the General President for approval promptly after its adoption<br />
by the subordinate body. Nor shall retroactive<br />
approval be granted if the effect is to excuse an action that<br />
was not lawful, or was not properly authorized in accordance<br />
with the Bylaws as approved by the subordinate<br />
body, at the time the action was taken. If the General<br />
President fails to approve the Bylaws or amendments<br />
thereto, the matter may be referred by the subordinate<br />
body to the General Executive Board for its determination.<br />
Regardless of approval, if any conflict should arise<br />
between such Bylaws or amendments thereto and the<br />
International <strong>Constitution</strong> or amendments thereto, the provisions<br />
of the International <strong>Constitution</strong> shall control.<br />
Affiliation of <strong>Local</strong> Unions<br />
Section 6. All <strong>Local</strong> Unions within the jurisdiction of<br />
the Joint Council shall affiliate with the Joint Council,<br />
comply with its laws, and obey its orders.<br />
Section 7. The officers of the Joint Council shall consist<br />
of a President, Vice President, Recording Secretary,<br />
Secretary-Treasurer, and three (3) Trustees. These officers<br />
shall constitute the Executive Board of the Joint<br />
Council. The Joint Council Executive Board shall meet<br />
no less often than quarterly.<br />
Only delegates to the Joint Council shall be eligible<br />
to serve as Joint Council officers and only <strong>Local</strong> Union<br />
delegates who have been elected in accordance with<br />
Article XXII shall be eligible to vote in the election of<br />
Joint Council officers. The officers of the Joint Council<br />
shall be elected by secret ballot. In the event that a Joint<br />
Council officer ceases to serve as a <strong>Local</strong> Union officer,<br />
he shall cease to be a Joint Council officer effective as of<br />
such time.<br />
