Explosives<br />

A competent explosives supervisor must be appo<strong>in</strong>ted to organise and supervise<br />

<strong>the</strong> safe and secure storage, handl<strong>in</strong>g and use of explosives.<br />

Safety checklist<br />

■■ Have shotfirers, tra<strong>in</strong>ee shotfirers, storekeepers and o<strong>the</strong>rs <strong>work</strong><strong>in</strong>g with<br />

explosives been properly tra<strong>in</strong>ed, appo<strong>in</strong>ted and authorised?<br />

■■ Are explosives and ammonium nitrate stored and transported safely?<br />

■■ Are explosives secure from <strong>the</strong>ft?<br />

■■ Is <strong>the</strong> explosive mixed/stored <strong>in</strong> accordance with relevant licences?<br />

■■ Is shotfir<strong>in</strong>g equipment suitable and properly ma<strong>in</strong>ta<strong>in</strong>ed?<br />

■■ Are times when shotfir<strong>in</strong>g may take place made clear?<br />

■■ Is <strong>the</strong>re a blast<strong>in</strong>g specification, tailored for each blast, to m<strong>in</strong>imise <strong>the</strong> risk of<br />

flyrock or misfires and ensure that faces are left <strong>in</strong> a safe condition?<br />

■■ How is <strong>the</strong> danger zone determ<strong>in</strong>ed and kept clear dur<strong>in</strong>g blast<strong>in</strong>g?<br />

■■ Is visibility good enough to carry out all shotfir<strong>in</strong>g and post-shotfir<strong>in</strong>g operations<br />

safely?<br />

■■ Are <strong>the</strong>re adequate shelters for <strong>the</strong> shotfirer when blast<strong>in</strong>g?<br />

■■ How is <strong>the</strong> state of <strong>the</strong> face and <strong>the</strong> possibility of misfires checked after a<br />

blast?<br />

■■ Are misfires dealt with safely?<br />

■■ <strong>Do</strong> <strong>the</strong> explosives rules deal with all <strong>the</strong>se po<strong>in</strong>ts and do <strong>the</strong>y <strong>work</strong> <strong>in</strong> practice?<br />

Inspection and ma<strong>in</strong>tenance<br />

<strong>Quarries</strong> must be properly <strong>in</strong>spected and ma<strong>in</strong>ta<strong>in</strong>ed to safeguard people’s health<br />

and safety. Guidel<strong>in</strong>es should set out what should be <strong>in</strong>spected, how often, <strong>in</strong> what<br />

detail and who should do <strong>the</strong> <strong>in</strong>spections. (In addition to <strong>the</strong> <strong>in</strong>spections carried out<br />

by <strong>the</strong> operator, representatives of <strong>the</strong> employees can also carry out <strong>in</strong>spections on<br />

behalf of <strong>the</strong> <strong>work</strong>force.)<br />

There is a model excavation and tips <strong>in</strong>spection form <strong>in</strong> <strong>the</strong> ACOP. It can be<br />

downloaded from www.hse.gov.uk/quarries/tipform.doc and edited to meet<br />

<strong>in</strong>dividual requirements.<br />

If <strong>the</strong>re is an immediate risk of <strong>in</strong>jury, equipment may need to be taken out of use<br />

or <strong>work</strong> <strong>in</strong> a particular area may need to be stopped.<br />

There are many different regulations that also conta<strong>in</strong> <strong>in</strong>spection and ma<strong>in</strong>tenance<br />

requirements which must be met, for example <strong>the</strong> Provision and Use of Work<br />

Equipment Regulations 1998.<br />
