ART. XII, SEC. 21-22<br />
hearing and make a report and recommendations to the<br />
General Executive Board on the issues raised.<br />
Every member of a <strong>Local</strong> Union, as a condition of<br />
becoming and remaining a member, acknowledges the<br />
right of the Joint Council or General Executive Board, in<br />
resolving a jurisdictional dispute, to transfer him from<br />
one <strong>Local</strong> Union to another.<br />
Any <strong>Local</strong> Union violating this Section and engaging in<br />
any strike or work stoppage or refusing to comply with the<br />
decisions so rendered in accordance with this Section, shall<br />
be subject to the appointment of a Trustee, revocation of<br />
charter, or such other penalty which the General Executive<br />
Board may propose.<br />
This Section shall be applicable to any <strong>Local</strong> Union<br />
that does not appeal to the General Executive Board but<br />
fails or refuses to comply with a jurisdictional award<br />
rendered against the <strong>Local</strong> Union by the Joint Council<br />
Executive Board.<br />
The General Executive Board, in its discretion, shall<br />
have the authority to decide jurisdictional disputes on<br />
the basis of written submissions without the conduct of<br />
a hearing.<br />
Any decision rendered in accordance with the procedures<br />
set forth in this Section shall take precedence over<br />
any arbitration award or decision of a joint grievance<br />
committee.<br />
Government Employees<br />
Section 22. <strong>Local</strong> Unions having members who are<br />
employed by any government, governmental agency, or<br />
authority shall not, in their relationship to such government,<br />
governmental agency, or authority, engage in any<br />
