ART. XIII, SEC. 3-4-ART. XIV, SEC. 1<br />

Unions representing public employees in their relationship<br />

with their public employers, which assistance may<br />

include lawful financial support for organizing activities<br />

and the collective bargaining and disputes settlement<br />

processes. To accomplish this purpose, a fund shall be<br />

established which shall be known as the Public Services<br />

Assistance Fund. The Executive Officers, with the<br />

approval of the General Executive Board, shall allocate<br />

moneys for such Fund and shall determine the basis for<br />

disbursement.<br />

O rganizing Assistance<br />

Section 4. There shall be established an Organizing<br />

Assistance Fund to provide resources to support<br />

organizing activities of the International Union and<br />

affiliated subordinate bodies. Ten percent (10%) of<br />

the annual per capita tax paid pursuant to Article X,<br />

Section 3(b), exclusive of per capita tax paid on<br />

Canadian members, shall be allocated to the Organizing<br />

Assistance Fund. The General Executive Board shall<br />

establish criteria for disbursing funds, which shall<br />

ensure that resources are devoted to the organization of<br />

employees.<br />

Article XIV<br />

CHARTER MEMBERS AND MEETINGS OF<br />

LOCAL UNIONS<br />

Section 1(a). Charter members shall consist of the<br />

names forwarded to International Union headquarters<br />

with the application for charter.<br />

(b). The first money received from an applicant for<br />

membership must be applied to the payment of dues for<br />
