ART. XII, SEC. 2<br />
When a master agreement negotiated under the provisions<br />
of this Article provides for a reopener and renegotiation,<br />
or is voluntarily reopened during its stated<br />
term, the above voting procedure shall apply to ratification<br />
of the new terms, if any, and Section 2(d) shall apply<br />
to strike votes.<br />
If amendments to local or area supplements or riders<br />
to a master agreement are voluntarily negotiated during<br />
the term of such agreement, such amendments must be<br />
approved by a majority vote of the members involved<br />
and affected by the amendments, regardless of job classification,<br />
voting by secret ballot. Eligibility to vote shall<br />
be determined and directed by the subcommittee or committees<br />
which negotiated the rider or supplement or the<br />
master negotiating committee, subject to appeal to the<br />
General President. Such amendment or rider also must<br />
be approved in such manner as may be specified in the<br />
master agreement.<br />
(c). In the event any <strong>Local</strong> Union, Trade Conference<br />
or Division, or Committee negotiates an agreement<br />
which involves, affects, or relates to operations of the<br />
employer or employers within the jurisdiction of other<br />
<strong>Local</strong> Unions, Trade Conferences or Divisions, or<br />
Committees, notice of intent to execute such agreement<br />
shall be given to the Trade Conferences or Divisions,<br />
Committees, or <strong>Local</strong> Unions involved in such other<br />
jurisdiction, who may, within ten (10) days thereafter,<br />
protest the application of such agreement in their<br />
area. Failure to file such protest after notice is given shall<br />
be considered a waiver of any objections to such<br />
agreement, but shall not be considered an acceptance of<br />
such agreement as a substitute for or in variance of,<br />
existing agreements to which the other <strong>Local</strong> Unions are<br />
parties.<br />
