Article XVI<br />

CONFERENCES<br />

Establishment<br />

Section 1. Experience has demonstrated that State,<br />

Multi-State, Multi-Area or National Conferences, and<br />

Trade Conferences and Divisions are of value to this<br />

International Union and its affiliates. Therefore, Trade<br />

Conferences and Divisions shall be organized and chartered<br />

as subordinate bodies of the International Union<br />

for such geographical area, industries, or companies as<br />

the General Executive Board may from time to time<br />

direct. They shall function under the rules prescribed by<br />

the Bylaws approved by the General President. A Policy<br />

Committee for the Conferences shall be elected by the<br />

delegates to such Conferences by secret ballot. The<br />

International <strong>Constitution</strong> shall supersede Conference<br />

Bylaws in the event of conflict.<br />

Conference Bylaws<br />

Section 2. Each Conference shall submit Bylaws<br />

adopted by it to the General President for his approval,<br />

and such Bylaws shall not become effective until such<br />

approval has been obtained. The General President<br />

reserves the right at any time to make such amendments<br />

or changes in approved Bylaws as he deems to be in the<br />

best interest of the International Union.<br />

All action establishing Conference dues obligations<br />

and assessments shall be submitted to the General<br />

President for his approval prior to their becoming effective.<br />

All <strong>Local</strong> Unions and Joint Councils must affili-<br />
