ART. XII, SEC. 4-7<br />

Union, or a master negotiating committee by the General<br />

President shall not operate to impose any liability on the<br />

International Union or its officers or to make them parties<br />

to any such action. The International Union does not<br />

assume any liability of any nature to any person or persons<br />

simply by reason of such approval, disapproval, or<br />

modification. In taking any action under this Article the<br />

International Union is not required and does not undertake<br />

to inquire into or pass upon the legality of any strike, work<br />

stoppage, or lockout under contracts or applicable state,<br />

provincial, or federal law and assumes no responsibility in<br />

this respect.<br />

Section 5. The General President and the General<br />

Secretary-Treasurer may expend any funds of the<br />

International Union in payment of any and all expenses<br />

and to provide such services of the International Union,<br />

without limitation, deemed by them, in their sole discretion,<br />

to be appropriate to accomplish the negotiation,<br />

administration, and enforcement of master agreements<br />

by the representatives of the affiliated organizations<br />

involved.<br />

Section 6. The General Executive Board is empowered<br />

to amend, delete, or add to this Article if at any time<br />

it believes such action will be in the interests of the<br />

International Union or its subordinate bodies.<br />

Wage Scales and Approval Thereof<br />

Section 7. Two (2) copies of proposed collective bargaining<br />

agreements with a company in an industry in<br />

which there is an area standard established by pre-existing<br />

agreements, or amendments thereto, shall be submitted<br />

to the Joint Council for approval before submission<br />

to the employer. The Joint Council may also direct any<br />
