Article XV<br />

JOINT COUNCILS<br />

Formation of Joint Councils<br />

Section 1(a). Whenever three (3) or more <strong>Local</strong><br />

Unions are located in one (1) city they shall form a Joint<br />

Council, but where there are only a few <strong>Local</strong> Unions in<br />

small cities or towns adjoining or adjacent to large cities,<br />

they shall affiliate with the Joint Council in the large<br />

cities.<br />

(b). In localities composed of small cities and towns,<br />

the General Executive Board shall decide when, where,<br />

and by whom Joint Councils shall be formed. Should<br />

any dispute arise as to the jurisdiction of a Joint Council,<br />

it shall be decided by the General Executive Board.<br />

(c). Whenever, in the judgment of the General<br />

Executive Board, the jurisdiction of a Joint Council<br />

should cover a wider area, the General Executive Board<br />

may so order.<br />

(d). Whenever, in the judgment of the General<br />

Executive Board, it is not feasible to have Joint Councils<br />

in a state or states, the General Executive Board may<br />

establish a State or Multi-State Joint Council with which<br />

the <strong>Local</strong> Unions in the state or states must affiliate.<br />

Whenever the words “Joint Council” appear in other<br />

sections of this <strong>Constitution</strong>, they shall mean Joint<br />

Council or State or Multi-State Joint Council and<br />

include State or Multi-State Conferences in all matters<br />

relating to disputes and appeals where there is no chartered<br />

Joint Council.<br />

(e). The provisions of the <strong>Constitution</strong> governing the<br />
