Dear Erasmus <strong>students</strong>,<br />

Friends and experiences last <strong>for</strong> a lifetime. The European exchange programme ERAMUS is<br />

one of the greatest culture- and character-building programmes that you may ever have in<br />

your whole life.<br />

Celebrating its 25th anniversary in 2012, ERASMUS is the most popular and successful<br />

student exchange programme in the world. Each year, more than 230,000 <strong>students</strong> study in<br />

another European country thanks to the Erasmus programme. It also offers the opportunity<br />

<strong>for</strong> student internships in enterprises and administrations, <strong>for</strong> university staff to teach and be<br />

trained, and <strong>for</strong> the funding of co-operation projects between institutions of higher education<br />

across Europe.<br />

The University of Applied Sciences <strong>Kehl</strong> participates actively in the ERASMUS programme.<br />

Our university is dedicated to preparing <strong>students</strong> <strong>for</strong> careers in public service. This means<br />

training <strong>students</strong> <strong>for</strong> positions at the management level in public administration (in state<br />

agencies and departments, in municipalities, in counties or in other public institutions,<br />

corporations and foundations, etc.). Graduates of <strong>Kehl</strong> University mostly take on<br />

management positions after having finished the program. For this reason <strong>Kehl</strong> University is<br />

often called the “backbone” of public administration.<br />

Public service plays an important role in European and international development. That is<br />

why we at the University of Applied Sciences <strong>Kehl</strong> believe that <strong>students</strong> must be prepared<br />

during their training to deal with increasing internationalization and globalization. We actively<br />

encourage our <strong>students</strong> to gain experience abroad and are very happy to welcome to <strong>Kehl</strong><br />

<strong>students</strong> from other European universities and from all over the world.<br />

This handbook has been designed to facilitate orientation <strong>for</strong> <strong>incoming</strong> and outgoing<br />

<strong>students</strong>, particularly with regard to <strong>Kehl</strong>’s international relations, courses <strong>for</strong> ERASMUS<br />

<strong>students</strong> (especially in English), student facilities and other aspects of your stay in <strong>Kehl</strong>.<br />

The University of Applied Sciences <strong>Kehl</strong> is one of the most renowned institutions <strong>for</strong> public<br />

management in Germany. It was founded in 1971 and enlarged in the 1980s.<br />

<strong>Kehl</strong>, as Strasbourg’s neighbouring city, offers wide<br />

opportunities to become well acquainted with the<br />

European institutions in Strasbourg (Council of<br />

Europe, European Parliament, European<br />

Ombudsman and European Court of Human Rights)<br />

during the course of study programmes.<br />

Due to the proximity to Strasbourg, Luxembourg and<br />

Brussels, high-ranking speakers from international<br />

organizations and from <strong>for</strong>eign universities come frequently to <strong>Kehl</strong> as guest lecturers and<br />

discuss all important European issues.<br />

Our University has close ties to other universities in Europe and all over the world. Together<br />

we organize many joint seminars, study trips, internships and exchange programmes.<br />

In the joint seminars the emphasis is laid on European integration and how administrations<br />

are growing closer together. Among the topics are regional development and benchmarking<br />

in day-to-day administrative practice. Thus, one can become well acquainted with Europe<br />

right on site.<br />

<strong>Kehl</strong> on the right side of the Rhine and Strasbourg on the river’s left bank are situated in<br />

different countries (Germany and France) but belong to the same metropolitan district. The<br />

“Euro-District” is the first transnational urban area in Europe with a population of nearly one<br />

million inhabitants. The European District on the Rhine in the very heart of Europe is the<br />

home of the European Parliament, the Council of Europe, the European Court of Human<br />

Rights and other European institutions.<br />

The twin cities <strong>Kehl</strong> and Strasbourg are closely linked by public transportation. Inside the<br />

metropolitan agglomeration there are no more physical or cultural barriers between the two<br />

countries. But both cities have preserved their own character, which gives them an<br />

outstanding specific German and French mixture.<br />

In <strong>Kehl</strong>/ Strasbourg you find very old medieval buildings and modern architecture, pulsating<br />

city life and quiet lanes, wonderful parks and various waterways, European organizations<br />

and the world-famous cathedral: <strong>Kehl</strong>/ Strasbourg makes up a European puzzle full of<br />

surprises.<br />

You'll soon find out that the transnational twin city of <strong>Kehl</strong>/ Strasbourg is great <strong>for</strong> studying<br />

and also an awesome place to live in.<br />

Water is life – and <strong>Kehl</strong> has been very successful in meshing city life with natural living. Short<br />

distances connect unspoiled natural settings with the inner city of <strong>Kehl</strong>.<br />

In the city centre you find cozy shops and inviting street cafes and after long hours of classes<br />

you may relax in the marvelous “Rose Garden” or the “Old Rhine Park”. Getting the most out<br />

of your leisure time is no problem in <strong>Kehl</strong>.<br />

The dense <strong>for</strong>ests and green meadows along the Rhine are ideal <strong>for</strong> long leisurely walks,<br />

strenuous hikes or even <strong>for</strong> bicycling. The 120-km long bike path opens up spectacular<br />

views. A paradise <strong>for</strong> nature lovers – the area has countless lakes <strong>for</strong> water sports. Sport<br />

fans find everything they need: indoor and outdoor swimming pools, tennis courts, riding and<br />

sailing as well as flying facilities and an inline-skating circuit. <strong>Kehl</strong> is also an ideal starting<br />

point <strong>for</strong> exploring the mysterious mountains of the Black Forest and the Vosges as well as<br />

the wine routes which follow the foothills along the German and on the French side of the<br />

Upper Rhine valley.<br />

Along both banks of the Rhine a huge park, the “Two Riverbanks Garden”, spreads over<br />

more than 50 hectares. The German and French side of the park are connected by the<br />

“Passerelle des deux Rives,” an elegant bridge <strong>for</strong> pedestrians and cyclists designed by the<br />

Parisian architect Marc Mimram.<br />

The promenade on both sides of the Rhine has become a focal point <strong>for</strong> contemporary art,<br />

featuring numerous examples of today’s modern art and sculpture. In summer outdoor<br />

theatre per<strong>for</strong>mances, music festivals and other events attract thousands of visitors to the<br />

parks along the river.<br />

The City Civic Centre is the centre of cultural life in <strong>Kehl</strong>. The curtain opens up to many<br />

events all year long such as concerts, opera, musicals or cabaret. Art exhibitions and the<br />

latest feature films complete the city’s cultural programme.<br />

<strong>Kehl</strong> is well located in the middle of Europe. There is quick access to the European high<br />

speed train network, and several international airports such as Frankfurt, Zurich, Strasbourg<br />

and Stuttgart are near at hand. In <strong>Kehl</strong> you can find more than 100 different nationalities from<br />

around the globe living in the city.<br />

Strasbourg with its international flair enriches the region. The city is steeped in history and<br />

offers fantastic possibilities <strong>for</strong> pleasure and entertainment. Strasbourg is the capital of<br />

Alsace, which is a region of great beauty and could hardly be bettered as a place to live.<br />

The city enjoys a marvelous location and is an exciting mix of different cultures. Germany,<br />

Switzerland and Luxembourg are all within easy reach, while Paris, Lyon, Geneva, Zurich,<br />

Turin, Milan, Munich, Prague, Stuttgart, Frankfurt, Brussels and Amsterdam are all within a<br />

600-km radius.<br />

Strasbourg is certainly one of the most beautiful cities of Europe with its magnificent<br />

cathedral, its picturesque Petite France district, its river and canals, along with a number of<br />

strikingly-designed modern buildings, especially in the district around the European<br />

Parliament.<br />

The whole of the central part of the city has been declared part of UNESCO's World Heritage<br />

list. Strasbourg is second only to Paris with regard to the quality and range of its cultural<br />

scene, with exhibitions, concerts, festivals, theatres, contemporary music, live music venues<br />

and cabarets all year round.<br />

Strasbourg has some beautiful parks, such as the Orangerie, the botanic gardens, Pourtalès<br />

and the Jardin des deux Rives, where you can go <strong>for</strong> a stroll and also, especially in the<br />

summer, often enjoy open-air concerts and other attractions. The city also offers a vast<br />

choice of other attractions, including excellent museums and art galleries, and over 400 km<br />

of bicycle trails.<br />

Strasbourg is a dynamic city with over 50,000 <strong>students</strong>: it is the main university town in the<br />

east of France, and some 20% of its <strong>students</strong> come from outside France. Renowned <strong>for</strong> the<br />

quality of its universities and schools, Strasbourg also offers a great night life, university<br />

restaurants, and terraces in the summer <strong>for</strong> a good beer or glass of wine.<br />

At <strong>Kehl</strong> University, the academic year is divided into two terms: the winter semester and<br />

summer semester.<br />

The winter term begins officially on September 16 and ends on February 28. The summer<br />

term begins on March 1 and ends on September 15. However, the lecture period only runs<br />

from mid-September until the end of January and from March until the end of July. The<br />

remaining time, the so-called “no lesson period”, is intended <strong>for</strong> exams and homework.<br />

The examination period depends on the subject; final examinations take place during the last<br />

weeks of the classes. The time between semesters is to be used <strong>for</strong> writing exams and<br />

For some years now we have maintained close contacts with <strong>for</strong>eign universities and<br />

administrations. Have a look on the overview.<br />

<strong>Study</strong> trips to China, South Africa, and the USA take place on a regular basis. These trips<br />

are carried out by the International Office in cooperation with the University’s partner<br />

organisations located there.<br />

In addition, binational seminars take place every year, in particular with <strong>students</strong> from<br />

Russia, Poland, France, and Romania. Students from <strong>Kehl</strong> University travel regularly to the<br />

partner universities abroad, and in turn, they gladly host the <strong>for</strong>eign seminar participants at<br />

our university in <strong>Kehl</strong>.<br />

At <strong>Kehl</strong> University <strong>students</strong> have the opportunity to do a 3-month internship abroad. The<br />

programme of study at <strong>Kehl</strong> University is enhanced by this time spent abroad, along with the<br />

newly acquired <strong>for</strong>eign language knowledge and expanded cross-cultural competence. An<br />

internship abroad is a definite plus on a CV.<br />

An internship abroad can be of great importance <strong>for</strong> your professional career. Specialized<br />

language knowledge and experience gained abroad play an important role when applying <strong>for</strong><br />

a job.<br />

In <strong>Kehl</strong> we have <strong>students</strong> tutors <strong>for</strong> <strong>incoming</strong> ERASMUS <strong>students</strong>.<br />

The tutors welcome new <strong>students</strong> and show them things of interest in and around the<br />

university. So you can easily come into contact with your new environment. The tutors show<br />

the newcomers where they can find everything (departments and staff, student facilities such<br />

as the cafeteria/library/computer room/student dorms, etc.). Furthermore, they help new<br />

<strong>students</strong> to register at city hall, to open a bank account, to get to <strong>Kehl</strong> and Strasbourg, and<br />

they can give advice on where to buy the cheapest food, etc. Contact the ERASMUS tutor<br />

<strong>Kehl</strong> University offers specialized language courses in English, French and Spanish. For<br />

English and Spanish, previous knowledge of the respective language is required. For French,<br />

a beginner's course will be offered if there are enough interested <strong>students</strong>. Language<br />

courses in German on request.<br />

<strong>Kehl</strong> University offers different types of studies <strong>for</strong> <strong>for</strong>eign <strong>students</strong>:<br />

The in-depth studies in European Public Management and international relations<br />

offer a full semester <strong>for</strong> ERASMUS <strong>students</strong>. This programme takes place in the 6th<br />

semester of the bachelor’s programme in Public Management and treats all subjects<br />

linked to European integration, EU policies, cross-border relations and intercultural<br />

management. It specifically addresses <strong>incoming</strong> <strong>students</strong> from other universities <strong>for</strong><br />

an ERASMUS exchange. It is suitable <strong>for</strong> all <strong>students</strong> in disciplines linked to public<br />

management (law, economics, political sciences, social sciences, etc.). Sponsored<br />

study trips to other European countries are part of the programme. The programme<br />

is run entirely in English (details see p. 11).<br />

The master’s programme "European Master of Public Administration" (EPAM) is a<br />

complete 4-semester cooperative master’s course of study. A joint degree is granted<br />

by <strong>Kehl</strong> University and the University of Applied Sciences Ludwigsburg. One<br />

semester takes place in Ludwigsburg, one semester in <strong>Kehl</strong>, one semester is spent<br />

doing an internship abroad and one semester is reserved <strong>for</strong> writing the thesis.<br />

Several modules take place in a joint programme with the University of Strasbourg.<br />

Sponsored study trips to Brussels, Luxembourg and other European countries are<br />

part of the programme. The programme is run partly in English and partly in<br />

German (details see p. 13).<br />

The master’s programme in "Cluster Management" is a 4-semester programme. It<br />

prepares <strong>students</strong> <strong>for</strong> networking and management positions which link public and<br />

private organisations. It is organised together with the University of Strasbourg and a<br />

joint degree is awarded. The programme is run partly in English and partly in<br />

German and French (details see p. 13).<br />

The bachelor’s and master’s course of studies in “Public Management”. These<br />

The last semester of the bachelor’s programme is the in-depth course of study called<br />

The programme is a complete 4-semester cooperative<br />

master’s course of study. A joint degree is granted by <strong>Kehl</strong><br />

University and the University of Applied Sciences<br />

Ludwigsburg.<br />

For over 10 years now this programme of study provides the<br />

<strong>students</strong> with the latest knowledge and skills to make them<br />

fit <strong>for</strong> Europe upon graduation. They find exciting positions in<br />

international, regional and local administrations dealing with<br />

European Affairs. The considerable amount of practicable knowledge in European Matters is<br />

highly esteemed by employers. The communicative, legal, economic and organisational skills<br />

gained in the programme also enable the graduates to work competently in NGOs or in the<br />

private sector <strong>for</strong> the advancement of European Integration.<br />

The programme is a complete 4-semester cooperative master’s<br />

course of study and a joint degree is granted by <strong>Kehl</strong> University<br />

and Strasbourg University.<br />

Business networks, competence centres and regional networks have rapidly developed over<br />

the past years and have attained increasing importance at the European level. This<br />

development has given rise to new occupational profiles, <strong>for</strong> example, that of the cluster<br />

manager. The cross-border programme of study “Management of Clusters and Regional<br />

Networks” offered by the Universities in <strong>Kehl</strong> and Strasbourg places a strong emphasis on<br />

practical training and provides a unique opportunity to date in Europe to specialize oneself in<br />

the requirements of this area.<br />

This programme of study qualifies highly-skill trilingual staff members of clusters and regional<br />

networks <strong>for</strong> tasks at the cross-border, European or international level. Possible fields of<br />

responsibility can be found:<br />

• in the design and administration of networks in public-private cooperation<br />

access the university network via WLAN with their own laptops.<br />

The cafeteria (Mensa) is located right next to the university. Every day from Monday to<br />

Friday there are at least two hot dishes to choose from (one of which is vegetarian). During<br />

semester breaks the cafeteria is closed.<br />

Cashless payment is made with the Campus Card, which can be „refilled“ at the machines on<br />

campus at any time.<br />

Free lunch vouchers may be granted on request.<br />

If you do not live in <strong>Kehl</strong> but in another place in Germany, you must register at the resident<br />

registration office responsible <strong>for</strong> that municipality. You will also receive in<strong>for</strong>mation on<br />

resident registration along with your letter of acceptance from the University of Applied<br />

Sciences <strong>Kehl</strong>.<br />

When you register as a resident, you will receive written confirmation. Please do not lose this<br />

document. Everyone who lives in Germany must go to the Resident Registration Office of<br />

their municipality and register their new address within a week after moving.<br />

Please note: Be<strong>for</strong>e departing <strong>Kehl</strong> at the end of your stay, you will need to go to the <strong>Kehl</strong><br />

Resident Registration Office in order to give official notice of departure.<br />

The German healthcare system with its dense network of highly qualified doctors is<br />

considered one of the best in the world. As a student in Germany, you benefit from optimum<br />

medical care and af<strong>for</strong>dable insurance coverage. Remember that you cannot register at a<br />

German university without health insurance.<br />

If you wish to study in Germany, you always need health insurance. All statutory health<br />

insurance funds in the country are obliged to insure <strong>students</strong> up to the age of 30. If you turn<br />

30 in Germany, you can continue to be insured through a statutory health insurance fund by<br />

paying a higher premium. If you are already older than 29 when you start studying, you can<br />

only take out private health insurance. Be<strong>for</strong>e your departure find out whether your health<br />

insurance from your home country is also recognized in Germany, <strong>for</strong> example, if a social<br />

security agreement exists between your country and Germany. This applies, among others,<br />

to members of the European Union as well as Iceland, Liechtenstein, Norway, Switzerland<br />

and Macedonia. An updated list of countries to which this applies is available on the website<br />

of the German Liaison Office <strong>for</strong> Health Insurance Abroad.<br />

Note that <strong>for</strong>eign insurance companies do not always pay <strong>for</strong> all the costs of medical<br />

treatment in Germany. In such cases, you will be obliged to pay <strong>for</strong> additional expenses<br />

yourself.<br />

Find out from your health insurance company whether it is also recognised in Germany. If it<br />

is, you will require confirmation that you are exempt from statutory health insurance when<br />

you register at your German university. Such confirmation can be obtained from any of the<br />

many German health insurance funds.<br />

If the insurance coverage you have in your home country is not recognised in Germany, you<br />

must take out a health insurance policy in this country. Most <strong>students</strong> in Germany are<br />

insured with a statutory health insurance fund. In some cases, however, it is also possible to<br />

take out private insurance. Insurance premium rates <strong>for</strong> <strong>students</strong> with statutory insurance<br />

funds are currently around 80 euros a month.<br />

Opening a bank account as soon as possible after your arrival will make organising monthly<br />

payments such as rent much easier <strong>for</strong> you. Most banks offer current accounts free of charge<br />

<strong>for</strong> <strong>students</strong>.<br />

The most common bank <strong>for</strong> <strong>students</strong> is the Sparkasse Hanauerland. Opening a bank<br />

account as a student at the Sparkasse is free of charge and simple. For opening a bank<br />

account you will need your personal identification card, student card and a letter confirming<br />

that you are a student at the University of Applied Sciences <strong>Kehl</strong>.<br />

Please note: Be<strong>for</strong>e departing <strong>Kehl</strong> at the end of your stay, you will need to close the bank<br />

There are several possibilities <strong>for</strong> finding accommodation in <strong>Kehl</strong>:<br />

The Office of Student Services runs dormitories. Since the rooms are attractive and<br />

inexpensive, they are very popular. There<strong>for</strong>e, you should apply <strong>for</strong> one as early as possible.<br />

Please note that there is a waiting list and it often takes some time to get a room.<br />

Another popular <strong>for</strong>m of student living in Germany is apartment sharing<br />

(“Wohngemeinschaften” or “WGs”).<br />

The rent <strong>for</strong> a single room in a dormitory varies widely. It is typically between 200 and 260<br />

euros per month. Rent <strong>for</strong> rooms on the private market cost the same and there you may<br />

have to pay extra <strong>for</strong> heating, water, and electricity.<br />

Motorway exit Appenweier, then on to route B28 and follow the sign to <strong>Kehl</strong>-Strasbourg.<br />

At the first set of traffic lights, turn left (Aral service station) off route B28 and onto the<br />

street called Großherzog-Friedrich-Straße.<br />

At the next set of traffic lights, turn left off Großherzog-Friedrich-Straße and onto the<br />

street called Kinzigallee.<br />

Take the next left turn, which leads you to the campus of the University of Applied<br />

Sciences <strong>Kehl</strong>.<br />

<strong>Kehl</strong>/ Strasbourg is very well served by the European high-speed train network. It is located<br />

at the junction of two major high-speed lines from North to South (Berlin/ Hamburg to Milan/<br />

Marseille) and West to East (London/Paris to Vienna/ Bratislava/ Budapest)<br />

High-speed trains ICE/ TGV from everywhere in Europe to Offenburg or Strasbourg<br />

From Strasbourg main station or Offenburg main station there is a regular S-Bahn (local<br />

train system) connection to <strong>Kehl</strong><br />

<strong>Kehl</strong>/ Strasbourg is located at the juncture of several long-distance European bus lines: from<br />

Poland/ the Czech Republic to France and Spain and from the Netherlands to Switzerland.<br />

For some lines you have to change in Karlsruhe or Freiburg, which are also important<br />

connecting points <strong>for</strong> international long-distance bus companies.<br />

On the Internet you will find a lot of very cheap tickets (from 18 euros and up) <strong>for</strong> a trip to<br />

<strong>Kehl</strong> by bus.<br />

There are several major airports very close to <strong>Kehl</strong>/ Strasbourg: Strasbourg International<br />

Airport, Karlsruhe/ Baden-Baden and Basel/ Mulhouse.<br />

The intercontinental airports of Frank<strong>for</strong>t, Zurich and Stuttgart are also nearby.<br />

From all these airports local ground transportation (train, bus and light-metro) brings you<br />

easily to <strong>Kehl</strong>.<br />

For” budget flights”: Check the low-cost airlines to Strasbourg, Karlsruhe/Baden-Baden<br />

and Basel/Mulhouse (Air Berlin, Easy Jet, Pegasus, Ryan Air, Sun Express, Volotea,<br />

5. Health and accident insurance<br />

In Germany having a health insurance is compulsory. Please contact us <strong>for</strong> more<br />

in<strong>for</strong>mation.<br />

6. Enclosures<br />

In addition to this application <strong>for</strong>m please hand in the following documents:<br />

Certificate of enrolment of your sending university or a copy of your current<br />

student-ID<br />

Completed Learning Agreement, approved by sending institution<br />

A learning agreement between the sending institution and the receiving<br />

institution (University <strong>Kehl</strong>) must be concluded be<strong>for</strong>e the studies begin. The<br />

details of the study programme are set down in the learning agreement.<br />

Copy of an identity document (Passport or ID)<br />

Transcript of records of past semesters at your home university<br />

At the end of his/her studies in <strong>Kehl</strong>, the Erasmus student receives a transcript<br />

of records <strong>for</strong> his/her academic per<strong>for</strong>mance. This T.O.R. contains the<br />

following in<strong>for</strong>mation:<br />

o all examination results<br />

o the ECTS points achieved<br />

o the German examination scores<br />

Confirmation of English language skills<br />

Confirmation<br />
