Now, there are already several unnecessary taxes in place there why is it that tolls are needed. There is State tax and<br />

also there is personal property tax that is paid by everyone who even owns a car. Now not only do they want to tax<br />

ports easier for economy. The Navy will not work in a town where traffic is unreasonably boxed in. Also, the HRBT<br />

traffic will increase and add to congestion when people alter their patterns. Portsmouth will be devastated. This is<br />
