procedures provided for in this <strong>Constitution</strong>,<br />

excluding, however, appeal to the Convention.<br />

Section 2(a). Any member in good standing is entitled<br />

to obtain a transfer card from the <strong>Local</strong> Union in<br />

which he is a member in order to become a member of<br />

the <strong>Local</strong> Union within whose jurisdiction he is<br />

employed. Every member must report to the <strong>Local</strong><br />

Union into which transfer is sought upon obtaining<br />

employment and must present to the <strong>Local</strong> Union proper<br />

and satisfactory identification.<br />

The Secretary-Treasurer of the <strong>Local</strong> Union into<br />

which transfer is sought shall certify to the Secretary-<br />

Treasurer of the <strong>Local</strong> Union from which the member<br />

seeks to transfer that the member has obtained work, or<br />

upon issuance of a transfer card will be eligible for work,<br />

within that <strong>Local</strong>’s jurisdiction. Upon receipt of such<br />

certification, the Secretary-Treasurer of the <strong>Local</strong> Union<br />

from which the transfer is being requested must respond<br />

in writing as to the member’s status in the <strong>Local</strong> Union<br />

from which transfer is sought. No transfer card shall be<br />

issued unless such certification and corresponding<br />

response have been issued in writing by the Secretary-<br />

Treasurer of the affected <strong>Local</strong> Union.<br />

(b). It shall be compulsory upon every <strong>Local</strong> Union to<br />

accept the transfer card of a member in good standing with<br />

any <strong>Local</strong> Union of the International Union, without any<br />

extra charge or fees; provided, however, the member seek-<br />
