1. INTRODUCTION<br />

1.1. <strong>ONR</strong> does not have regula<strong>to</strong>ry or primary advisory role in an emergency response <strong>to</strong><br />

<strong>nuclear</strong> events which do not fall in<strong>to</strong> any of the six main categories in <strong>ONR</strong>'s emergency<br />

arrangements (defined in <strong>ONR</strong>-EP-IN-002 as <strong>Class</strong> 1 (Civil), <strong>Class</strong> 1 (MOD), <strong>Class</strong> 2, <strong>Class</strong><br />

3, <strong>Class</strong> 4, and <strong>Class</strong> 6), with the exception of emergencies involving the transport of<br />

radioactive materials (both <strong>nuclear</strong> and non-<strong>nuclear</strong>) within the UK, which is regulated by<br />

the <strong>ONR</strong> Radioactive Materials Transport (RMT) Team. However, <strong>ONR</strong> may be alerted <strong>to</strong><br />

such <strong>nuclear</strong> events and be required <strong>to</strong>: redirect alerting calls <strong>to</strong> the appropriate regula<strong>to</strong>ry<br />

or responsible authority; and provide advice.<br />

2. PURPOSE AND SCOPE<br />

2.1. This document defines the procedure that <strong>ONR</strong> will follow in responding <strong>to</strong> <strong>nuclear</strong> events<br />

which do not fall in<strong>to</strong> any of the six main categories in <strong>ONR</strong>'s emergency arrangements - a<br />

<strong>Class</strong> 5 <strong>Event</strong>.<br />

3. RESPONSIBILITIES<br />

3.1. The Nominated Inspec<strong>to</strong>r is responsible for redirecting any alerting call <strong>to</strong> the appropriate<br />

regula<strong>to</strong>ry or responsible authority, and consulting with the Chief Inspec<strong>to</strong>r (CI) or Deputy<br />

Chief Inspec<strong>to</strong>r (DCI) over any request for advice.<br />

4. DEFINITIONS<br />

4.1. <strong>Class</strong> 5 <strong>Event</strong>: An <strong>other</strong> <strong>nuclear</strong> event, defined as:<br />

Any <strong>nuclear</strong> event involving the release of radioactivity (or the potential for release) which is<br />

not covered by the <strong>other</strong> classes defined in <strong>ONR</strong>-EP-IN-002. The following are specifically<br />

included:<br />

1. events falling within the National Arrangements of Incidents involving Radioactivity<br />

NAIR scheme (NAIR is a scheme for responding <strong>to</strong> events involving radioactive<br />

materials, e.g. spills in transit or discovery of sources or containers in a public<br />

place);<br />

2. road or rail transport events (<strong>other</strong> than flasks containing irradiated fuel) including<br />

those falling within the RADSAFE scheme;<br />

3. air transport events;<br />

4. sea transport events; and<br />

5. unplanned re-entry of satellites containing radioactivity.<br />

5. PROCEDURE<br />

5.1. This procedure applies when, after following <strong>ONR</strong>-EP-IN-002 Emergency Arrangements –<br />

Initial Notification and <strong>Event</strong> <strong>Class</strong>ification (Ref 6.1), the Nominated Inspec<strong>to</strong>r determines<br />

that a <strong>Class</strong> 5 event is ongoing.<br />

5.2. If the caller is seeking <strong>to</strong> alert the authorities <strong>to</strong> a <strong>nuclear</strong> event in this class, the Nominated<br />

Inspec<strong>to</strong>r should advise them that, with the exception of events involving the transport of<br />

radioactive materials, <strong>ONR</strong> has no regula<strong>to</strong>ry or primary advisory role in an emergency<br />

response <strong>to</strong> events of this type. The Nominated Inspec<strong>to</strong>r should redirect callers as follows:<br />

1. Returning satellites – redirect the caller <strong>to</strong> the Home Office.<br />

2. All types of rail, road, air or sea transport event not involving irradiated fuel - redirect<br />

the caller <strong>to</strong> the <strong>ONR</strong> RMT Team.<br />

3. All <strong>other</strong> UK incidents which fall within the NAIR scheme - redirect the caller <strong>to</strong> the<br />

Police Force HQ for the location.<br />

4. A call alerting the UK Government <strong>to</strong> a <strong>nuclear</strong> event on an overseas installation -<br />

redirect the caller <strong>to</strong> DECC.<br />

5. If the caller is seeking advice from <strong>ONR</strong>, the Nominated Inspec<strong>to</strong>r should consult<br />

with the CI or DCI and carry out any agreed actions.<br />
