capita tax and assessments which shall be determined by<br />
the subordinate bodies in accordance with their Bylaws<br />
and such payments shall be made no later than the twentieth<br />
(20th) day of the succeeding month. However, no<br />
subordinate body shall collect per capita from any affiliated<br />
<strong>Local</strong> Union for any members in bargaining units<br />
which were organized after July 1, 1986, and whose<br />
dues rate is six dollars ($6.00) per month or less.<br />
Judicial Power<br />
Section 4. Joint Councils shall have full power to<br />
adjust all questions of jurisdiction between <strong>Local</strong><br />
Unions subject to the provisions of Article XII, Section<br />
21, to try cases against <strong>Local</strong> Unions, cases appealed<br />
from <strong>Local</strong> Unions, appeals by members, and to try individual<br />
cases which <strong>Local</strong> Unions refuse or neglect to try<br />
in accordance with the trial procedure provided for in<br />
Article XIX.<br />
Joint Council Bylaws<br />
Section 5. A Joint Council shall make such Bylaws as<br />
it deems proper, provided they do not conflict with the<br />
laws of the International Brotherhood of <strong>Teamsters</strong>. Such<br />
Bylaws and amendments shall be submitted to the General<br />
President for approval. As provided in Article VI, Section<br />
4, Bylaws and amendments thereto, shall be effective upon<br />
approval by the General President, except where the<br />
General President determines that it is appropriate to<br />
approve Bylaws, or amendments thereto, on a retroactive<br />
basis to effectuate amendments adopted in accordance<br />
with the existing Bylaws. In no event shall Bylaws, or<br />
amendments thereto, be approved to a date before they<br />
were properly adopted. Retroactive approval shall not be<br />
granted unless the Bylaws or amendment is submitted to<br />
